Order of October 25, 2010 concerning the organization of the management of the general administration and the modernization of services in sub-directions

Vu le Decree No. 90-665 of 30 July 1990 amended on the organization of the central administration of the Ministry of Labour, Employment and Vocational Training and the Ministry of Solidarity, Health and Social Welfare;
Vu le Decree No. 2010-352 of 1 April 2010 the duties of the Minister of Labour, Solidarity and the Public Service;
In view of the advice of the Central Joint Technical Committee of the Ministry of Labour and Social Affairs, which is competent for labour, employment and vocational training services on 6 October 2010,

The Directorate of General Administration and Services Modernization includes:
- the sub-direction of human resources;
- the sub-direction of information systems;
the division of financial affairs;
– the division of logistics and heritage.

The Director of General Administration and Service Modernization is assisted by a Chief of Service, Assistant to the Director, who coordinates management services.
The Chief of Service is pleading the Director in the event of absence or incapacitation.
The duties entrusted to project managers, as well as internal communication and the implementation of hygiene and safety rules, are attached to the Director.
Is attached to the Chief of Service, Assistant to the Director, the local human resources animation office.

The human resources sub-direction is responsible for the development and implementation of the general human resources policy of staff under the authority of ministers responsible for the work, employment and vocational training in deconcentrated services and the Minister responsible for work in central government.
To this effect:
1° It defines the recruitment policy and ensures the predictive management of trades and skills for all staff. As such, it develops the strategic human resources management framework and develops competency and training frameworks.
It provides individualised support to agents in the construction of their career path.
It defines and monitors the direction of personnel training policy. It is responsible for the National Institute of Labour, Employment and Vocational Training.
It implements the training of officers assigned to the central services of the Minister of Labour.
She pilots and organizes the access examinations and examinations to the bodies she ensures recruitment.
It develops rules, methods and procedures to organize the career development of staff and improve individual and collective performance. As such, it is responsible for the evaluation policy.
2° It is responsible for legal matters relating to the personnel it manages, including the preparation and application of statutory and compensation provisions. She brings her expertise to human resources managers.
It implements the policy of social relations and social dialogue. To this end, it organizes the professional elections and prepares and animates, subject to the skills assigned to other services, meetings of the staff representative bodies, including departmental and central technical committees. She is informed of the activities of the technical committees of the deconcentrated services.
It defines the division of staff management competencies between central and deconcentrated services.
3° It coordinates the management functions within the competence of the decentralized services and the central administration.
It recruits and manages labour inspection bodies and labour controllers, occupational inspectors and prevention engineers, including career monitoring, promotions and mutations.
It organizes the functioning of the joint administrative commissions of these bodies.
It manages the jobs of regional directors, deputy regional directors, secretaries-general and territorial units of the regional branches of enterprises, competition, consumption, work and employment, under the responsibility of ministers responsible for labour, employment and vocational training.
4° It participates in the statutory management of common bodies, provided by the human resources management of ministries responsible for health, solidarity, sports, youth and associative life.
It manages, in conjunction with the same direction, non-residential personnel Decree No. 78-457 of 17 March 1978, as well as those of the Act No. 84-16 of 11 January 1984.
It organizes the operation of the relevant Joint Advisory Boards for these personnel.
It pilots the management of the staff allocated to the central administration; it follows the execution of the corresponding mass pay expenses and updates the forecast.
It is responsible for the principal and incidental remuneration of officers assigned to the central services of the Minister of Labour and ensures the related controls.
5° It defines the occupational health policy and the working conditions of the staff and ensures the evaluation. To this end, it develops action plans at the national level and follows the plans established at the local level; it organizes the functioning of the departmental and central health and safety committees, and monitors the work of the committees of hygiene, security and working conditions of the deconcentrated services.
It drives and implements the necessary measures for the development of equality between women and men, the promotion of diversity, the fight against discrimination and all forms of harassment. It defines and enforces the recruitment and insertion policy of persons with disabilities.
It defines the policy of social action for officials of the ministry. To this end, it ensures the functioning of the National Advisory Commission for Social Action and the allocation of relief and loans. It pays social benefits in central government.
It operates the medical prevention service in central administration.
It takes stock of social action and the annual social balance sheet.
6° It coordinates, treats and ensures the financial liquidation of disputes brought before administrative courts in the areas of competence of ministers responsible for labour, employment and vocational training, including appeals on personnel. In this context, it sets up a policy for the prevention of full litigation.
It implements statutory provisions for the functional protection of officers.
7° It ensures that the human resources information system is managed, if any, in conjunction with other relevant departments.
It is responsible for the administration of the data of this system and for assisting its users. It assesses the quality of the data entered, and pilots actions to improve its reliability.
8° It contributes to the management dialogue on matters within its competence.

The sub-direction of information systems is charged:
1° To establish and maintain the coherence of information systems.
To this effect:
It participates in the development of the master plan for information systems in conjunction with central and decentralized departments and services and is responsible for implementing it.
She points to the issues of coherence, cross-cutting vision and mutualization of investments in information systems.
It ensures that the recommendations of the interdepartmental bodies involved in information systems are incorporated into the master plan.
It puts in place the accompanying tools of the master schema to promote its use.
It contributes, from the human resources sub-direction and in liaison with the central and decentralized services, to the identification of the necessary information systems skills and training of agents in this sector.
She participates in the animation of the network of technical specialists.
It coordinates contacts with operators and trusted institutions.
It carries out a technology watch activity.
2° To assist the various masters of work and to implement the evolution projects of information systems.
To this effect:
It advises the mastery of work and offers computer and telecommunications solutions in accordance with the master plan.
It carries out, by its own means or by delegation, the development projects of information systems.
3° To ensure the efficient operation of the office automation, telecommunications, infrastructure and computer applications.
To this effect:
It develops, implements and ensures compliance with all necessary provisions to ensure the security, integrity, reliability and availability of departmental information systems.
It carries out computer equipment purchases for national infrastructure and computer applications.
It carries out purchases of office equipment and telecommunications.
It provides guidance and methodological tools to the masters of work and work and ensures that technical objectives and standards are respected.
It manages the credits allocated to national actions to implement information systems.
4° To contribute to the management dialogue on matters within its competence.

The Financial Affairs Division is responsible for:

It prepares and monitors the application of the regulations for the performance of the budget. It submits to the budgetary and departmental accountant controller all budgetary movements that require its visa.
It centralizes all accounting and financial transactions. It carries out the commitment and ordering of the expenses of the central administration, proceeds to the credit delegations to the secondary ordinators and ensures the synthesis of the monitoring of the execution of the disconcerted expenditures. It ensures consistency in the financial organization of services. It is responsible for the recognition and recovery of the claims of the State, which are foreign to the tax and the domain, and controls the regularity of the execution of the accounting procedures.
2° To lead and coordinate the modernization of the administration and, in particular, those aimed at improving the quality of the department's management. It is responsible for the coherence and dissemination of internal controls.
To this effect:
It receives draft circulars and service notes containing budgetary and accounting provisions and ensures that they are consistent with the defined strategic objectives.
It is the recipient of observations, conclusions and reports from bodies or inspection bodies on structures, procedures and methods that affect the quality of management.
It contributes to the management dialogue with the decentralized services for the subjects within its competence and particularly to the contribution of services to the quality of the annual performance reports.
It defines the organization and methods of management control and animates the network of management controllers in central administration.
It participates in the definition, in conjunction with the relevant central and decentralized departments, of the organization and methods of internal control, the coordination of the development of internal control instruments and the animation of the internal controller network.
It manages the structure of financial and budgetary information systems.
On behalf of the department, it provides the role of correspondent of the court of accounts, transmits to the branches and services the observations of the high court and ensures the delivery of the responses within the prescribed time limits.
On behalf of the ministry, it ensures the role of correspondent of the interdepartmental structures responsible for state reform and budget reform.
3° To ensure consistency and follow-up of policy directions for the allocation of resources and to define the division of competencies between deconcentrated services and central budgetary and financial management services.
4° To manage the employment and credits of personnel, operations and equipment of services under the authority of the Minister of Labour.
To this effect:
It coordinates requests for services and determines the means necessary to achieve the objectives, in conjunction with the programme managers.
It assigns jobs and credits to the department's services.
It validates service forecast budgets.
It monitors staffing and credits and controls use.
5° To participate, in its areas of competence, in the supervision of the operators under the programmes of the Ministry of Labour.

The Logistics and Heritage Division is responsible for:
1° To participate in the definition of interdepartmental policies carried by the State Procurement Service (SAE) and the Office of the Commissioner-General for Sustainable Development (CGDD).
2° To decline and implement interdepartmental policies and directives relating to the operation of central government and deconcentrated services.
To this end, it centralizes, within the framework of the pooling and implementation of interdepartmental markets, the expression and analysis of the needs of the services and ensures that they are taken into account.
It supports the deployment of these markets and monitors their implementation.
It develops the department's exemplary administration plan, pilots its implementation and conducts its evaluation.
It ensures the achievement of the indicators of the financial fund led by the CGDD, in connection with the department responsible for the budget, and ensures that necessary corrective measures are undertaken.
In addition, it performs a monitoring and analysis function of the proposed changes and decisions taken.
3° Develop departmental procurement and sustainable development policies.
To this end, it is animating the ministerial reflection on, inter alia, printing and document management policies, sustainable public procurement, reduction of fluid consumption in the real estate, as well as professional and home-work travel.
It formalizes policy proposals and declines the conditions for implementation.
4° To pilot the implementation of these policies with the deconcentrated services, deploy them to the central government and ensure their evaluation.
5° To contribute to the management dialogue with the deconcentrated services for subjects within its jurisdiction.
To this end, it develops tools for piloting, accompaniment and dialogue with services.
6° Define, implement, and follow public procurement procedures relating to the operating means of the central government, and deccented services in national markets.
To that end, it ensures the identification of needs, definition, drafting, procedure and legal monitoring of these markets in connection with buyer services.
7° To supply central administration and offices.
8° To provide the following general services for the central administration: mail, room rental, car park, reprography. It is also responsible for the logistics, documentation and travel management of the management of the general administration and the modernization of services.
9° To manage the rental and federal heritage occupied by central departments and ministerial offices.
To this end, it ensures the maintenance and maintenance of real estate sites. It programmes and follows the work on these sites, under the leadership of France domain for the public part.
