By order of the President of the Republic dated July 13, 2011, Taken on the report of the Prime Minister and the Minister for the Interior, Overseas, Territorial Communities and Immigration and subject to its execution by the Grand Chancellor of the National Order of the Legion of Honour, having regard to the statement of the Council of the Order that this promotion is made in accordance with the laws, decrees and regulations in force, and In particular Article R. 27 of the Code of the Legion of Honor and of the Military Medal, the Council of Ministers heard, is appointed on an exceptional basis, to take rank from the date of receipt in its grade:
