Key Benefits:
The Minister of State, Minister of Ecology, Energy, Sustainable Development and the Sea, in charge of green technologies and climate negotiations, the Minister of Economy, Industry and Employment and the Minister of Budget, Public Accounts and State Reform,
In light of amended Directive 98/34/EC of 22 June 1998 providing for an information procedure in the field of technical standards and regulations;
Vu le Decree No. 62-1297 of 7 November 1962 amended by-law of public administration with respect to the technical rules of use and characteristics of petroleum products;
Considering the advice of the Technical Committee on the Use of Petroleum Products dated March 11, 2010,
Stop:
Incorporation of methyl esters of fatty acids is permitted in the diesel oil, the large cold diesel oil, the B30 diesel, the domestic fuel and the non-road diesel oil only if they meet the minimum requirements of the NF EN 14214 nor any other standard or specification in force in a Member State of the European Union or any other Member State of the European Economic Area.
Methyl esters of fatty acids must meet the specifications defined in Annex I or any other standard or regulation of a Member State of the European Union or any other Member State of the European Economic Area, recognized as equivalent.
Any interpretation of the results of the specification measurements falls within the NF EN ISO 4259 (specification of petroleum products and application of fidelity values for test methods).
Test methods supplementing Appendix I are defined by a decision of the Hydrocarbon Manager published in the Official Journal of the French Republic.
Derogations to the specifications set out above, duly technically and economically justified, may be granted by a decision of the hydrocarbon manager for a limited period of time. This decision may specify the forms in which such exemptions may be made available to the public.
Orders of 28 August 1997 relating to the conditions of incorporation of methyl ester of vegetable oil (EMHV) in diesel oil, large cold diesel and domestic fuel are repealed.
The Director General of Energy and Climate, the Director General of Customs and Indirect Rights and the Director General of Competition, Consumption and Suppression of Frauds are responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

2. Additional specifications
applicable to methyl esters of fatty acids
2.1. Addendums
Methyl esters of fatty acids must be added as soon as they are produced and stored an antioxidant additive with performance at least equivalent to an incorporation of 1000 ppm of buthylhydroxytoluene (BHT) and whose safety with the logistics chain (including pipeline transport), other additives and vehicles have been validated.
2.2. Cold wear characteristics
Methylic esters of fatty acids must respect the characteristics set out in the following table, without the use of additives improving their cold properties.
