Decree No. 2011-559 of 20 May 2011 setting out the modalities for organizing competitions for the recruitment of territorial facilitators

The Prime Minister,
On the report of the Minister of the Interior, Overseas, Territorial Authorities and Immigration,
Vu la Act No. 84-53 of 26 January 1984 amended with statutory provisions relating to the territorial public service;
Vu le Decree No. 85-1229 of 20 November 1985 amended on the general conditions of recruitment of officers of the territorial public service;
Vu le Decree No. 2010-329 of 22 March 2010 amended bringing statutory provisions common to various employment frameworks of officials in Category B of the Territorial Public Service;
Vu le Decree No. 2011-558 of 20 May 2011 having special status of the employment framework of territorial facilitators;
Having regard to the opinion of the Superior Council of the Territorial Public Service dated 29 September 2010;
In light of the opinion of the Standards Advisory Board dated 2 December 2010,

The territorial facilitators' access to the employment framework includes external competitions, internal competitions and third competitions.

      The external competitive examination for territorial facilitators includes an eligibility test and an admission test.
      The eligibility test consists of answering a set of questions, including between three and five, based on the elements of a file on social, socio-educational or cultural animation in the local authorities, allowing the candidate to assess the candidate's ability to analyze and present information in an organized manner (duration: three hours; coefficient 1).
      The admission test consists of an interview having as its starting point a presentation of the candidate on his training and his professional project allowing the jury to appreciate his ability to integrate into the professional environment in which he is called to work, his motivation and ability to carry out the assignments to the members of the employment framework (duration: twenty minutes, of which no more than five minutes; coefficient 1).

      The internal competitive examination for territorial facilitators includes an eligibility test and an admission test.
      The eligibility test consists in the drafting of a note based on the elements of a file on social, socio-educational or cultural animation in the local authorities, allowing to assess the candidate's ability to analyse a situation in relation to the missions assigned to the members of the employment framework (due: three hours); coefficient 1).
      The admission test consists of an interview having as its starting point a presentation by the candidate on the achievements of his or her professional experience and allowing the jury to appreciate his or her motivation and ability to carry out the assignments to the members of the employment framework (duration: twenty minutes, of which five minutes are at the latest); coefficient 1).

      The 2nd Class External Recruitment Award includes an eligibility test and an admission test.
      The Eligibility Test consists in the drafting of a report based on the elements of a file on social, socio-educational or cultural animation in territorial communities with operational proposals (duration: three hours); coefficient 1).
      The admission test consists of an interview having as its starting point a presentation of the candidate on his training and his professional project and allowing the jury to appreciate his knowledge of social, socio-educational or cultural animation, his motivation to carry out the assignments to the members of the employment framework and his ability to supervise him (d: twenty minutes, including five minutes at the latest); coefficient 1).

      Eligibility tests include:

      2° Responses to questions relating to social, socio-educational or cultural animation in local authorities to assess the candidate's professional knowledge (duration: three hours); coefficient 1).
      The admission test consists of an interview having as its starting point a presentation by the candidate on the achievements of his or her professional experience and allowing the jury to appreciate his or her knowledge, his or her motivation to carry out the assignments to the members of the employment framework and his or her ability to supervise them (duration: twenty minutes, of which five minutes are at the most); coefficient 1).

      The trial program under 2° of sections 6 and 7 shall be determined by order of the Minister for Territorial Communities.

    Each competition session is the subject of an opening order made by the president of the organizing management centre, which specifies the deadline for registration, the date and place of the examinations, the number of positions to be filled and the address to which applications must be filed.
    The opening order is published in the Official Journal of the French Republic at least two months before the deadline for filing applications.
    In addition, it is posted in the premises of the competition management centre, the regional or interdepartmental delegation of the National Centre for the Territorial Civil Service of the jurisdiction of that authority, the relevant management centres and, for the external competitions and the third competitions, in the premises of the institution mentioned at theArticle L. 5312-1 of the Labour Code.
    The president of the organizing management center ensures this advertising.

    The jury of each contest includes at least:
    (a) A Category A or B territorial official and a designated official under the conditions specified inarticle 14 of the decree of 20 November 1985 referred to above ;
    (b) Two qualified personalities;
    (c) Two local elected officials.
    Members of the jury are appointed by order of the president of the management centre who organizes the contest. They are chosen, with the exception of the members mentioned to theArticle 42 of the Act of 26 January 1984 referred to above, on a list established each year or updated as required by the organizing management center. The Panel collects proposals from non-affiliated communities on names that may be listed.
    The representative of the National Centre of the Territorial Public Service, member of the jury pursuant to theArticle 42 of the Act of 26 January 1984 referred to above, is designated under one of the above three colleges.
    The appointment order of the members of the jury shall designate, among the members of each jury, a president and the replacement of the jury in the event that it is impossible to carry out its mission.
    The jury may form groups of examiners, especially given the number of candidates, in order to correct the written examinations and oral interrogations, under the conditions established by theArticle 44 of the Act of 26 January 1984 referred to above.
    Correctors may be appointed by order of the authority which organizes the contest to participate in the correction of the trials, under the authority of the jury.

    A rating of 0 to 20 is assigned to each test. Each note is multiplied by the corresponding coefficient.
    Written tests are anonymous and are subject to a double correction.
    Any rating less than 5 out of 20 at one of the eligibility tests results in the elimination of the candidate.

    The jury determines the total number of points required to be eligible and, on this basis, determines the list of candidates admitted to the admission examinations.
    At the end of the trials, the jury, within the limits of the competition, stops the admission list.
    This list is separate for each competition.
    In case of equal sharing of votes, the President's voice is preponderant.
    The Chairman of the jury forwards the list mentioned above to the organizing authority of the contest with a record of all operations.

    In view of the admission list to the contest, the organizing authority of the contest establishes, in alphabetical order, the corresponding aptitude list.

    Decree No. 98-302 of 21 April 1998 establishing conditions of access and the modalities for organizing competitions for the recruitment of territorial facilitators is repealed.

    The provisions of this Order shall apply to the contests opened on the first day of the month following that of its publication, with the exception of articles 5, 6 and 7, which shall apply to the contests opened on the first day of the sixth month following that of its publication.

    The Minister of the Interior, Overseas, Territorial Authorities and Immigration and the Minister to the Minister of the Interior, Overseas, Territorial Authorities and Immigration, in charge of the territorial authorities, are responsible, each with respect to him, for the execution of this Order, which will be published in the Official Journal of the French Republic.
