External and internal competitions for access to the employment of Secretary of Foreign Affairs (General Framework)Article 19 of the Decree of 6 March 1969 are open by an order of the Minister of Foreign Affairs that sets the number of places to be filled in each contest, the date of the tests and the registration procedure.

Written proof of eligibility for external and internal competitions for access to employment as Foreign Secretary (General) are as follows:
1° Composition on the general political, economic, social and cultural evolution of the contemporary world (duration: four hours); coefficient 4).
2° (a) External competition:
Composition on international issues (duration: four hours); coefficient 4).
The programme is attached to the present order.
(b) Internal competition:
Drafting a note from a file on international issues (duration: four hours); coefficient 4).
The programme is attached to the present order.
3° Test including a series of six to ten short answer questions on international economic and development issues and public law (duration: four hours); coefficient 4);
The programme is attached to the present order.
Each question is accompanied by one or more documents related to the question asked. A single text can be used as a support for several questions. The documentary file for all questions cannot exceed ten pages in total.
4° English test:
(a) Writing a note in English from documents in English.
(b) Drafting a note in French from documents in English.
(Total duration of the test: three hours; coefficient 2; any rating less than 10 of 20 is eliminated. )
5° proof of second foreign language:
At the time of registration, the candidate chooses a second foreign language in the following languages: German, Spanish, Italian or Portuguese.
(a) Drafting, in the chosen language, a note from documents in that language.
(b) Writing in French a note from documents in the chosen language.
Total duration of the test: three hours; coefficient 2; any rating less than 10 of 20 is eliminated. )

Oral examinations for the admission of external and internal competitions for the employment of Foreign Secretary (General) are as follows:
1° (a) External competition: interview with the jury, from a random text, to assess the candidate's abilities, personality and motivations (duration forty-five minutes, after twenty minutes of preparation, coefficient 6).
(b) Internal competition: interview with the jury to assess the candidate's abilities, personality and motivations and to recognize the achievements of his professional experience. In order to conduct this interview, which has as its starting point a presentation of the candidate on his professional experience, the jury has the file set up by the candidate for recognition of the achievements of the professional experience (duration: forty-five minutes, of which ten minutes at the most exposed, coefficient 6).
For this test, the candidate shall prepare a record of recognition of the achievements of his professional experience annexed to this order, which he shall give to the organizing service at a date fixed in the opening of the contest.
The file is forwarded to the jury by the contest manager.
2° Interrogation, from a topic drawn by lot on the European Union (preparation: twenty minutes; duration: twenty minutes; coefficient 4).
The programme is attached to the present order.
3° English proof consisting of an oral questioning from the reading, translation and commentary of a text written in English (preparation: 30 minutes; duration: 30 minutes; coefficient 3; any rating less than 10 out of 20 is eliminated.
4° Test in the language chosen for the fifth eligibility test, consisting of an oral questioning from the reading, translation and commentary of a text written in that language (preparation: thirty minutes; duration: thirty minutes; coefficient 3; any rating less than 10 out of 20 is eliminated.

When registering, candidates for external and internal competitions may apply for an optional test covering a third foreign language selected from the following languages, and not chosen for the written eligibility test: German, Arabic literal, Chinese (mandarin), Spanish, Hebrew, Hindi, Italian, Japanese, Persian, Portuguese, Russian, Swahili or Turkish.
The optional language test consists of an oral questioning from the reading, translation and commentary of a text written in this language (preparation: twenty minutes; duration: twenty minutes; coefficient 1).

Only candidates who have obtained, after applying the coefficients, a total of points to the written eligibility tests that cannot be less than 160 may be admitted to the oral admission examinations. The jury shall determine in alphabetical order the list of candidates admitted to participate in oral examinations.

At the end of the oral examinations and optional examinations, the jury determines by order of merit the list of candidates admitted. Where applicable, a supplementary admission list is established.
If several candidates obtained the same number of points, the best ranking is granted to the one who obtained the highest rating at the first admission test; in the event of a new equality, to the person who obtained the highest rating at the first eligibility test.

The composition of the jury of the competitions for access to employment as Foreign Secretary (General) is determined by order of the Minister of Foreign Affairs.
This jury includes:
1° The Director General of the Administration of the Ministry of Foreign Affairs or his representative, President with a preponderant vote;
2° Officials of the Ministry of Foreign Affairs of the Plenipotentiary Ministers, Foreign Affairs Advisers or Foreign Secretarys;
3° Teachers or designated personalities because of their speciality and skills.

No dictionary is allowed during the external and internal competitions for access to employment as Foreign Secretary (General).

This Order is applicable from the date of publication of the Order authorizing the opening of the external and internal competitions for access to the employment of Foreign Secretary (General) for the year 2013. The decision of February 12, 2007 on the organization of external and internal competitions for access to employment as Foreign Secretary (General) is repealed from that date and no later than September 30, 2012.

The Director General of the Administration and Modernization of the Ministry of Foreign and European Affairs and the Director General of the Administration of the Ministry of Budget, Public Accounts, Public Service and State Reform are responsible, each with regard to it, for the execution of this Order, which will be published in the Official Journal of the French Republic.
