External and internal competitions for access to the job of Secretary of Foreign Affairs (general framework) provided for in article 19 of the Decree of 6 March 1969 referred to above are open by a decree of the Minister of Foreign Affairs which sets out the number of places to be filled in each competition, the date of the tests and how to register.

The written tests of admissibility of external and internal competitions for access to the job of Secretary of Foreign Affairs (general framework) are the following: (1) publication covering general political, economic, social and cultural of the contemporary world evolution (duration: four hours; 4 coefficient).
(2) (a) external competition: Composition covering international issues (duration: four hours; 4 coefficient).
The program is set in the annex to this order.
(b) internal competition: writing a note from a dossier on international issues (duration: four hours; 4 coefficient).

(3) test comprising a series of six to ten short answer questions bearing on economic issues and international development as well as on public law (duration: four hours; 4 coefficient);

Each question is accompanied by one or more documents in relation to the question asked. The same text can serve as support to several questions. The documentary record for all of the questions may not exceed ten pages in total.
(4) English test: was) writing in English of a note from documents in English.
(b) drafting in french a notes from documents in English.
(Total duration of test: three hours; coefficient 2; any score of less than 10 out of 20 is eliminatory.)
(5) evidence of second foreign language: when registering, the candidate selects a second foreign language among the following languages: German, Spanish, Italian or Portuguese.

Oral tests for admission of external and internal competitions for access to the job of Secretary of Foreign Affairs (general framework) are the following: 1 °) competition: interview with the jury, from a text randomly, to appreciate the skills, personality and motivation of the candidate (duration 45 minutes, after twenty minutes to prepare, coefficient 6).
(b) internal competition: interview with the jury to appreciate the skills, personality and motivation of the candidate and to recognize the achievements of his professional experience. For this interview which has as its starting point a statement of the candidate on his professional experience, the jury has the record prepared by the candidate for the recognition of professional experience (duration: 45 minutes, including ten minutes at the most to presentation, coefficient 6).
For this test, the candidate establishes a record of recognition of professional experience annexed to this order, he gave to the host service on a date fixed in the order of the competition.
The file is forwarded to the Board by the service manager of the contest.
(2) mark, from a topic drawn wearing on the European Union (preparation: 20 minutes; duration: 20 minutes; factor 4).

(3) English test consisting of an oral interrogation from reading, translation and the commentary of a text written in English (preparation: 30 minutes; duration: 30 minutes; coefficient 3; any score of less than 10 out of 20 is eliminatory).
(4) test in the language chosen for the fifth test of eligibility, consisting of an oral interrogation from reading, translation and the commentary of a text written in this language (preparation: 30 minutes; duration: 30 minutes; coefficient 3; any score of less than 10 out of 20 is eliminatory).

When they register, applicants to external and internal competitions may ask to take an optional test on a third foreign language, selected among the following languages, and not chosen for the written test of eligibility: German, standard Arabic, Chinese (mandarin), Spanish, Hebrew, hindi, Italian, Japanese, Persian, Portuguese, Russian, swahili or Turkish.
The optional language test consists of an oral examination from reading, translation and the commentary of a text in this language (preparation: 20 minutes; duration: 20 minutes; coefficient 1).
Only count the points above 10 out of 20 for admission,.

Only can be admitted to the oral tests for admission candidates having obtained, after application of the coefficients, a total of points in the written tests of eligibility which may not be less than 160. The jury lists in alphabetical order the candidates admitted to the oral exams for admission.

At the end of the oral tests for admission and the optional tests, the jury lists in order of merit of candidates. If necessary, a supplementary admission list is established.
If several candidates received the same number of points, the best ranking is given to the one who got the highest score in the first round of admission; in the case of new equality, one that got note highest in the first round of qualifying.

The composition of the jury of the competition for the job of Secretary of Foreign Affairs (general framework) access is fixed by order of the Minister of Foreign Affairs.
The jury includes: (1) the administration of the Ministry of Foreign Affairs Director-general or his representative, president with casting vote;
(2) of the Ministry of Foreign Affairs officials belonging to the body of Plenipotentiary Ministers, or Secretaries of Foreign Affairs Foreign Affairs advisors;
(3) teachers or personalities appointed due to their specialty and their skills.

This order shall apply from the date of publication of the decree authorizing the opening of external and internal competitions for access to the job of Secretary of Foreign Affairs (framework) with the title of the year 2013.L' arrested at February 12, 2007 on the Organization of the competition external and internal access to the job of Secretary of Foreign Affairs (general framework) is repealed as of this date and no later than September 30, 2012.
