The professional examination of access to the body of the engineers of the public works of the state provided for in Article 5-3 of the above-mentioned Decree of 30 May 2005 includes an eligibility test and a mandatory oral admission test and an optional living language test.
Eligibility
Test #1: problem note (duration: four hours); coefficient 4):
The test consists in the drafting of a problem note based on documents provided to the candidate and covering a case or situation that may be met by the services in the context of the missions carried out by the Ministry of Ecology, Sustainable Development, Transport and Housing or its public institutions, this test involving, on the one hand, technical, administrative, legal and economic knowledge in connection with their general practice and, on the other, The candidate may, if necessary, be required to make proposals for solutions.
This test aims to assess the candidate's editorial qualities, his ability to reason and to understand legal and/or technical texts, his ability to propose solutions and to argue them.
For this test, candidates may be offered one or more files to choose from.
Admission
Test 2: interview with the jury (duration: forty minutes); coefficient 6):
After a ten-minute presentation by the candidate on his career and on the file he has presented, the interview with the jury will focus on the specific and general professional knowledge related to the experience of the individual in the various occupied positions, his ability to analyze his internal and external professional environment, as well as his ability to solve the technical or managerial problems most frequently encountered by an engineer in the public works of the State.
This interview aims to assess the professional value of candidates in their original body and their ability to perform the functions of engineer of public works of the State. It must be used to assess the openness and adaptability of candidates, their responsiveness, their ability to negotiate, to be a proposal force and to lead a team.
Prior to the admission test, each eligible candidate shall be a record of recognition of the acquired and professional experience (RAEP) with the entries listed in the appendix to this order and shall hand it over to the organizing service at a date fixed in the opening of the professional examination. The file is transmitted to the members of the jury by the organizing service. The file itself is not noted.
Test #3: optional language test for choice: English, German, Italian, Spanish, the choice is made at the time of registration (preparation 20 minutes, maintenance 20 minutes, coefficient 1).
The event consists of a presentation, based on a text in a foreign language drawn by lot, followed by a discussion relating to the chosen theme or any other topical topic. Only the points above 10 of 20 will be taken into account.
The grades assigned to the various tests are between 0 and 20. Each note is multiplied by the coefficient for the corresponding test. Any rating below 6 of 20 before applying the coefficient is eliminated.
An Order of the Minister of Ecology, Sustainable Development, Transport and Housing sets out the number of positions offered for professional examination, the dates of withdrawal and filing of registration and recognition records for acquired and professional experience (RAEP).
The date of the written examination is set by order of the Minister for Sustainable Development.
The jury, composed of at least seven members, is designated for each session by order of the Minister for Ecology, Sustainable Development, Transport and Housing. It may be attended by proofreaders and examiners for oral examinations, which are advisoryly.
It is chaired by a general engineer of bridges, waters and forests.
It includes officials or public officials of the State whose functions are the responsibility of the Ministry of Ecology, Sustainable Development, Transport and Housing.
The jury draws the list, in alphabetical order, of candidates declared eligible for the oral test, and then the list of classifications by order of merit of the candidates admitted taking into account the points acquired to all the tests.
Can only be allowed to present themselves to the oral test for candidates who have obtained, for all written examinations, a total of points that cannot be less than 40.
Only candidates who have obtained a total of points for all the tests can be listed on the classification list that cannot be less than 100.
When several candidates gather the same number of points at the end of the admission examinations, the priority is given to the one or the one of them who obtained the highest number of points in Test 2.
A supplementary admission list may be prepared by the jury.
The list of examination centres for written examinations, the date, place and time of the oral examination is set by the Minister for Ecology, Sustainable Development, Transport and Housing.
Applicants admitted to the professional examination must undergo training.
For a period of three to six months, the training must enable the trainees to reinforce and complement their professional experience with theoretical and applied contributions in the technical, legal, administrative and managerial fields that form the basic culture of the State's public works engineer. It can include a common teaching for all trainees and optional teachings.
The teachings are organized and delivered by the National School of Public Works of the State and may include distance contributions, placements or in the services of the ministry. The director of the school certifies the validation of the academic elements of the training.
Any candidate received for the professional examination is held in the body of the engineers of the public works of the State at the 1st level of engineering of the public works of the State if he has satisfied the monitoring of the training in its entirety and its validation by the director of the National School of Public Works of the State. Any trainee who has not validated the training is kept in his original body.
Applicants must, unless physically unable to attend the open training session immediately after their admission to the professional examination.
In the event of an impossibility referred to above, the candidate is authorized, as a derogatory, to follow the training session organized for the next professional examination.
In the event of partial absence, it is up to the director of the National School of Public Works of the State to define the modalities for validation of the training.
The order of August 19, 2005 setting out the terms of the professional examination and the internship opening access to the body of the engineers of the state public works is repealed.
The Director of Human Resources of the Ministry of Ecology, Sustainable Development, Transport and Housing is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
