Decree of 13 July 2010 on delegation of signature (Office of Investigations on Sea Events)

The Prime Minister,
On the report of the Minister of State, Minister of Ecology, Energy, Sustainable Development and the Sea, in charge of green technologies and climate negotiations,
Vu la Act No. 2002-3 of 3 January 2002 related to the safety of transport infrastructure and systems, after-sea event technical investigations, ground or air transport accident or incident, and underground storage of natural gas, hydrocarbons and chemicals, as amended by Act No. 2006-10 of 5 January 2006 and Act No. 2006-686 of 13 June 2006including its title III;
Vu le Decree No. 2004-85 of 26 January 2004 related to technical investigations after sea event, accident or ground transportation incident, as amended by Decree No. 2006-1279 of 19 October 2006 ;
Vu le Decree No. 2005-850 of 27 July 2005 concerning delegations of signature of members of the Government;
Vu le Decree No. 2007-995 of 31 May 2007, modified by Decrees No. 2009-895 of 24 July 2009 and No. 2010-95 of 25 January 2010relating to the powers of the Minister of State, Minister of Ecology, Sustainable Development and the Sea, in charge of green technologies and climate negotiations;
Vu le Decree No. 2007-1009 of 12 June 2007 relating to delegated responsibilities to the Secretary of State for Transport;
Having regard to the decree of 18 June 2007 appointing the Prime Minister;
Considering the Decree of 19 June 2007 on the composition of the Government;
Having regard to the Decree of 23 June 2009 on the composition of the Government;
Having regard to the decree promoting and appointing Mr. Jean-Pierre Mannic as director of the investigation office on sea events,
Decrete:

Delegation is given to Mr.Jean-Pierre Mannic, Director of the Bureau of Investigations on Sea Events, to the effect of signing, on behalf of the Minister of State, Minister of Ecology, Energy, Sustainable Development and the Sea, in charge of green technologies and climate negotiations, decisions involving the undertaking of technical investigations on sea events, with the exception of decisions to establish such a commissionarticle 15 of the decree of 26 January 2004 referred to aboveas well as the decisions of commissioning the investigators mentioned in article 16 of the same decree.

Article 2


In the event of the absence or incapacitation of Mr.Jean-Pierre Mannic, Director of the Bureau of Investigations on Ocean Events, the delegation of signature provided for in Article 1 is exercised by Mr. Philippe Lainé, Deputy Director of the Bureau of Investigations on Sea Events.

Article 3


The Minister of State, Minister of Ecology, Energy, Sustainable Development and the Sea, in charge of green technologies and climate negotiations, and the Secretary of State for Transport are responsible, each with regard to it, for the execution of this decree, which will be published in the Official Journal of the French Republic.
