Environmental law
Vol. 2. ― Areas and Regulations
Documents gathered and commented by Yves Petit
La Documentation française
There is an impressive development of international environmental law, which the European Union and its member states, but also all the states of the planet are making every effort to implement and respect. While, at the outset, the international environmental conventions concerned only a specific sector, very quickly, a much more cross-cutting perspective and an integrated approach have highlighted the relationships between different sectors of the planet's environment and the frequently invisible interactions between these sectors and the need to preserve the integrity of the global environment. An overview of key environmental issues (air and atmosphere); water; protection of nature and its elements; substances and hazardous activities) allows to take the measure of the challenges to be addressed.

The air and the atmosphere
Protection of the ozone layer
Combating climate change
Limitation of air pollution

Protection and preservation of the marine environment

"Aerospace Strategy" Collection
The purpose of this collection is to present the renewal of French strategic thinking by publishing texts of a historical or prospective nature, French or foreign, relating to the strategic dimension of the air and space act. The aim is to make available to the francophone public the theoretical work of the major strategists of the air and space army. It also aims to publish symposia or texts relating to the use of air and space power in past or current conflicts.
Policy, defence, power: 30 years of air operations
Proceedings of the symposium held on 17 January 2008 in the National Assembly
Aerospace Strategic Studies Centre
Under the direction of Jérôme de Lespinois
The texts gathered here analyse different aspects of the use of the air weapon in the outer operations in Africa (Lamantin, 1977) in the Arab-Persian Gulf, (Gulf War, 1991), in the former Yugoslavia or in Afghanistan (2001). In particular, they focus on studying the decision-making process related to external air operations, specificities in the handling of the air weapon in operation or the effects of the use of the "3rd dimension" in crisis management. A selective bibliography accompanies this study, as well as a glossary of acronyms and an index (loans, materials and patterns).

Latin American Institute of High Studies:
Collection : "Chrysalides"
By creating the "Chrysalides" collection, IHEAL's editions wanted to publish the research among the most interesting students of the Master 2 Research (Contemporary Society/Europe-Americas) from the Institute of High Studies of Latin America.
The "Chrysalides" collection, which focuses on the originality of the subject and its treatment as well as the analytical capacity of the young researcher, is designed to make known the first researches of the students, which are still poorly known or unpublished.
Institut des hautes études de l'Amérique latine (IHEAL)
To affirm Lacandon, to become a heritage
Mayan guides from Bonampak (Chiapas, Mexico)
Institut des hautes études de l'Amérique latine (IHEAL)
Julie Liard
The Lacandons, a native group of southern Mexico, are considered the last survivors of Mayan culture. Their silhouette – white tunic, long jais hair – we are already familiar. But, if this figure alone seems to summarise a "Superlative indianity", how can we understand that genres of writings as different as the America's anthropology and the travel guide can share this type of archetype? What is the relationship between these texts and the speeches that the Lacandons have on themselves? Julie Liard's work is precisely trying to answer it, analyzing the multiple investigations and missions carried out with them and drawing from a vast bibliographic corpus. This study is also a field survey with a very special and unpublished aspect: the management of the Bonampak site, globally appreciated for its frescoes, which – ten years ago – was transferred to the Lacandons by the Mexican state. The theme of the "patrimonialisation" of traditional cultures by tourism is now central in Latin America, and the author also emphasizes the role of social sciences in the establishment of a tourism that appears here as a means for the Lacandons to reformulate or reaffirm their identity.

Ecoquartiers and sustainable urban planning
Taoufik Souami
Several French municipalities have embarked on the construction of eco-neighborhoods integrating environmental quality objectives. This dossier presents examples of eco-neighborhoods in France, but also in Germany, Sweden and the Netherlands, pioneering countries in this field. How are these projects mounted and led? How are they assessed? How do they fit the broader goal of sustainable development? What is the role of the State in this matter (Grenelle de l'Environnement...)? These are the questions addressed in this issue, through the various positions of professionals (researchers, engineers, architects, planners...) or specific disciplinary fields (geography, sociology, design...) ; also through foreign examples, analysed by researchers or experts, then those of French projects, presented by their promoters or by outside observers. The last part is particularly focused on the processes and processes implemented for the construction of eco-neighborhoods.
The author: Taoufik Souami is a lecturer at the Institut français d'urbanisme. He is the author of: "Ecoquartiers, secrets of manufacture. Critical analysis of European examples".
