In view of the amended decision of 18 December 2006 on the equivalence or dispensation of certain diplomas required for the recruitment of teachers and hospital staff from hospital and university centres and dental care, education and research centres,
Stop:
The positions of professor at universities and practitioners in the pharmaceutical disciplines referred to in the list annexed to this Order (annex I) are declared vacant or may be vacant and may be filled under the conditions indicated below.
Professors at universities-patients in pharmaceutical disciplines who meet the condition of seniority provided for in theArticle 60 of Decree No. 84-135 of 24 February 1984, may apply for their transfer to the jobs listed in Appendix I, under the conditions defined below.
Applicants for the transfer must, within ten days of the date of publication of this order in the Official Journal (the stamp of the position being shown), address the Director of the pharmacy training and research unit and the Director General of the University Hospital Centre:
– a transfer request, downloadable on the website: http://www.enseignementsup-recherche.gouv.fr, under the heading "Quick access: tele-procedures", then "People of higher education and research", "Candidatures professor of universities-practice hospital of pharmaceutical disciplines";
– a detailed curriculum vitae not exceeding three pages;
a list of their titles and works;
The candidates shall, within the same period, send a copy of the letter of application and the curriculum vitae:
―on the one hand, the Ministry of Higher Education and Research, Human Resources Branch, Health Personnel Office (DGRH A2-4), 72 Regnault Street, 75243 Paris Cedex 13;
―on the other hand, at the Ministry of Labour, Employment and Health, General Directorate of Care Supply, Sub-direction of Human Resources of the Health System, Office of Hospital Human Resources (RH4), 14, avenue Duquesne, 75350 Paris 07 SP.
Upon the expiry of the period specified in Article 3 of this Order, the following procedure shall be applied:
For each job to be filled:
― the Director General of the University Hospital Centre shall immediately submit the application(s) received to the Medical Establishment Commission, which shall meet in limited training to hospital-university personnel performing functions at least equivalent to those to which the applicant applies;
―the director of the pharmacy training and research unit immediately seizes the board of the unit which meets in restricted training to teachers of at least equal to that of professor.
These two instances have a time limit of twenty-one days to make their opinions known by conducting, in the event of multiple applications, a classification of candidates who have received a favourable opinion.
The notices are attached to the applications and sent, by the Director of the pharmacy training and research unit, to the Ministry of Higher Education and Research and, by the Director General of the University Hospital, to the Ministry of Labour, Employment and Health.
Individuals of French nationality and nationals of the European Union or other States parties to the Agreement on the European Economic Area or the Swiss Confederation may apply to the competitive examinations of professors from universities-patient practitioners of pharmaceutical disciplines, in the following conditions defined by type of competition.
These conditions are appraised at the deadline for submission of applications under Article 7 below.
Type 1 competition organized in application of the
Article 61-2 of Decree No. 84-135 of 24 February 1984 (see annex II)
Candidates:
– lecturers of universities-patients in pharmaceutical disciplines justifying at least three years of functions in the position of activity, detachment or delegation in this body.
They must be holders of the authorization to lead research, the State Ph.D. in Pharmaceutical Sciences or the State Ph.D. in Science.
Diplomas and foreign titles allowing access to similar teacher-research functions in the higher education institutions of the country in which they are issued may be admitted in equivalence or exempt from the diplomas mentioned in the preceding paragraph. Equivalences or dispensations are granted by the competent section of the National Council of Universities for Pharmaceutical disciplines in jury training, pursuant to the above-mentioned decision of 18 December 2006;
― candidates must, in addition, to meet the obligation of mobility, have exercised for at least one year of care, teaching or research activities, in France or abroad, outside the hospital and academic centre in which they are assigned;
― associate professors of French nationality or national of the European Union or other States parties to the Agreement on the European Economic Area or the Swiss Confederation which have performed in this capacity at least three years of actual service either full-time or part-time (Article 71 of the Decree of 24 February 1984).
Type 2 competition organized in application of
Article 62 (a) of Decree No. 84.135 of 24 February 1984 (see annex II)
Candidates:
― incumbent researchers and former researchers of scientific public bodies, researchers and former researchers of the Institut Pasteur and cancer control centres, as well as blood transfusion centres or institutions of the headquarters of hospital and university centres and researchers not related to the research teachers Decree No. 84-135 of 24 February 1984, justifying two years of effective functions in either of these qualities;
- candidates who have exercised, for at least two years, in a foreign institution of higher education or research, functions of teaching or research at least equivalent to those entrusted to lecturers;
―the candidates for these contests must be holders of the authorization to conduct research or state doctorate;
― foreign diplomas and titles allowing access to the same level of teacher-researcher in the higher education institutions of the country in which they are issued may be admitted in equivalence or exempt from the diplomas mentioned in the preceding paragraph. Equivalences or dispensations are granted by the competent section of the National Council of Universities for Pharmaceutical disciplines in jury training, pursuant to the above-mentioned decision of 18 December 2006.
Type 3 competition organized in application of the
Article 62 (b) of Decree No. 84.135 of 24 February 1984 (see annex II)
Candidates:
― hospital practitioners governed by articles R. 6152-1 to R. 6152-99 of the Public Health Code, classified at least at the 6th level of their bodies on 1 January of the year of the competition, having carried out a university education activity under the conditions prescribed by their particular status.
The application file shall be sent in a simple recommended consignment (without notice of receipt), within ten days of the date of publication of this Order in the Official Journal (the stamp of the position being authentic), to the Ministry of Higher Education and Research, Human Resources Branch, Health Personnel Office (DGRH A2-4), 72 Regnault Street, 75243 Paris Cedex 13.
The application must include the following documents:
(a) A nomination statement, downloadable on the website: http://www.enseignementsup-recherche.gouv.fr, under the heading "Quick access: tele-procedures", then "People of higher education and research", "Candidatures professor of universities-practice hospital of pharmaceutical disciplines" ;
(b) A photocopy of the valid national identity card or, if not, a certificate of nationality;
(c) A photocopy of diplomas (for foreign diplomas and titles, attach an application written on paper to obtain the equivalences or dispensations referred to in Article 6);
(d) An administrative certificate showing the duration of the functions required to present, copy of the appointment orders;
(e) For candidates for type 2 competitions organized under theArticle 62 (a) of Decree No. 84-135 of 24 February 1984 in respect of the teaching or research functions that they have performed in a foreign institution of higher education or research, a certificate from the head of the institution considered expressly certifying that the teaching or research functions performed by the person concerned are of a level equivalent to those entrusted to the lecturers. Applications that do not include this certificate cannot be declared admissible;
(f) A detailed curriculum vitae not exceeding three pages;
(g) Two size envelopes 162 × 229 mm, denominated at the candidate's address and were available at the current rate for more than 20 grams;
(h) To meet the mobility requirement for Type 1 competitions organized under theArticle 61-2 of Decree No. 84-135 of 24 February 1984 referred to abovea certificate from the director of the institution in which mobility is carried out specifying the nature and duration of the activities carried out;
(i) For hospital and university disciplines requiring pharmacist quality, applicants must necessarily produce a photocopy of their pharmacy degree or a photocopy, if their degree has been issued outside the European Union, of the Minister's Order for Health, which authorizes to carry out pharmaceuticals or medical biology on a permanent basis (excludes the exercise authorizations granted on a temporary basis pursuant to theArticle L. 4131-4 of the Public Health Code) and a certificate of registration perennial to the pharmacists' order table. These documents are not required in the disciplines corresponding to the specialties mentioned in theArticle 49-1 of Decree No. 84-135 of 24 February 1984 referred to aboveopen to non-pharmacist candidates.
Any document in a foreign language must be translated into French.
Only records with all required parts will be reviewed.
For application Articles 61-2 and 62 of Decree No. 84-135 of 24 February 1984 referred to abovethe start date of the tests is 1 June 2011.
Candidates, in a discipline whose employment at least has been filled by transfer, are notified, by individual letter, of the decrease in the number of jobs offered, or of the removal of the contest if all the jobs offered have been filled by transfer. In the latter case, the application is automatically cancelled.
Candidates who wish to withdraw their nominations may do so by the date fixed for the start of the examination, only by registered letter to the office.
The list of candidates authorized to compete is jointly decided by the Minister of Labour, Employment and Health and by the Minister of Higher Education and Research.
Authorized candidates are required to submit directly, at a date and to the addresses indicated to them:
1° To all members of the competent jury:
(a) A presentation of their titles and works;
(b) Where applicable, a copy of the application for equivalence or exemption for foreign diplomas and securities;
2° To the president of the competent jury and to the rapporteurs, in addition to the above-mentioned document:
(a) A copy of the certificates, diplomas and certificates filed during the registration;
(b) At their choice, all or part of their books and from their publications.
The Director General of Human Resources and the Director General of the Care Offer are responsible, each with respect to it, for the execution of this Order, which will be published and its annexes to the Official Journal of the French Republic.
