Notice on the opening of a professional examination for access to the rank of principal administrative attaché at the Ministry of Economy, Finance and Industry and the Ministry of Budget, Public Accounts, Public Service and State Reform

A professional review for access to the rank of Senior Administrative Officer in Economic and Financial Departments will be organized by the Human Resources Directorate of the General Secretariat for the year 2011.


1. Conditions of admission to compete


This professional examination is open to the administrative officers of the economic and financial departments who have completed, by 31 December 2011, at least three years of actual service in a civil body or employment framework of category A or the same level and have at least one year of seniority in the 5th step of the rank of attacker (Article 23 of Decree No. 2005-1215 of 26 September 2005 modified).


2. Number of posts


The number of positions offered for this professional examination is 43.


3. Date and place of testing


The written event will take place on Thursday 30 June 2011 in the Paris region.
The interviews will take place in Paris from 12 September 2011.


4. Organization of examination, nature and program of tests


An order dated 16 March 2010 sets out the rules for the organization and conduct of this professional examination.


5. Registration


The date of the termination of pre-registration on the internet or the departmental intranet, of application (the cachet of the position in question) or of the withdrawal of registration records to the competition sector of the general secretariat of the economic and financial ministries is fixed on Tuesday, 17 May 2011, up to 6 p.m. (metropole time), time limit.
The date of the end of the confirmation of the registration on the internet or the departmental intranet, of the sending (the stamp of the position being authentic) or of the filing of the registration records in the competitions sector of the general secretariat of the economic and financial ministries is fixed on Tuesday, May 31, 2011 until 6 p.m. (metropole time), time limit.
Applicants may register:
either by teleprocedure:

The procedure takes place in two phases, a pre-registration phase that assigns a registration number and a confidential code communicated to the candidate by post and a confirmation phase of the pre-registration using this number.
Beyond the pre-registration deadline, applicants can access the teleprocedure to modify or consult the data from their file until the closing deadline. Any modification must be the subject of a new confirmation; the last demonstration of the candidate's will is considered only valid.
Confirmation of pre-registration to a contest is mandatory. In the absence of confirmation on time, pre-registration to the contest will be deemed null and, in fact, deleted from the selection.

Requests for registration must be made on forms issued to this effect by the Human Resources Directorate of the General Secretariat of Economic and Financial Ministries.
Any file posted or filed out of time may not be considered.
This provision also applies to records for the competition sector in an envelope bearing a post cachet after Tuesday, May 31, 2011 or after that date in an envelope with no post stamps.
No internal shipment by Teledoc will be accepted.


6. Function profile


It is transmitted to the candidate:
― in dematerialized version on his professional box as soon as he has made a pre-registration by teleprocedure;
- in attachment attached to the paper registration file. In this case, the candidate retains the option to request the delivery of the function card in a dematerialized version on his or her professional box.
The file is to be typed in a manner and then to be printed and directed by the supervisor. It is specified that this visa should not be accompanied by any comment or assessment on the candidate.
The deadline for sending (the cachet of the position in question) or for filing the worksheet referred to by the supervisor in the competition sector of the General Secretariat of Economic and Financial Ministries is Tuesday, May 31, 2011 until 6 p.m. (Metropole time), time limit.
Any worksheets posted or filed out of date may not be considered.
This provision also applies to job descriptions for the competition sector in an envelope bearing a post cachet after Tuesday, May 31, 2011 or after that date in an envelope that does not include any postmarks.
No internal shipment by Teledoc will be accepted.
