The license is a national diploma of higher education, conferring on the holder the rank of licence.
It confers the same rights to all its licensees, regardless of the institution that issued it.
University studies leading to the licence are governed by the provisions of this order.

Licence certifies the acquisition of a base of knowledge and skills in a disciplinary or multidisciplinary field. Licence introduces the student to the process of knowledge production, with the core issues of research and scientific methods in this field.
The license prepares both in professional integration and pursuit of studies of its owner.
It punishes a level validated by obtaining 180 ECTS (European Credit Transfer System) credits.

Repositories of skills are defined for a discipline or set of disciplines on the initiative of the Minister of higher education, which combines the conferences referred to in article L. 233 - 1 of the code of education, the associations referred to in article L. 811 - 3 of the code of education, scientific communities and professionals of the sectors concerned, and seeking the opinion of the Committee referred to in article 24.
Implementation repositories shall, at least once every five years, subject to a review by the Committee referred to in article 24 of this order. This review contributed to the repositories such evolution.
The licence is based on national targets established by the repositories. These are disciplinary, linguistic, transverse and pre-vocational skills must acquire the licensees.

In the conditions defined in article L. 612 - 3 of the code of education, students enrolled in University courses leading to the Bachelor's degree, must justify: ― either baccalaureate;

The training provides the student acquiring a set of knowledge and diversified skills: ― the disciplinary skills, in first place in the major disciplines, but also in related disciplines and, where appropriate, in opening disciplines, in order to promote the acquisition of a general culture;
― of language competence, notably resulting in the ability to read, write and speak in at least a living foreign language;
― of cross-curricular competencies or generic, such as the ability to analysis and synthesis, in written and oral expression, to work individually and collectively, to the conduct of projects in the identification and exploitation of documentary resources, as well as the handling of digital tools;
― pre-vocational skills based on knowledge of the fields of trades related to training, the development of the personal and professional of the student project, as well as on the ability of the latter to reinvest its achievements in a professional context.
For these purposes, training, entrusted to a team of training coordinated by a responsible, combines theoretical, methodological, practical and applied learning. Formation represents a volume of at least 1,500 hours of instruction across the curriculum of the licence. A balance between the different methods of teaching, and in particular the lectures shall be ensured.
Training teams are formed so as to ensure that all the competencies are taken into account and that the teachings, particularly in the disciplines of opening, are adapted to the specificities of students.
Pursuant to 3 ° of article L. 123 - 3 of the code of education, the University is implementing actions contributing to the employability of students. For this purpose, the training includes elements of prevocational and professionalization. Representatives of socioprofessional world are associated with the design of training and participate in lessons under the conditions laid down in article L. 611 - 2 of the code of education.
The training uses digital technologies applied to education. It is provided on site or remotely, or a combination of these two modes.
In line with the objectives of each formation, the teachings on site may include courses, tutorials, practical work, lines of individual or collective projects, internships. Training can particularly rely on the implementation of multidisciplinary projects proposed by training teams and offering students the opportunity to combine several types of skills or put into perspective, on an object of study, the contributions of several disciplines.

The training offer is structured in semesters and teaching credits.
It is organized in the form of course types of initial training and continues forming coherent sets the objectives of the diploma. These courses consist of mandatory, optional and free teaching units. They are designed to allow students to gradually develop their personal and professional project by promoting their integration, their orientation and their specialization as the progress in the curriculum. They also facilitate mobility, including abroad. Each route provides the possibility of a mandatory or voluntary internship integrated into the curriculum and subject to an assessment contributing to the issuing of the diploma.
Courses may be organized by articulating major and minor disciplinary fields.
Graduates are registered to the national Repertory of professional certifications under the conditions laid down in article L. 335 - 6 of the education code.

To promote the success of each, a custom of each student is monitored by a referent teacher. Accompanying measures and, where appropriate, support are also put in place, particularly in the form of mentoring.
For students in difficulty, specific devices are provided.
Specific sessions devoted to the reception of students in support of employed students and foreign students can be organized, particularly during summer periods.

In order to ensure the fluidity of paths between training, both General and professional, the possibility of policy changes at different stages of the curriculum as well as the home of students from other sectors, universities are implementing: ― gateways allowing students to spend in good conditions of a sector to another, as either internal or external to the institution;
― devices support taking into account the previous courses of newcomers and promoting their adaptation and integration.
Agreements are concluded between the home and host institutions to facilitate these mobilities.
The Rector of Academy, Chancellor of universities, chairs each year an academic Committee of post-baccalaureate training. It transmits annually to the Minister responsible for higher education a balance sheet of the devices developed at this title and formula of proposals for improvement. The Directorate in charge of higher education in the Ministry performs a consolidated balance sheet it transmits for opinion to the Committee referred to in article 24 below.

The Board fixed, on a proposal from the Board of studies and academic life, special educational arrangements taking into account the special needs of students engaged in active life or assuming specific responsibilities in academic life, student or associative student life responsible family, students engaged in several courses, students with disabilities and high level athletes.

Skills and the acquisition of knowledge and skills are appreciated either by a continuous and regular control, either through a terminal examination, or by these two combined modes of control. The terms of continuous control provide the regular reporting of the notes and results to the student and, if desired, the consultation of copies.

In respect of the time limits laid down in article L. 613 - 1 of the code of education, institutions shall publish the specification of the number of tests, their nature, their duration and their coefficient with the possible distribution between the continuous control and Terminal and the respective place of the written and oral tests.
The modalities of control of knowledge and skills allow taking into account cross or interdisciplinary of the achievements of the student and allow a global organisation of control on several teaching units. They shall be adopted by the Governing Council on a proposal from the Board of studies and academic life and on the basis of a review of the implementation of the operative part of the previous year. In addition, they must intervene at relevant times, to allow the student to be useful in its orientation and its progress against its objectives training and employability.

Within a training course teaching units are definitively acquired and capitalizable therefore the student obtained the average. The acquisition of the teaching unit carries the acquisition of the corresponding appropriations. The number of credits assigned to each teaching unit is fixed on the basis of 30 credits for all the units of a semester teaching.
Similarly are system elements of the teaching units, which is also set in appropriations.
When a student changes institutions to pursue his studies in the same formation, the appropriations granted in the establishment of origin are definitively acquired and it validates only the number of credits that lacks it for its graduation. A dematerialized the credits acquired by each student follow-up process is implemented.

The courses allow the validation of periods of studies abroad. When the project has been accepted by the educational authorities and the student obtained the validation of his period of study by the foreign establishment, it benefits from the appropriations corresponding to this period of study on the basis of 30 credits for all the units of a semester teaching.

Training courses organized the acquisition of education and Bachelor's degree units according to capitalization and compensation principles within the European system of credits.
Within the European system of credits, the compensation is organized in the following manner: each teaching unit is assigned a coefficient and a value in credits; the scale of values in appropriations is identical to that of the coefficients.
The diploma is obtained either by acquisition of each constituent academic unit of the corresponding course, application terms of such compensation as described in article 16. Graduated by one or the other way gives all of the appropriations earmarked for the diploma.
For the purposes of this article, the teaching units are coefficients which can be differentiated in a ratio ranging from 1 to 5.

In addition: 1. 2. on the proposal of the Board of studies and academic life adopted by the Governing Council, a special device of compensation can be implemented that allows the student to benefit from at various times during his career and, in particular, when he made the choice to reorient themselves, perform mobility in other french or foreign higher education institution or to interrupt his studies. This device is designed to allow a student who so wishes depending on his personal project to get at various times of his career an overall assessment of its results and thus obtain the corresponding validation in appropriations. Two sessions of control of knowledge and skills are organized: an initial session and a session of catch-up after a first publication of results. This catch-up session is organised at least 15 days after the publication of the results.
Subject to special educational provisions adopted by the governing body of the institution on the proposal of the Council of studies and academic life, the interval between these two sessions is at least two months and teaching support device is implemented.

Under the conditions laid down in article L. 613 - 1 of the code of education, the president of the University appoints the Chair and the members of the jury.
Their composition includes at least one half of the teachers-researchers, teachers or researchers involved in the training including the president of the Board is appointed, as well as personalities described as contributing to the teachings, or selected because their skills, on a proposal from the staff in charge of education.
The composition of the juries is public.
The Chairman of the Board is responsible for the coherence and the smooth running of the whole process of validation of the teaching to the issuing of the diploma unit. It is responsible for the preparation of the minutes.
The jury deliberates sovereign from all of the results obtained by the candidates and the issuing of the diploma is pronounced after deliberation by the jury. The minutes of deliberation is prepared under the responsibility of the president of the Board and signed by him.
After announcement of the results, the jury is required to provide notes to students. In addition, students have right, at their request and within a reasonable time, maintenance and communication of their copies, as necessary, individual. The Management Board shall adopt, on proposal of the Council of studies and academic life, communication and maintenance procedures that are implemented by training teams and may give rise to an accompaniment.
A certificate of achievement and graduation is provided to students three weeks later after the proclamation results. The issuance of the final diploma, signed by the concerned authorities, intervenes in a period of less than six months after this proclamation.
Bachelor's degree is accompanied by descriptive schedule referred to in section D. 123 d - 13 of the education code.
Chapter V: Evaluating training and empowerment of institutions Article 19 in more on this article...
Within institutions, assessment devices are set up for each formation or a group of courses, including through the constitution of boards of development of representatives of teachers, students and socio-professional world.
An evaluation of training and lessons is also organised through regular surveys of students.
These devices promote dialogue between training teams, students and potential employers. They illuminate each training objectives, contribute to make evolve the content and teaching methods in order to facilitate the appropriation of knowledge, knowledge and skills and make it possible to improve the quality.
This assessment is organized in compliance with the provisions of the staff regulations of officials concerned.
The results of the assessments are being debated in the Council of the relevant component and the Council of studies and academic life.

Under the contractual policy, training institutions offer subject to a clearance under the conditions laid down by articles l.242 - 1 and L. 613 - 1 of the education code and article 4 of Decree No. 2002-481 of 8 April 2002 referred to above.

The application for authorization to issue the licence presents all of the educational characteristics of the proposed training offer, and in particular paths that are. For each of the formations within the areas referred to in article L. 719 - 1 of the education code, it specifies in particular the objectives training and professional insertion, the Organization of courses in appropriations and the articulation of education between them, their content, their educational terms, units volumes of training corresponding to the teachings and teaching staff, planned gateways and the procedures for validating paths. It includes the registration card of the diploma to the national Repertory of professional certifications. Regarding renewals of clearance, this application also results, educational achievements and success and professional integration rates.
The request for habilitation defines also the composition and the Organization of training teams and their areas of responsibility, which include, inter alia, the definition of objectives routes and methods teaching implemented, coordination of the teachings and the harmonization of pedagogical progressions, innovative approaches proposed, in particular, of differentiated or individualized educational practices, presentation of assessment trainings and lessons forms of multidisciplinary work, the nature of the work requested students.
The Minister responsible for higher education takes decisions enabling after the opinion of the national Council of higher education and research.

Universities are empowered to issue the licence, alone or in conjunction with other public institutions of higher education.
Under the conditions laid down in article L. 613 - 7 of the code of education, the preparation of this diploma may be provided by other institutions of higher education, under the conditions laid down by agreements with institutions empowered to deliver them and under the responsibility of the latter.

The Minister responsible for higher education decisions of empowerment by ensuring the coherence of the training card and the readability of the provision of training on the whole of the national territory. In the event of renewal, these decisions are based on assessments of the Agency of evaluation of research and higher education referred to in article 20 and also take into account the assessments described in article 19 above.
The list of national, presented authorizations on the basis of the major sectors of training mentioned in article L. 719 - 1 of the code of education, namely disciplines: legal, economic and management, letters and social sciences and Humanities, science and technology and the disciplines of health and depending on their denomination, is made public every year.

The Committee for monitoring licence and licensed professional combines the national Council of higher education and research, representatives of universities and training sectors. It shall ensure the application of this order and the above-mentioned Decree relating to the Professional license and makes proposals to the attention of the Minister responsible for higher education.
It examines the implementation of repositories under the conditions laid down in article 3.
It is notably entrusted to lead a reflection on: ― the quality of the courses, the especially in light of their objectives in pursuit of education and employability of graduates;
― the articulation between the licences and the professional licenses as well as between these courses and the other sectors covered by the cycle leading to the rank of licence;
― the development of curricula, educational innovation and success of students;
― the designations of diplomas and legibility for students, families and the socio-economic world.
The Committee may hear institutions and training teams. It can carry out missions within institutions.
Its work is made public and present each year to the national Council of higher education and research.

The provisions of this order come into force at the beginning of the academic year 2012.
However: 1 ° the duration of education referred to in article 6 is implemented gradually from the beginning of the academic year 2012 and no later than the beginning of academic year 2014, according to a schedule established by the Minister of higher education and research after consultation of the institutions of higher education;
2 ° article 16 comes into force on the day following the date of publication of this order.
