Judgment of 2 December 2010 setting out the nature and program of the competitive examinations for trainees of the National Institute of Statistics and Economic Studies

The nature and program of the external and internal competitions for the recruitment of statistician trainees of the National Institute of Statistics and Economic Studies covered by theArticle 7 of Decree No. 2007-710 of 3 May 2007 shall be determined in accordance with the following provisions.

The external and internal competitions indicated in the previous article include written proof of eligibility and oral admission examinations. The mathematical specialty of the external competition also includes an optional written proof of eligibility.

The external competition is open by speciality:
- a mathematical specialty;
- a special economics and social sciences;
- a special economy and management.
The conditions for organizing this competition are set by joint order of the Minister responsible for the economy and the Minister responsible for the public service.

The external competition, with mathematical specialty, includes the following tests:



I. ― Written proof of eligibility


Test number 1 (duration: four hours); coefficient 8): first mathematical test.
Test 2 (duration: four hours); coefficient 8): second mathematical test.
Test number 3 (duration: four hours); coefficient 6): French test, covering one of the subjects of the curriculum of the preparatory classes for the major scientific schools for the academic year of the competition.
Test number 4 (duration: three hours); coefficient 2): computer or industrial science test, to the candidate's choice during registration.
Test number 5 (duration: two hours; coefficient 2): compulsory living language test (German, English, Arabic, Spanish, Italian, Portuguese or Russian).


II. ― Oral Intake Tests


Test number 1 (duration: 30 minutes); coefficient 8): interrogation of mathematics.
Test 2 (preparation: 30 minutes; duration: 30 minutes; coefficient 3): living language interrogation consisting of a short translation followed by an interview with the examiner. The obligatory living language is the same in writing and oral.
Test number 3 (preparation: two hours fifteen; presentation: forty minutes; coefficient 5): TIPE test (framed personal initiative work). The candidate must indicate his subject TIPE as soon as the contest is registered. It must focus on the theme defined by the National Education Bulletin for the MP sector and for the academic year of the contest.


III. ― Optional written proof of eligibility


Written foreign language test (duration: one hour); coefficient 1): test in the form of multiple-choice questionnaire. The optional living language must meet two criteria: one of the two languages chosen, with the mandatory language, must be English; Mandatory language and optional language must be distinct.

The written and oral examinations of the mathematical speciality contest relate to the curriculum of the preparatory classes for admission examinations to major scientific schools and engineering schools, option MP (programme defined by the decrees of 3 July 1995, 20 June 1996 and 11 March and 26 February 1998 relating to the test and the themes of TIPE).

I. ― The external competition, with special economics and social sciences, includes:

A. - Written proof of eligibility


Test number 1 (duration: six hours); coefficient 15): composition of social sciences. This test consists of a dissertation with documents.

Test 2 (duration: four hours); coefficient 25): composition of mathematics.

Test number 3 (duration: three hours); coefficient 10): foreign living language test. This test, at the choice of the candidate, bears one of the following living languages: German, English, Spanish, Italian, Japanese or Russian. It consists of a version exercise on a text of general, economic and/or sociological interest, possibly completed by an expression exercise in the chosen foreign language, in response to one or two questions on the text.

Test number 4 (duration: five hours); coefficient 15): option test (the candidate must choose an option to register):

- test of sociology;

- economic test.

Written exams are borrowed from the test bank used for entrance examinations to the higher normal schools in the social sciences.


B. - Oral admission tests


The duration of the tests No. 1, No. 4 and No. 5 is fixed by the rules of the entrance examination to the higher normal schools in the social sciences.

Test No. 1 (coefficient 12): maintenance from an economic and social document given to the candidate thirty minutes before the test.

Test 2 (duration: 30 minutes); coefficient 15): mathematics (performs to be treated in the table).

Test number 3 (duration: 30 minutes); coefficient 15): mathematics (performs to be treated in the table).

Test number 4 (coefficient 6): foreign language. The oral test covers the same language as the one chosen for the written test. It includes the presentation and commentary of a text in a foreign language of general, economic and/or sociological interest.

Test No. 5 (coefficient 12): economic analysis interrogation.

II. - The external competition, with special economics and management, includes:


A. - Written proof of eligibility


Test number 1 (duration: four hours); coefficient 4): general economic analysis composition.

Test 2 (duration: four hours); coefficient 6): composition of mathematics and statistics.

Test number 3 (duration: four hours, coefficient 2): composition of monetary analysis and/or economic policy.

Written examinations are taken from the Cachan Superior Normal School Economic and Management competition.


B. - Oral admission tests


The duration of the tests No. 1, No. 2 and No. 3 is fixed by the regulation of the entrance examinations to the upper normal school of Cachan.

Test No. 1 (coefficient 2): maintenance from an economic or social document given to the candidate thirty minutes before the test.

Test No. 2 (coefficient 1): foreign living language covering one of the following living languages: German, English, Spanish, Italian and Russian and having the presentation and commentary of a text in a foreign language of general economic and/or social interest. This test can be partially conducted in language laboratories.

Test number 3 (coefficient 2): economic analysis question.

Test number 4 (duration: 30 minutes); coefficient 3): mathematics.

The written and oral examinations of the special economics and social sciences competition relate to the programme of entrance examinations to the higher normal schools in the social sciences.
The written examinations of the special economics and management competition relate to the entrance examination program at the Cachan Superior School, speciality economics and management, economic and management option. The oral examinations relate to the program of the entrance examinations to the Cachan Normal School, speciality in economics and management, economic option and management, except the oral examination of mathematics that covers a program specific to the National School of Statistics and Information Analysis which is annexed to this Order.

The internal competition includes:


I. ― Written proof of eligibility


Test number 1 (duration: three hours); coefficient 3): composition on a subject using general knowledge.
Test 2 (duration: three hours); coefficient 3): study of statistical documentation.
Test number 3 (duration: four hours; coefficient 4): mathematics.
Test number 4 (duration: three hours); coefficient 3): economy.


II. ― Oral Intake Tests


Test number 1 (preparation: one hour; duration: thirty minutes; coefficient 3): presentation consisting of a synthetic presentation of documentation or text on a general subject, followed by a conversation with the examiners. The jury will appreciate the candidate's ability to identify ideas and synthesize them as well as his ability to express and his general culture.
Test 2 (preparation: twenty minutes; duration: thirty minutes; coefficient 4): mathematics.
Test number 3 (preparation: twenty minutes; duration: thirty minutes; coefficient 3): statistics.


III. ― Optional admission tests


Optional oral test No. 1 (preparation: 30 minutes; duration: 30 minutes; coefficient 2): foreign language test consisting of a translation followed by an interview with the examiner in the chosen language (German, English, Spanish or Italian).
Optional oral test 2 (preparation: 20 minutes; duration: 20 minutes; coefficient 1): test for automated processing of information.

The Order of December 4, 2002, setting out the nature and program of the examinations of the student recruitment examinations of the National Institute of Statistics and Economic Studies, is repealed.

The Director General of the National Institute of Statistics and Economic Studies and the Director General of Administration and Public Service are responsible, each with respect to it, for the execution of this Order, which will be published in the Official Journal of the French Republic.
