Having regard to Decree No. 53-192, 14 March 1953 as amended relating to the ratification and publication of international commitments entered into by France, enacts as follows: Article 1 the cooperation agreement between the Government of the French Republic and the Government of the United Arab Emirates United in the field of transport (all an annex), signed at Abu Dhabi on January 15, 2008 will be published in the Official Journal of the French Republic.
Article 2 the Prime Minister and the Minister of State, Minister of foreign and European Affairs, are responsible, each in relation to the implementation of this Decree, which shall be published in the Official Journal of the French Republic.
Annex COOPERATION agreement between the Government of the French Republic and the Government of the United Arab Emirates in the field of transport (set a schedule) preamble whereas the ties of friendship between the UAE and french States and their respective peoples, whereas the age of franco-Emirati relations in the fields of transport, in particular in the areas of land and maritime transport , The Government of the Republic French and the Government of the United Emirates Arab (hereinafter "the parties") Recognizing the need to unite their efforts to promote greater cooperation between the France and the United Arab Emirates in the sectors of transport, convinced of the interest to establish a framework for contacts between Governments and French and Emirati companies Recognizing the need to develop an institutional, economic and technical cooperation in order to allow an exchange of information continued between officials and both administrative specialists, with the aim to promote and develop the economic and industrial relations between the two countries in the sector of transport and public works, agree, to the extent of human and financial resources available of their intention to implement a cooperation programme to promote partnerships between businesses and Governments of the two countries in the long term.
The terms and conditions that govern this program are as follows: Article 1 Theme of cooperation 1. The two parties undertake to cooperate in the field of transportation taking into consideration already cooperation actions between the two States.
2. the parties agree to develop, with a constant concern to include actions within a framework of sustainable development, institutional, economic and technical cooperation specifically targeted areas: ― the maritime transport;
― of road infrastructure;
― of road and rail security;
― transport services;
and for the axes following: ― the Organization institutional and regulatory authorities;
― the development of technical know-how;
― the Organization of the different modes of transport and their relationships;
― the Organization of the actors of the transport sector;
― the safety of the various modes of transport;
― financing procedures, management and maintenance of transport infrastructure.
3. the annex attached to this Agreement shall specify the precise themes of cooperation.
Article 2 terms of cooperation the two parties may, within the budgetary possibilities of each of them, take the following procedure: ― the exchange of technical, scientific and regulatory information, related to the functioning of the authorities concerned of the two sides and new projects that fall within the areas of jurisdiction of the parties;
― the sending of trainees in the cycles of training and learning and development sessions, so that they benefit experience recognized in administrative, technical and scientific;
― the association of companies that can provide expertise useful to this cooperation.
Item 3 follow-up to the programme of cooperation 1. Order to ensure the monitoring of this agreement, the two parties have agreed to designate each a coordinator who will be performing at an annual rate a balance of trade.
2. the parties will endeavour to assess the implementation of the agreement on the annual period and to consider proposals for new actions for the next annual period.
3. the cooperation established by the agreement is, for the French part, implemented by the Ministry of ecology, development and sustainable development, and for the part UAE, implemented by the Ministry of development of the public sector, national authority of transport.
Article 4 financing of actions of cooperation the parties agree to stop their cooperation programmes taking into account the availability of human and financial resources necessary to carry out them.
Article 5 confidentiality the parties agree that the information exchanged and techniques developed in common under this agreement are confidential and cannot be disclosed by a party to any third party without the consent of the other party.
Article 6 amendments this agreement may be amended with the written consent of both parties passed through the diplomatic channel. The amended agreement will enter into force in accordance with the provisions applicable in this case.
Article 7 entry into force, termination and duration of the agreement this Agreement shall enter into force upon its approval by the two parties, in accordance with the legal provisions in force in each country.
It is established for a period of four years and is extendable by tacit renewal on the anniversary date for a further period of two years.
It is agreed between the parties that in any case state the validity of this agreement will terminate on the sixth anniversary of its signature.
This agreement may be denounced by one of the parties, in its discretion, through the Embassy of France to the United Arab Emirates, by letter addressed to the other party. If the application of this agreement ceases upon receipt of the letter of denunciation by the Embassy of France to the United Arab Emirates.
The completion of this agreement will not affect cooperation activities that are ongoing and are not complete at the time of its completion.

3 improvement of the road network and traffic management (audit of the existing network, technical specifications, regulatory, pricing and taxes, road safety).
4. Railway (studies economic, design, technical specifications, corridors, regulation, management of passenger traffic and freight traffic).
5. environment (monitoring of the air quality, etc.).
6 GIS (geographic information systems): practical applications of geographic information in all modes of transport systems.
7 PPP ― the ways to finance and operate transport infrastructure.
8 seminars for all interested Emiratis.
