The competitive examination I of Article 6 of the Decree of 19 March 2010 referred to above consists of two written eligibility tests and an oral admission test.
The written tests are as follows:
1° A practical case test with a situation based on a documentary file submitted to the candidate that could include graphics and encrypted data. The file must address a public policy issue and include several issues (duration 3 hours: coefficient 2);
For this event, the documentary file cannot exceed twenty-five pages.
2° A candidate's choice, this choice being specified when registering for the contest, on one of the following options (duration 3 hours; coefficient 2)
– a series of 6 to 8 short answer questions or a series of short exercises on human resources management in organizations;
- a series of 6 to 8 short answer questions or a series of short exercises on accounting and finance;
- a series of 6 to 8 short answer questions on essential elements of public law and European issues;
– a series of 6 to 8 short answer questions on essential elements of the economy and European issues.
The oral admission test consists of an interview with the jury, from a short text relating to a subject of society in relation to the role of the administrations or dealing with a public policy with one or two questions to which the candidate must answer, aiming to assess the candidate's personal qualities, his potential, his or her behaviour in the face of a concrete situation (duration: twenty-five minutes, of which no more than ten minutes, preceded by a preparation of twenty-five minutes; coefficient 3).
For the maintenance test, the qualifying candidate addresses an individual fact sheet to the contest manager service on a date fixed by the service and before the intake test begins. The jury has this information sheet for the conduct of the interview following the presentation. The individual information sheet is available on the website of the department or institution responsible for organizing the contest.

Only the interview with the jury gives rise to notation. The record of recognition of the achievements of the professional experience is not noted.
For the oral admission test, the candidate must make a record of recognition of his or her professional experience with the entries listed in the appendix to this order that he or she will give to the organizing service at a date fixed in the opening of the contest.
The record of recognition of the achievements of the professional experience as well as the filling guide are available on the website of the department or institution responsible for organizing the contest. The file is forwarded to the jury by the competition manager after the establishment of the eligibility list.
The competitive examination II of Article 6 of the decree of 11 November 2009 referred to above has an oral admission test.
The admission test consists of an interview with the jury to assess the candidate's personality and abilities as well as his motivation, and to recognize the achievements of his professional experience. To conduct this interview, which has as its starting point a presentation by the candidate on his or her professional experience, for a period of not more than ten minutes, the jury shall have the file constituted by the candidate for the recognition of the achievements of the professional experience (duration: twenty-five minutes; of which ten minutes shall not exceed the presentation; coefficient 1).
Only the interview with the jury gives rise to notation. The record of recognition of the achievements of the professional experience is not noted.
For the oral admission test, the candidate must make a record of recognition of his or her professional experience with the entries listed in the appendix to this order that he or she will give to the organizing service at a date fixed in the opening of the contest.

For external and internal competitions, following the eligibility tests, the jury sets out the list of candidates authorized to take part in the oral exam, after the equalization of the grades awarded to candidates for the various eligibility tests.
For the same competitions, following the oral admission test, after the equalization of the grades attributed to the oral test candidates, the jury determines by order of merit the list of candidates definitively admitted as well as a supplementary list.
For the third competition, following the oral admission test, after the equalization of the grades attributed to the oral test candidates, the jury determines in order of merit the list of candidates definitively admitted as well as a supplementary list.
No person may be declared eligible or admitted if he or she has not participated in all of the mandatory tests or if he or she has obtained, at one of the eligibility or admission tests, a grade of 5 out of 20.
If several candidates have obtained the same number of points, they are departed as follows when the admission list is established:
1° For the external contest:
- priority is given to the one who has obtained the highest grade in the first mandatory written test;
– in the event of equality of points at the first written test, the priority is given to the candidate who obtained the best note at the oral interview with the jury.
2° For the internal competition:
― priority is given to those who have obtained the highest grade in the oral maintenance and recognition test of the gains of professional experience.
