    The licence is a national graduate of higher education giving the licensee the degree of licence.
    It confers the same rights on all its licensees, regardless of the institution that issued it.
    Academic studies leading to the licence are governed by the provisions of this Order.

    The licence certifies the acquisition of a foundation of knowledge and skills in a disciplinary or multidisciplinary field. The license initiates the student to the knowledge production process, to the main issues of research and scientific methods of this field.
    The licence prepares both for professional integration and the continuation of studies of its licensee.
    It sanctions a level validated by obtaining 180 ECTS credits (European Credits Transfer System).

    Competency references are defined for a discipline or a set of disciplines at the initiative of the Minister for Higher Education, who associates the conferences referred to in Article L. 233-1 of the Code of Education, the associations referred to in Article L. 811-3 of the Code of Education, the scientific communities and professionals of the sectors concerned, and requests the advice of the committee referred to in section 24.
    The implementation of the repositories is, at least once every five years, the subject of a review by the committee referred to in section 24 of this Order. This review contributes to the evolution of these references.
    The licence is based on national objectives established by the repositories. They decline the disciplinary, linguistic, cross-cutting and pre-professional skills to be acquired by licensees.

    Under the conditions defined in Article L. 612-3 of the Education Code, students, to be enrolled in university courses leading to the degree of licence, must justify:
    ―a bachelor's degree;
    - the degree of access to university education;
    - either a French or foreign degree admitted in the dispensation or equivalence of the baccalaureate, in accordance with national regulations;
    either, for access to different levels, one of the validations provided for in sections L. 613-3, L. 613-4 and L. 613-5 of the Education Code.

    Each student has a welcome and orientation device designed to facilitate his/her integration into the university, help him/her in his/her choices and allow him/her to become autonomous in his/her learning by acquiring a working method.
    Specific accompaniment devices are organized from the beginning of the year according to the host audiences.

    The training provides the student with a diversified knowledge and skills package:
    – Disciplinary skills, primarily in the main disciplines or disciplines, but also in related disciplines and, where applicable, in open disciplines, to promote the acquisition of a general culture;
    – language skills, including the ability to read, write and express themselves in at least one living foreign language;
    - cross-sectional or generic skills, such as the ability to analyse and synthesize, to express written and oral, to individual and collective work, to conduct projects, to identify and use documentary resources, and to handle digital tools;
    ― pre-professional skills, based on knowledge of the fields of trades associated with training, the development of the student's personal and professional project, and the ability of the student to reinvest his or her acquired in a professional context.
    For these purposes, training, entrusted to a training team coordinated by a manager, combines theoretical, methodological, practical and applied lessons. The training represents a volume of at least 1,500 hours of teaching on the entire course of the licence. A balance between the different teaching methods, including master classes, must be ensured.
    Training teams are formed to ensure that all the skills to be acquired are taken into account and that the teachings, especially in the open disciplines, are adapted to the specificities of the students.
    Pursuant to Article L. 123-3 of the Education Code, the university is implementing actions that contribute to the professional integration of students. To this end, training includes elements of pre-professionalization and professionalization. Representatives of the socio-professional world are associated with the design of the training and participate in the teachings under the conditions laid down in Article L. 611-2 of the Education Code.
    Training uses digital technologies applied to teaching. It is provided on site or remotely or by a combination of these two modes.
    In line with the objectives of each training, on-site lessons can include courses, guided work, practical work, individual or collective projects, internships. In particular, the training can be based on the implementation of multidisciplinary projects proposed by the training teams and offer students the opportunity to combine several types of skills or put into perspective, on the same subject matter, the contributions of several disciplines.

    The training offer is structured in semesters and capitalizable teaching units.
    It is organized in the form of standard courses of initial and continuing formation forming coherent ensembles with regard to the objectives of the degree. These courses consist of compulsory, optional and free educational units. They are designed to allow students to progressively develop their personal and professional project by promoting their integration, orientation and specialization as the curriculum progresses. They also facilitate mobility, especially abroad. Each course provides for the possibility of a compulsory or optional course integrated into the curriculum and subject to an evaluation that contributes to the grant of the degree.
    The courses can be organized by articulating major and minor disciplinary fields.
    Diplomas are registered in the national directory of professional certifications under the conditions set out in Article L. 335-6 of the Education Code.

    In order to promote the success of each student, a personalized follow-up of each student is provided by a reference teacher. Accompaniment actions and, where appropriate, support are also put in place, especially in the form of a tutoring.
    For students in difficulty, specific devices are provided.
    Specific sessions dedicated to the reception of support students, employee students and foreign students can be organized, especially during the summer periods.

    In order to ensure the fluidity of the courses, both general and professional, the possibility of reorientation at different stages of the curriculum and the reception of students from other fields, the universities set up:
    · bridges allowing students to pass in good conditions from one sector to another, whether internal or external to the institution;
    – integration and accompaniment devices taking into account the past paths of newcomers and promoting their adaptation.
    Agreements are concluded between the establishments of origin and reception to facilitate these mobility.
    The Academy Rector, Chancellor of Universities, chairs an academic commission of post-baccalauréat training each year. Each year, he submits to the Minister for Higher Education an assessment of the devices developed as well as proposals for improvement. Management in charge of higher education to the department shall make a consolidated assessment to the committee referred to in section 24 below.

    The Board of Directors, on the proposal of the Board of Studies and University Life, sets out special educational modalities taking into account the special needs of students engaged in active life or assuming special responsibilities in academic life, student or associative life, family students, students engaged in several courses, students with disabilities and high-level athletes.

    Skills and the acquisition of knowledge and skills are appreciated either by continuous and regular monitoring, or by a terminal examination, or by these two combined control modes. Continuous control procedures provide for regular communication of notes and results to the student and, if desired, consultation of copies.
    The mode of continuous and regular control is the subject of a priority application on the entire curriculum leading to the licence.
    The terms and conditions of the control allow the acquisition of all the knowledge and skills that constitute the degree.

    In accordance with the deadlines set out in Article L. 613-1 of the Education Code, institutions publish the indication of the number of tests, their nature, their duration, their coefficient, and the possible distribution between the continuous control and the terminal control and the respective place of the written and oral examinations.
    The terms and conditions of knowledge and skills control allow for cross-cutting or interdisciplinary consideration of the student's achievements and allow a globalized control organization on several teaching units. They are arrested by the Board of Directors on the proposal of the Board of Studies and University Life and on the basis of an assessment of the application of the scheme of the previous year. In addition, they must intervene at relevant times, so as to enable the student to be useful in his or her orientation and progress with respect to the achievement of his or her vocational training and insertion objectives.
    The training teams put in perspective and consistency these various modalities and inform the students of them in order to explain the requirements expected in terms of the training objectives.

    Within a course of training, the teaching units are permanently acquired and capitalizable as long as the student has obtained the average. The acquisition of the teaching unit entails the acquisition of the corresponding credits. The number of credits allocated to each teaching unit is set on the basis of 30 credits for all teaching units in a semester.
    Similarly, the constituent elements of the teaching units are capitalizable, the value of which is also fixed.
    When a student changes the institution to continue his or her education in the same course, the credits issued at the original institution are definitively acquired and he only validates the number of credits that he or she lacks to graduate. A dematerialized process of monitoring credits acquired by each student is established.

    The courses allow the validation of studies conducted abroad. When the project was accepted by the pedagogical officials and the student obtained the validation of his or her period of study by the foreign institution, he or she receives credits corresponding to this period of study on the basis of 30 credits for all the teaching units of a semester.

    The training courses organize the acquisition of the teaching units and the degree of licence according to the principles of capitalization and compensation applied in the framework of the European credit system.
    Within the framework of the European credit system, the compensation is organized as follows: each teaching unit is assigned a coefficient and a value in credits; the scale of the credit values is identical to that of the coefficients.
    The degree is obtained either by acquisition of each constitutive teaching unit of the corresponding course, or by application of the compensation terms as described in Article 16. A degree obtained by one or the other course gives all of the credits provided for the degree.
    For the purposes of this article, teaching units are assigned coefficients that can be differentiated in a ratio ranging from 1 to 5.

    In addition:
    1. On the one hand, the compensation is organized on the semester, without an eliminatory note and on the basis of the general average of the grades obtained for the various teaching units, weighted by the coefficients; on the other hand, it is organized between two semesters immediately consecutive under Article L. 613-1 of the Education Code.
    2. On the proposal of the Board of Studies and University Life adopted by the Board of Directors, a special compensation scheme may be implemented that allows the student to benefit at various times of his or her journey and, in particular, when making the choice to redirect, to carry out mobility in another French or foreign higher education institution or to interrupt his or her studies. The purpose of this device is to allow a student who wishes it on the basis of his/her personal project to obtain at various moments of his/her journey a comprehensive assessment of his/her results and thus obtain the corresponding validation in credits. The scheme is placed under the responsibility of the diploma jury and the rules of compensation take into account the necessary progressivity of the studies.

    Two knowledge-control sessions and skills are organized: an initial session and a catch-up session after a first publication of the results. This catch-up session is organized at least fifteen days after the publication of the results.
    Subject to special educational provisions decreed by the board of directors of the institution on the proposal of the Board of Studies and University Life, the interval between these two sessions is at least two months and a support pedagogical device is put in place.

    Under the conditions set out in Article L. 613-1 of the Education Code, the president of the university appoints the president and members of the jury.
    Their composition includes at least half teachers, teachers or researchers participating in the training among whom the president of the jury is appointed, as well as qualified personalities who have contributed to the teaching, or chosen, because of their skills, on the proposal of the teaching staff.
    The composition of the jury is public.
    The president of the jury is responsible for the coherence and smooth running of the whole process, for the validation of the teaching unit to the issuance of the diploma. He is responsible for the preparation of the minutes.
    The jury sovereignly deliberates from all the results obtained by the candidates and the grant of the diploma is pronounced after jury deliberation. The deliberation report is prepared under the responsibility of the president of the jury and signed by him.
    After the results are announced, the jury is required to communicate the notes to the students. In addition, students are entitled, upon request and within a reasonable period of time, to the communication of their copies and to an interview as necessary, individual. The Board of Directors shall, on the proposal of the Board of Studies and University Life, determine the terms and conditions of communication and maintenance that are implemented by the training teams and may give rise to support.
    A certificate of achievement and graduation is provided to students no later than three weeks after the results are announced. The issuance of the final diploma, signed by the authorities concerned, takes place within six months of the proclamation.
    The degree of licence is accompanied by the descriptive schedule referred to in section D. 123-13 of the Education Code.

  • Chapter V: Evaluation of training and institutional empowerment Article 19 Learn more about this article...


    In the establishments, evaluation mechanisms are in place for each training or for a group of trainings, including through the development councils bringing together representatives of teachers, students and the socio-professional world.
    An evaluation of training and teaching is also organized through regular surveys of students.
    These mechanisms promote dialogue between training teams, students and potential employers. They inform the objectives of each training, help to change its contents and teaching methods in order to facilitate the appropriation of knowledge, knowledge and skills and improve its quality.
    This evaluation is conducted in accordance with the provisions of the Staff Regulations.
    The results of the evaluations are discussed in the Council of the relevant component and the Council of Studies and University Life.

    As part of the contractual policy, the provision of training for institutions is subject to authorization under the conditions set out in sections L. 242-1 and L. 613-1 of the Code of Education andArticle 4 of Decree No. 2002-481 of 8 April 2002.

    The application to grant the licence presents all the educational features of the proposed training offer, including the courses that constitute it. For each of the training courses in the major sectors referred to in Article L. 719-1 of the Education Code, it specifies in particular the objectives of training and vocational integration, the organization of courses in credits and the articulation of the teaching units between them, their contents, their teaching methods, the training volumes corresponding to the teachings and the teaching supervision, the planned gateways and the modalities of validation of the courses. It includes the certificate registration form in the national directory of professional certifications. With respect to the renewals of empowerment, the application also presents the results achieved, the educational achievements and the success and professional inclusion rates observed.
    The request for empowerment also defines the composition and organization of the training teams and their areas of responsibility that include, in particular, the definition of the objectives of the courses and the teaching methods implemented, the coordination of the teachings and the harmonization of the educational advancements, the proposed innovative approaches with regard, in particular, to differentiated or individualized educational practices, the presentation of the multi-disciplinary work evaluation system, the forms of the work required
    The Minister for Higher Education shall make the enabling decisions after the advice of the National Council for Higher Education and Research.

    Universities are authorized to issue the licence, alone or jointly with other public higher education institutions.
    Under the conditions set out in section L. 613-7 of the Education Code, the preparation of this degree may be provided by other higher education institutions, under the conditions established by agreements with institutions authorized to issue them and under the responsibility of the institutions.

    The Minister responsible for higher education makes the decisions on empowerment by ensuring the coherence of the training map and the legibility of the training offer throughout the national territory. In the event of renewal, these decisions are based on the evaluations of the Research and Higher Education Agency referred to in section 20 and also take into account the evaluations described in section 19 above.
    The list of national credentials, presented in accordance with the major training sectors referred to in Article L. 719-1 of the Code of Education, namely legal, economic and management disciplines, letters and human and social sciences, science and technology and health disciplines and according to their names, is made public every year.

    The licensing and professional licensing monitoring committee associates the National Council for Higher Education and Research, representatives of universities and training sectors. It ensures the application of this Order and the above-mentioned Order relating to the Professional Licence and issues proposals to the attention of the Minister responsible for higher education.
    It reviews the implementation of the repositories under the conditions provided for in Article 3.
    In particular, it is responsible for conducting a reflection on:
    ― the quality of the trainings, especially with regard to their objectives in the pursuit of studies and professional integration of graduates;
    ― the link between licenses and professional licenses as well as between these trainings and other courses under the cycle leading to the degree of licence;
    – the evolution of the curriculum, the educational innovations and the success of the students;
    ― the names of diplomas and their legibility for students, families and the socio-economic world.
    The committee may hear the institutions and training teams. It can carry out missions within institutions.
    His work is made public and presented annually to the National Council for Higher Education and Research.

    Are repealed:
    - the decision of 11 April 1985, as amended by the order of 5 July 1994, bearing the national designation of a public administration licence;
    – the decision of June 7, 1994 on multidisciplinary licences;
    ― the April 23, 2002 Academic Order leading to the degree of licence.

    The provisions of this Order come into force at the academic year 2012.
    However:
    1° The hourly amount of education referred to in section 6 is gradually established starting from the academic year 2012 and not later than the academic year 2014, based on a schedule established by the Minister of Higher Education and Research after consultation with higher education institutions;
    2° Article 16 comes into force after the date of publication of this Order.

    The Director General for Higher Education and Professional Integration is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic and the Official Bulletin of Higher Education and Research.
