In view of the amended decision of 12 November 2008 on the organization of the management service and sub-directions of the Human Resources Directorate of the Land Army,

The decision of 12 November 2008 on the organization of the human resources management of the aforementioned army is amended as follows:
I.-The 3rd of Article 4 is deleted.
II.-Section 5 is replaced by the following provisions:
"The sub-direction of studies and policy is responsible:
1° To participate in the definition of the general human resources policy of the Ministry of Defence;
2° To propose the policy of managing the military personnel of the army of land, in particular in terms of staffing, flow and payroll;
3° To propose the policies of formation and condition of military personnel of the army of land;
4° To participate in the animation and coordination of the management and administration of the civilian personnel employed by the land army;
5° To ensure the anticipated management of the military personnel, jobs and skills and to participate in the civilian personnel employed by the land army;
6° Develop a master plan for the training of civilian personnel as part of the training policy defined by the human resources management of the Ministry of Defence;
7° To lead and coordinate social dialogue with representative trade union federations with regard to civilian personnel employed by the land army;
8° To study the computerization of the processes of the human resources chain of the army of land;
9° To participate in the development of military statutes, individual financial rights texts and the resulting regulations;
10° Ensure the implementation of regulations that have human resources implications;
11° To ensure the unity of regulations relating to military personnel;
12° To provide the command with the necessary elements for the monitoring of the balance and the management of the credits made available to the operational unit under the human resources management of the land army;
13° To implement, at all levels, control actions related to pay transactions and under its responsibility.
The sub-direction of studies and politics is led by a general officer of the earth army. This Deputy Director has a deputy, senior officer of the Army, who replaces him in the event of absence or incapacitation. »
The decision of 12 November 2008 on the organization of the management service and sub-directions of the human resources management of the aforementioned land force is amended as follows:
I. - The 9th of Article 1 is deleted.
II. - In article 2, it is added a paragraph as follows:
« 7. The office "civil personnel". »
The Director of Human Resources of the Land Army is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
