I. ∙ OVERVIEW

Judgments, judgments and communications from financial courts 2009
Court of accounts
Regional Chamber of Accounts
Fiscal and financial discipline
Financial jurisdictions (Court of Accounts, Court of Fiscal and Financial Discipline and the 32 regional and territorial chambers) are a specialized order of administrative courts, responsible for the regular use and proper management of public funds.
The activity of these jurisdictions, with a broad scope of jurisdiction and investigative powers, is reflected in judgments and judgments and various administrative communications.
This compendium publishes the most significant of judgements and judgements as well as extracts in principle from unpublished administrative communications. It also includes extracts from certain judgments of other jurisdictions, where they have an impact on the jurisprudence and procedural rules of financial courts.
In this regard, this compendium contains, inter alia, the main decisions of the European Court of Human Rights, the Council of State and the financial courts themselves, which took place in 2009, which reflect a profound evolution of the general principles of judicial review of public accounts.

Europe in competitions
Political institutions
Michel Dumoulin
La Documentation française
The knowledge tests on the European Union are generalised in the administrative competitions. Since the entry into force of the Lisbon Treaty, at the end of 2009, recalled in its main principles, here many changes are at work; institutional aspects, evolutions and current policies are brought to the attention of all, with clarity and precision. Graphics, framed and headings: "Evening and debates", "Retaining the essentials" make this work perfectly adapted to the preparation of competitions as to the information of any European citizen. An effective synthesis presented in an attractive format and model.

Léon Jouhaux
D'Aubervilliers at the Nobel Prize
Aubervilliers Town Hall
Association des amis de Léon Jouhaux
On 12 July 1909, the first French labour union, the General Confederation of Labour, set up a young activist of thirty years, Léon Jouhaux. He was to remain his leader from 1909 to 1947 before participating in the creation of the CGT-FO. Léon Jouhaux was one of the main inspirators of trade union action in France for more than forty years. He played an important role in several international institutions and was the first worker activist to receive the Nobel Peace Prize.
Born in 1879, Léon Jouhaux spent the first part of his life in Aubervilliers, a laborious city on the Parisian periphery. It was in this city that he formed, there he worked and led his first fights as a trade union activist in a large factory of matches that had since become the property of La Documentation française. On 12 July 2009, a hundred years later and in the very places of the Allumettes factory, a national symposium was held at the initiative of the city of Aubervilliers and of the association the Friends of Léon Jouhaux. With the support of the Economic, Social and Environmental Council, the International Bureau of Labour and La Documentation française, historians and trade unionists from all backgrounds found themselves there to discuss the path of this major figure of the first twentieth century. From the young anarchist to the national funeral, from one world war to another, from Aubervilliers to Oslo... The work of this colloquium, accompanied by a great retrospective exhibition, illuminated on a new day what Leon Jouhaux was, in what he wanted and what he lived. By embracing the picture of an era in which some issues resonate in a singularly contemporary way.

Economic policy and its instruments
2nd revised and augmented edition
La Documentation française
Under the direction of Olivier Montel-Dumont
The growing openness of national economies, combined with more marked economic fluctuations and the emergence of mass unemployment, has profoundly laid the foundations of economic policy, marked in France by a traditionally important intervention of the public power. And membership in the euro area, faced in a general context of the deterioration of public finances in its first serious crisis, could only amplify these developments. The various forms of public intervention in the economy, the multiple instances and instruments put at its service are the subject of this work.
Each of the 19 records presented is in itself an excellent synthesis, clear, well structured and easy to memorize, up to date of the latest developments; in total: a basic knowledge base for any student or contestant. An ideal pedagogical tool for the teacher.

Housing is the first household consumer position. Through its regular controls, the DGCCRF (General Directorate for Competition, Consumption and Suppression of Frauds) is very present in this sector. Activity of trustees and real estate agencies, transactions and credit offers, individual construction contracts and technical diagnostics, home start... The DGCCRF ensures the application of regulations and consumer information, a particularly sensitive issue in this area, which, most often, represents a long-term commitment for households.
