Vu le Decree No. 2008-680 of 9 July 2008 organizing the central administration of the Ministry of Ecology, Energy, Sustainable Development and Land Management;
Vu le Decree No. 2009-639 of 8 June 2009 modified on the central administration of ministries responsible for health, social affairs, social protection, sports, youth and associative life and supplementing the Decree No. 2005-1795 of 30 December 2005 organizing the central administration of the Ministry of Youth, Sports and Associative Life;
Vu le Decree No. 2009-1549 of 14 December 2009 creating the interdepartmental delegation to land development and regional attractiveness;
Vu le Decree No. 2010-95 of 25 January 2010 relating to the central administration of the ministries responsible for social affairs and creating a general direction of social cohesion;
Vu le Decree No. 2010-444 of 30 April 2010 relating to the responsibilities of the Secretary General of the Ministry of Economy, Industry and Employment and the Ministry of Budget, Public Accounts and State Reform and establishing a General Secretariat;
Having regard to the decree of 14 November 2010 appointing the Prime Minister;
In view of the decree of 14 November 2010 on the composition of the Government;
The State Council (Social Section) heard;
The Council of Ministers heard,
Decrete:

The Minister of Labour, Employment and Health prepares and implements the Government's policy in the areas of work, social relations, the prevention of occupational accidents and occupational diseases, employment, vocational training, public health and the organization of the care system. Subject to the competence of the Minister of Solidarity and Social Cohesion and the Minister of Budget, Public Accounts, Public Service and State Reform, he prepares and implements the Government's policy in the field of social protection.
As such:
1° It prepares and implements the rules on working conditions, collective bargaining and employee rights;
2° It is competent for the defence and promotion of employment, including the return to employment policy, as well as for the vocational training of young people and adults;
3° It prepares and implements the rules relating to plans and the management of social security organizations as well as the complementary plans for occupational accidents and diseases, old age insurance and health and maternity insurance;
4° It develops and implements, in conjunction with other relevant ministers, the rules relating to health protection policy against the various risks that may affect it; he is responsible for the organization of prevention and care; it is also competent in medical and paramedical professions. He is competent in the fight against drug abuse;
5° He participates in the Government's action to combat fraud.

I. ― The Minister of Labour, Employment and Health has authority over:
the general direction of work;
– the general direction of health;
– the general direction of the care offer;
― the direction of research animation, studies and statistics;
– management of the general administration and modernization of services.
II. ― Together with the Minister of National Education, Youth and Associative Life within the limits of his youth responsibilities, he has authority over the General Delegation for Employment and Vocational Training.
III. — Together with the Minister of Solidarity and Social Cohesion and the Minister of Budget, Public Accounts, Public Service and State Reform, he has the authority to:
- the direction of social security;
– the direction of research, studies, evaluation and statistics.
IV. ― Together with the Minister of Ecology, Sustainable Development, Transport and Housing and the Minister of Economy, Finance and Industry, he has authority over the general direction of risk prevention when he exercises his nuclear safety and radiation protection skills.
V. ― Together with the Minister of Solidarity and Social Cohesion, he has authority over:
General inspection of social affairs;
the Secretary General of the Ministries responsible for Social Affairs;
the delegation to European and international affairs;
– delegation to information and communication.
VI. — Together with the Minister of Solidarity and Social Cohesion, the Minister of Sports and the Minister of National Education, Youth and Associative Life, he has the authority to:
- Human resources management;
- the management of financial, legal and services;
– the senior defence officer and the firm’s office referred to in last paragraph of Article 1 of the Decree of 30 December 2005 referred to above.
VII. ― It has the interdepartmental mission to combat drugs and drug abuse, the general direction of social cohesion, the general direction of the National Institute of Statistics and Economic Studies and, as appropriate, the interdepartmental delegation to combat fraud, the general direction of school education, the information and direction delegate, the general secretariat of the economic ministries and the direction of the general secretariat of the legal ministries decree of 2 November 1998 referred to above. For issues related to economic change, the interdepartmental delegation may have to deal with land use and regional attractiveness.
He may appeal to the management of reception, integration and citizenship, under the authority of the Secretary-General for immigration and integration referred to in thearticle 1 of the decree of 26 December 2007 referred to above.
