Decision of July 21, 2011 organizing the South-West Civil Aviation Safety Directorate

Director of Civil Aviation Security,
Vu le Decree No. 2008-1299 of 11 December 2008 creating the Civil Aviation Security Directorate;
In view of the decision of 19 December 2008 on the organization of the Civil Aviation Safety Directorate, including its title IV;
Considering the instruction of Civil Aviation Safety Director No. 10045 DSAC D of 12 March 2010 on the pilot inspectors of the Civil Aviation Safety Directorate;
Based on the advice of the Joint Technical Committee placed with the South-West Civil Aviation Safety Director dated April 28, 2011,
Decides:

  • PART I: GENERAL ORGANIZATION Article 1


    The South-West Civil Aviation Security Directorate (DSAC-SO) with headquarters in Merignac and whose territorial jurisdiction is set out in Article 4 of the Order of 19 December 2008 includes the seat and three delegations.
    The Poitou-Charentes delegation is competent in the territorial jurisdiction of the Poitou-Charentes region.
    The Biarritz delegation is competent in the western territorial jurisdiction of the Pyrenees-Atlantic and Landes departments delimited by the meridian 0°54'W.
    The Pau delegation is competent in the territorial jurisdiction of the eastern Pyrenees-Atlantic and Landes departments delimited by the meridian 0°54'W.

    Article 2


    Effective October 1, 2011, the South-West Civil Aviation Safety Directorate (DSAC-SO) referred to in Article 1 includes the seat and two delegations.
    The Poitou-Charentes delegation is competent in the territorial jurisdiction of the departments of Charente, Charente-Maritime, Deux-Sèvres and Vienna.
    The delegation Aquitaine Sud is competent in the territorial jurisdiction of the Landes and the Pyrenees-Atlantiques.

  • PART II: ORGANIZATION OF THE SIGE OF DSAC-SO AND DEPARTMENTS Article 3


    The headquarters of the South-West Civil Aviation Safety Directorate consists of:
    - the "resource management" department (DSAC-SO/GR);
    – the monitoring and regulation department (DSAC-SO/SR).
    The Director shall:
    the firm (DSAC-SO/CAB)
    – responsible for quality, objective performance management and the state security program (DSAC-SO/QPS).

    Article 4


    The "resource management" department of DSAC-SO (DSAC-SO/GR) consists of:
    The Human Resources Subdivision (HR/RH) is responsible for:
    - the individual and collective administrative management of personnel;
    - the implementation of regional organizations for dialogue and social dialogue;
    - the development and execution of the DSAC-SO training plan;
    – the organization of the examinations of professional navigators.
    The Financial Subdivision (GR/FIN) which is responsible for:
    - the preparation and execution of budgets in expenses and revenues;
    - interface with the accounting agency and central services;
    ― the development of the required DFO dashboards;
    - the monitoring of budgetary, analytical and heritage accounting;
    - the monitoring of financial and physical heritage;
    ensuring the drafting of public contracts and contracts;
    - to participate in the billing of surveillance fees;
    – management of the governance of advances and revenues.
    The logistics and IT division (GR/LOG/INF) includes:
    The IT Subdivision (INF) is responsible for:
    ― ensuring the support of SNA-SO;
    - to participate in the definition and execution of programs and budgets;
    - the administration of networks;
    ― assistance to users;
    - to perform local developments;
    – to ensure a mission related to the GESBOND national application by convention with the CEDRe.
    The logistics entity (LOG) which is responsible for:
    ― ensuring the support of SNA-SO;
    – to manage the DSAC-SO headquarters maintenance staff;
    ensuring the maintenance of buildings, including the execution of contracts;
    – to manage the garage and operation of the DSAC-SO and SNA-SO fleet;
    – to implement the physical inventory.
    The medical service, which is responsible for:
    ― ensuring preventive medicine for DGAC officers on the Bordeaux platform and coordinating the action of doctors on other sites;
    ― ensuring the monitoring and monitoring of agents within the framework of standard medicine and coordinating the action of physicians at other sites;
    ―to participate in the DSAC-SO CHSCT as an expert.
    It also includes:
    – the social service assistant (GR/ASS);
    - the regional social correspond (GR/CSR);
    – the safety advisor and working conditions (GR/SCT).

    The monitoring and regulation department of the DSAC-SO (DSAC-SO/SR) consists of:
    A team of inspector pilots who participate in operator monitoring activities, including for safety improvement activities, and in monitoring the training of pilots of the technical bodies of air navigation.
    The Airports and Air Navigation Division (SR/ANA) includes:
    The "airports" Subdivision (ANA/AER) is responsible for:
    - to ensure or participate in the certification of aerodrome operators and the monitoring of aerodromes and aeronautical facilities and to monitor them;
    - the registration of aerodrome runways and follow-up;
    - the monitoring of obstruction records;
    - monitoring of the DSAC-SO aerodrome markup;
    ― Participate in updating specialized airfield emergency plans;
    - the monitoring of the application of safety regulations relating to rescue and fire-fighting missions (SSLIA) and the control of animal hazard, and the operation of the ECCAIRS database in the field of airfield operators and stop-over assistants.
    The Air Navigation Subdivision (ANA/NA) which is responsible for:
    - monitoring of air navigation service providers;
    - the certification and monitoring of flight information service providers, the organization and monitoring of the consultation with users on the use of air space;
    - approval of air traffic procedures and the commissioning of radio equipment;
    - the environmental monitoring of airports;
    - the maintenance and operation of the database for reporting incidents in the field of air navigation.
    The Air Operations Division includes:
    The Air Transport Subdivision (OPA/TA) is responsible for:
    - the issuance of operating licences for airlines and associated authorizations;
    - to ensure or participate in the instruction of records and the issuance of air carrier certificates and associated authorizations, and the monitoring of the activity of air carriers;
    - technical controls for the operation of French and foreign aircraft;
    - operational studies on DSAC-SO aerodromes;
    - the maintenance and operation of the ECCAIRS database in the field of under surveillance operators.
    The Air Work Subdivision (OPA/TRA) which is responsible for:
    - the guardianship and audits of air-working companies;
    - the instruction of requests for specific air activities and overflight exemptions;
    - the accreditation of aircraft maintenance organizations and the participation in audits related to the OAS;
    - the investigation of the infringement records of aircrew personnel and the operation of the Disciplinary Board of non-professional aircrew personnel;
    - the investigation of the records of air events.
    The Light Aviation Subdivision (OPA/AG) is responsible for:
    – operations on aeronautical titles, qualifications and associated authorizations of aircrew personnel;
    - to ensure or participate in the instruction and issuance of approvals of aircrew training bodies and ULM instructors;
    - the guardianship and audits of aeronautical associations;
    ― the organization and management of the theoretical and practical examinations of aircrew personnel;
    - the instruction of the issuance and renewal records for ULM identification cards and aircraft station licences.
    A maintenance workshop for aircraft made available by ENAC.
    The Security Division (SUR) which is responsible for:
    - ensuring or participating in the enforcement of safety measures regulations;
    - to organize or participate in and monitor local or national security audits;
    - to participate or to ensure the instruction, monitoring and issuance of approvals for safety organizations, individuals or equipment;
    - to organize local consultation and security commissions;
    - to monitor the investments and projects of airfield operators in the field;
    ―to make certain DSAC-SO airfield access titles;
    ensuring training and awareness of staff;
    - the instruction and follow-up of prefectural police orders.
    The "regulation and sustainable development" division (SR/RDD) includes:
    The Sustainable Development Subdivision (RDD/DD) is responsible for:
    - the instruction and monitoring of the creation and opening of aerodromes;
    – the mastery of work and the piloting of the development of aeronautical servitudes and the clearance of aerodromes;
    - participation in the development and monitoring of environmental charters and noise prevention plans in the environment;
    ― the mastery of noise exposure plans, sound discomfort plans and noise maps;
    ―to be the aerodrome operators' correspondent for riverside complaints;
    – the implementation of the SAC-SO Sustainable Development Policy.
    The "Economic Regulation" (RDD/RE) entity which is responsible for:
    - the establishment and monitoring of trade aerodrome statistics;
    - the monitoring of public service bonds;
    - the issue of the approvals of stop assistants;
    - to participate in the economic control of airfield operators and air transport companies;
    ―to participate in the drafting of conventions for the application of articles L. 6321-3 of the Transport Code and D. 232-3 of the Civil Aviation Code, and protocols between the State and the creators of aerodromes.

    Article 6


    Under the authority of the Director:
    The firm is responsible for assisting the Director in the organization and coordination of the activities of the management bodies and services. It ensures the treatment of reserved questions and chancery. He is responsible for the management of communication actions and the animation of the network of management permanence. He is the defence correspondent for the South-West area. He chairs the Disciplinary Board of Airworthiness Officers.
    The Head of Quality, Management of Performance by Objectives and the State Security Programme is responsible for the quality approach, coordination of the management of performance by objectives and coordination of actions related to the State Security Programme.

  • PART III: ORGANIZATION OF THE Article 7


    The delegations of Poitou-Charentes, Biarritz and Pau are responsible by the headquarters of the South-West Civil Aviation Security Directorate for the management of resources and technical affairs for the monitoring and regulatory missions entrusted to them.
    These delegations act according to the methods and procedures defined by the DSAC-SO headquarters.
    Delegates represent the Director of DSAC-SO in their territorial jurisdiction. They may also represent the Director for the performance of missions within the competence of the SAC-SO headquarters.
    Delegations are assigned their respective missions by decision of the South-West Civil Aviation Safety Director. They are organized by a decision of the same authority.

    Article 8


    As of October 1, 2011, the delegations Poitou-Charentes and Aquitaine Sud are responsible by the headquarters of the South-West Civil Aviation Directorate for the management of resources and technical affairs for the monitoring missions entrusted to them.
    These delegations act according to the methods and procedures defined by the DSAC-SO headquarters.
    Delegates represent the Director of DSAC-SO in their territorial jurisdiction. They may also represent the Director for the performance of missions within the competence of the SAC-SO headquarters.
    Delegations are assigned their respective missions by decision of the South-West Civil Aviation Safety Director. They are organized by a decision of the same authority.

    Article 9


    The decision of 12 January 2009 on the organization of the South-West Civil Aviation Safety Directorate is repealed.

    Article 10


    This decision will be published in the Official Journal of the French Republic.
