"Subsection 3



"Regional Conference on Health and Self-Government



“Paragraph 1



« Composition


"Art.D. 1432-28.-The Regional Conference on Health and Self-Government is composed of a maximum of one hundred members with a deliberate vote.
"Its members are divided into eight colleges composed as follows:
« 1° A College of Representatives of Territorial Communities within the Agency's geographic scope including:
“(a) Three regional councillors appointed by the president of the regional council; and in Corsica three councillors appointed by the president of this assembly;
“(b) The President of the General Council, or his representative, of each department of the jurisdiction;
"(c) Three representatives of the groupings of communes of the spring, appointed by the Assembly of the communities of France;
"(d) Three representatives of the communes of the spring, appointed by the Association of Mayors of France;
« 2° A College of Health or Medical-Social Services User Representatives including:
“(a) Eight representatives of the registered associations under Article L. 1114-1, appointed after a call for applications under conditions established by the Director General of the Regional Health Agency;
“(b) Four representatives of retired and elderly associations, appointed by the Director General of the Regional Health Agency on the proposal of the departmental councils of retirees and seniors referred to in Article L. 149-1 of the Code of Social Action and Families;
"(c) Four representatives of associations of persons with disabilities, including one in the field of disabled children, appointed by the Director General of the Regional Health Agency on the proposal of the departmental advisory councils of persons with disabilities mentioned in Article L. 146-2 of the Code of Social Action and Families;
« 3° A College of Representatives of Territory Conferences referred to in Article L. 1434-17 comprising four members, appointed by the Director General of the Regional Health Agency on the proposal of the territory conferences of the spring;
« 4° A College of Social Partners including:
“(a) Five representatives of the trade union organizations of representative employees designated by them, on the proposal of their regional bodies;
“(b) Three representatives of professional organizations of representative employers designated by them, on the proposal of their regional bodies;
"(c) A representative of trade union organizations representing artisans, traders and liberal professions, appointed by the Director General of the Regional Health Agency on the joint proposal of the Regional Chamber of Trades and Crafts, the Regional Chamber of Commerce and Industry and a representative organization of the liberal professions;
"(d) A representative of trade union organizations representing agricultural operators, designated by the Regional Chamber of Agriculture;
« 5° A college of social cohesion and protection actors including:
“(a) Two representatives of the associations working in the field of the fight against precariousness, appointed following a call for applications organized under conditions established by the Director General of the Regional Health Agency;
“(b) Under old age insurance and occupational health-related accident industry referred to in theArticle R. 221-9 of the Social Security Code, two representatives of the designated pension and occupational health insurance fund, one by the president of that organization, and the other by his director; in the Ile-de-France, the two representatives are designated, respectively, by the president of the Caisse nationale d'assurance vieuxsse des travailleurs wages au sein de cette même caisse nationale, and by the director of the caisse mentioned at theArticle L. 215-3 of the Social Security Code competent for this region; in Alsace, the two representatives are designated respectively by the president of the regional old-age insurance fund of the employees of Strasbourg, and by the director of the caisse referred to in Article L. 215-3 of the same relevant code for this region; for the regional conferences of Guadeloupe, Guyana, Martinique and Réunion, these two representatives are designated respectively by the president and the director of the general social security funds;
"(c) A representative of the family allowance funds, designated by the board of directors of the family allowance fund of the head-country or overseas departments;
"(d) A representative of the French mutuality, appointed by the president of the Fédération nationale de la mutualité française;
« 6° A College of Health Prevention and Education Actors including:
“(a) Two representatives of the academic and academic health services, appointed by the rector of the academy of the chief place of the region;
“(b) Two representatives of occupational health services, appointed by the Regional Director of Business, Competition, Consumer Affairs, Labour and Employment;
"(c) Two representatives of the Departmental Services for the Protection and Promotion of Maternal and Child Health, appointed by the President of the General Council of the Chief City of Region;
"(d) Two representatives of organizations working in the field of health promotion, prevention or education for health, designated by the Director General of the Regional Health Agency, including one working in the field of medical and social cohesion;
“e) A representative of organizations working in the areas of health, teaching and research observation, designated by the Director General of the Regional Health Agency;
“(f) A representative of environmental protection associations approved under Article L. 141-1 of the Environmental Code, designated following a call for applications under conditions established by the Director General of the Regional Health Agency;
« 7° A College of Health Services Providers including:
“(a) Five representatives of public health institutions, appointed by the Director General of the Regional Health Agency, including at least two presidents of medical boards for the establishment of hospital centres and university hospital centres, on the proposal of the federation representing these institutions;
“(b) Two representatives of private health-for-profit institutions, appointed by the Director General of the Regional Health Agency, including at least one president of the medical conference establishment, on the proposal of the federation representing these institutions;
"(c) Two representatives of private non-profit health institutions designated by the Director General of the Regional Health Agency, including at least one presiding officer in the establishment medical conference, on the proposal of the federation representing these institutions;
"(d) A representative of institutions providing home care activities, designated by the Director General of the Regional Health Agency on the proposal of the organization, at the regional level, bringing together the largest number of such institutions;
“e) Four representatives of the legal persons responsible for institutions hosting persons with disabilities, appointed by the Director General of the Regional Health Agency on the proposal of the organizations consolidating, at the regional level, the largest number of such institutions;
“(f) Four representatives of the legal entities responsible for institutions hosting older persons, appointed by the Director General of the Regional Health Agency on the proposal of the organizations that gather, at the regional level, the largest number of these institutions;
“(g) A representative of the corporate managers of institutions hosting people in social difficulties, appointed by the Director General of the Regional Health Agency on the proposal of the organizations consolidating, at the regional level, the largest number of these institutions;
“(h) A representative designated by the Director General of the Regional Health Agency among the health centres, health homes and health centres located in the region;
“(i) A representative designated by the Director General of the Regional Health Agency among the health network managers in the region;
“j) A representative of care permanence associations involved in the care permanence system, designated by the Director General of the Regional Health Agency;
“(k) A physician responsible for an emergency medical assistance service or for an emergency and resuscitation medical assistance structure, designated by the Director General of the regional health agency on the proposal of an organization representing these services or structures;
"(l) A representative of health carriers, designated by the Director General of the Regional Health Agency among those developing the most important activity in this area;
“m) A departmental fire and rescue service representative, appointed by the Director General of the Regional Health Agency on the proposal of the Presidents of the General Councils of the departments of the region;
“(n) A representative of trade union organizations representing doctors from public health institutions designated jointly by the organizations members of the regional parity commission referred to in article R. 6152-325;
"(o) Six members of the regional unions of health professionals, designated by the regional federation of these unions referred to in Article L. 4031-1;
“p) A representative of the order of doctors, appointed by the president of the Regional Council of Order;
“q) A representative of the medical staff of the subdivision(s) located in the territory of the region, designated by one of their local representative structures;
« 8° A college of qualified personalities comprising two personalities designated by the director of the regional health agency because of their qualification in the areas of competence of the conference.
"Art. 1432-29.- Participate, with an advisory voice, in the work of the regional conference on health and autonomy and in its various trainings:
“– the prefect of the region;
"the president of the regional economic and social council;
"—the heads of state services in the region;
"– the Director General of the Regional Health Agency;
"a member of the councils of local health insurance organizations under the general plan and, in the Alsace and Lorraine regions, a representative of the local Alsace-Moselle plan;
"– a director of a local health insurance organization under the agricultural social mutuality;
“– the president of the basic body of the social regime of the independents. When several caisses are located in the district of the regional health agency, the president of the national caisse shall designate, among the presidents of the concerned caisses, the person appointed to serve at the regional health and autonomy conference.
"Art.D. 1432-30.- Alternate members, with the exception of qualified persons, are designated under the same conditions as the licensees.
"The natural or legal persons referred to in Article D. 1432-28, responsible for proposing or appointing incumbent and alternate representatives, shall communicate their names to the Director General of the Regional Health Agency, within two months of the vacancy or prior to the expiration of the terms of reference.
"Each member may only sit in a single college but may be a member of one or more specialized commissions referred to in Article D. 1432-31.
"A member designated because of his elective mandate can only be replaced by an elected member of the same deliberative assembly.
"The list of incumbent and alternate members of the Regional Conference on Health and Self-Government is set by order of the Director General of the Regional Health Agency.


“Paragraph 2



“Organization of work


"Art.D. 1432-31.-The regional conference on health and autonomy organizes its work in the following training courses:
“—the standing commission provided for in articles D. 1432-33 and D. 1432-34;
“– four specialized commissions provided for in articles D. 1432-35 to D. 1432-43.
"The composition of each of these commissions is fixed by order of the Director General of the Regional Health Agency.
"The regional conference on health and self-reliance can also be permanent working groups. These groups bring together members of the regional conference on health and autonomy and persons chosen because of their competence or qualification with regard to the issues for which they were formed. They may collect any useful advice in the areas they are responsible for.
"Art.D. 1432-32.-The plenary meeting of the regional conference on health and autonomy brings together the members of the colleges defined in Article D. 1432-28 and the members mentioned in Article D. 1432-29.
"At her first meeting, she elects her president.
"It establishes the rules of procedure of the regional conference on health and autonomy, which specifies, in particular, the modalities for the operation of its various training courses.
"She makes an opinion on:
“– the regional health project;
"—the regional health strategic plan provided for in the 1st of Article L. 1434-1, prepared by the permanent commission referred to in Article D. 1432-33;
"the projects of regional plans for prevention, care organization and the medical-social organization prepared by each of the specialized commissions in these areas referred to in articles D. 1432-36, D. 1432-38 and D. 1432-40;
"—the annual report on respect for the rights of users of the health system prepared by the specialized commission referred to in article D. 1432-42.
"It prepares an annual report on its activity.
"It determines health issues that give rise to public debates that it organizes in accordance with the rules of procedure.
"Art.D. 1432-33. -In addition to the plenary sessions, the Standing Committee shall exercise all the powers vested in the regional conference on health and autonomy.
"She is in charge, including:
"to prepare the opinion of the regional conference on health and autonomy on the regional health strategic plan referred to in the 1st of Article L. 1434-2;
"to prepare the annual report of the activity of the regional conference on health and autonomy referred to in Article D. 1432-32;
", subject to the provisions of the latter article, to make an opinion when the consultation of the conference involves the advice of more than two specialized commissions;
"to prepare the elements submitted to the public debate.
"The Chair of the Regional Conference on Health and Self-Government can entrust to the Commission any work within the scope of the conference.
"Art.D. 1432-34.-Besides its president, the permanent commission includes:
“–the chairs of the specialized commissions, who are Vice-Chairs of the Standing Committee;
"and not more than fifteen members from the colleges referred to in Article D. 1432-28 and elected in accordance with the terms and conditions specified in the rules of procedure, including at least two members of associations representing the users of medical and social facilities or the management bodies of institutions hosting the elderly and the disabled.
"The composition of the commission balances the representation of the colleges referred to in Article D. 1432-28. It includes at least one representative of local authorities, users and associations working in the areas of competence of the regional health agency, land conferences, representative organizations of employees, employers and independent professions, professionals of the health system, management bodies of health and medical and social welfare institutions and services, and social welfare organizations.
"She refers to the representative of the regional conference on health and autonomy at the national health conference.
"Art.D. 1432-35.-The specialized commissions shall be composed of members from the colleges referred to in Article D. 1432-28, each of them shall designate, on the basis of the rules of procedure referred to in Article D. 1432-32, the representative or representatives appointed to serve on either of these committees.
"Art.D. 1432-36.-The Specialized Prevention Commission contributes to the definition and implementation of the regional prevention policy and as such:
« 1° It prepares an opinion on the draft regional prevention framework, as well as its revision, monitoring and evaluation results;
« 2° It formulates any proposals on regional prevention policy, including to reduce social and geographic health inequalities in the region;
« 3° She is informed:
“—the mechanisms established by the competent coordinating committee in the prevention sector to ensure complementarity of prevention and health promotion activities and the coherence of their funding;
"– the activity balance of the competent coordinating committee in the prevention sector, established annually by the Director General of the regional health agency;
"—the results of the agency in terms of health care and safety.
"Art.D. 1432-37.-The Specialized Prevention Commission includes:
« 1° A regional advisor;
« 2° Two Presidents of General Council;
« 3° A representative of community groups;
« 4° A representative of the communes;
« 5° Four representatives of the associations approved under Article L. 1114-1;
« 6° A representative of retired and elderly associations;
« 7° A representative of disability associations;
« 8° A representative of territorial conferences;
« 9° A representative of employee union organizations;
« 10° A representative of employer trade union organizations;
« 11° A representative of trade union organizations of artisans, traders and liberal professions;
« 12° A representative of trade union organizations of agricultural operators;
« 13° A representative of associations working in the field of the fight against precariousness;
« 14° A representative of the pension and occupational health insurance fund or the equivalent structure under old age insurance;
« 15° A representative of family allowance schemes;
« 16° A representative of the French mutuality;
« 17° A representative of academic and academic health services;
« 18° A representative of occupational health services;
« 19° A representative of departmental services for the protection and promotion of maternal and child health;
« 20° A representative of organizations working in the field of health promotion, prevention or education for health;
« 21° A representative of organizations working in the field of health observation;
« 22° A representative of environmental protection associations;
« 23° Four representatives of health service providers:
“– a representative referred to in a or b or c or d of the College of Health Services Providers;
"a representative referred to in the d or e of the College of Health Services Providers;
“– two members of the regional health union.
"Art.D. 1432-38.-I. ― The specialized commission of the care organization contributes to the definition and implementation of the regional care organization policy.
« 1° She prepares an opinion on the draft regional plan for the organization of care, in her hospital and outpatient components, including the identification of areas for the implementation of the measures planned for the installation and maintenance of liberal health professionals, health homes and health centres.
« 2° It is consulted by the regional health agency on:
"– projects of interregional care organization schemes;
" — applications for authorization and renewal of authorization relating to the projects referred to in section L. 6122-1, draft decisions for revision or withdrawal of authorization under section L. 6122-12, as well as draft decisions for the maintenance of the suspension, withdrawal or modification of authorization under section L. 6122-13;
"—the policy on the establishment and financing of health homes, health centres, health networks and medical care homes;
"– projects and actions aimed at maintaining activity and installing health professionals in the territories;
"– projects of experimentation in the field of care organization, helping to improve the quality and coordination of care;
"—organization and adequacy to the needs of the population of emergency medical assistance and the permanence of care, in ambulatory and in health facilities;
"—the organization of health transport and its adequacy to the needs of the population;
"the creation of public health institutions other than nationals and health cooperation groups referred to in the second paragraph of Article L. 6133-7, pursuant to Article L. 6141-1, as well as the modification of the list of regional hospital centres, pursuant to Article R. 6141-14;
"—the plans for recompositioning the offer that the Director General of the Regional Health Agency plans to take under the provisions of Article L. 6122-15 in his writing prior to the intervention of the Act No. 2009-879 of 21 July 2009 reforming the hospital and relating to patients, health and territories;
"–the contracting policy with the licensees and other health service providers.
“II. ― The regional health agency informs the commission at least once a year on:
"—renewals of authorization made under the conditions defined in the last paragraph of Article L. 6122-10;
"– the multi-year contracts of objectives and means signed between the regional health agency and the licensees, health centres, health homes and health networks;
"– the evolution of the number of liberal health professionals installed in the territories;
"– the results of the evaluations and certifications conducted over the past year.
"Art.D. 1432-39.-The specialized commission of the care organization includes:
« 1° A regional advisor;
« 2° A President of General Council;
« 3° A representative of community groups;
« 4° A representative of the communes;
« 5° Two representatives of the associations approved under Article L. 1114-1;
« 6° A representative of retired and elderly associations;
« 7° A representative of disability associations;
« 8° A representative of territorial conferences;
« 9° Three representatives of employee union organizations;
« 10° A representative of employer trade union organizations;
« 11° A representative of trade union organizations of artisans, traders and liberal professions;
« 12° A representative of trade union organizations of agricultural operators;
« 13° A representative of the pension and occupational health insurance fund or the equivalent structure under the occupational health and occupational occupational health accident branch;
« 14° A representative of the French mutuality;
« 15° A representative of organizations working in the field of health promotion, prevention or education for health;
« 16° A representative of organizations working in the areas of health, health, education and research observation;
« 17° Five representatives of public health institutions, including two chairs of medical commissions to establish hospital centres and university hospital centres;
« 18° Two representatives of private health-for-profit institutions, including a medical conference president;
« 19° Two representatives of private non-profit health institutions, including a presiding medical conference of establishment;
« 20° A representative of home care institutions;
« 21° A representative of health centres, health homes and health centres;
« 22° A representative of health networks;
« 23° A representative of associations of care permanence involved in the care system;
« 24° A physician responsible for an emergency medical assistance service or an emergency medical assistance and resuscitation structure;
« 25° A representative of sanitary carriers;
« 26° A departmental fire and rescue service representative;
« 27° A representative of trade union organizations representing doctors from public health institutions;
« 28° Four members of regional health professionals unions;
« 29° A representative of the order of doctors;
« 30° A representative of the interns in medicine;
« 31° Two members from the Specialized Commission for Medico-Social Support and Support.
"Art.D. 1432-40.-The specialised commission for medical and social support is responsible for:
« 1° To prepare an opinion on the draft regional schema of the medico-social organization;
« 2° To contribute to the assessment of the psychosocial needs and to analyse their evolution;
« 3° To propose to the Plenary Assembly priorities for medico-social action;
« 4° Provide an opinion on the development and updating of the interdepartmental disability support program and the loss of autonomy;
« 5° To formulate any proposals on the conditions of access for persons with disabilities and the loss of autonomy to medical-social services, on the quality of support and medical-social care and on the principles of contractualization implemented by the regional health agency with professionals, institutions, services, associations and other public services;
« 6° To prepare, every four years, an activity report that is transmitted for information to the General Councils and Ministers concerned, as well as to the National Solidarity Fund for Self-Government.
"Art.D. 1432-41.-The specialised commission for medical and social support includes:
« 1° A regional advisor;
« 2° Two Presidents of General Council;
« 3° A representative of community groups;
« 4° A representative of the communes;
« 5° Two representatives of the associations approved under Article L. 1114-1 and working in the health field;
« 6° Two representatives of retired and elderly associations;
« 7° Two representatives of disability associations, including an association working in the field of disabled children;
« 8° A representative of territorial conferences;
« 9° A representative of employee union organizations;
« 10° A representative of employer trade union organizations;
« 11° A representative of trade union organizations of artisans, traders and liberal professions;
« 12° A representative of trade union organizations of agricultural operators;
« 13° A representative of associations working in the field of the fight against precariousness;
« 14° A representative of the French mutuality;
« 15° Four representatives of legal persons managers of institutions hosting persons with disabilities;
« 16° Four representatives of the legal persons managers of institutions hosting older persons;
« 17° A representative of the corporate managers of institutions hosting people in social difficulties;
« 18° A member of the regional unions of health professionals with a medical status;
« 19° Two members from the specialized commission of the care organization.
"Art.D. 1432-42.-Each year, the commission specializing in the field of the rights of users of the health system is responsible, in collaboration with other specialized commissions, for the development of a specific report on the assessment of the conditions in which the rights of users of the health system, equal access to health services and the quality of care in the health and medical and social fields are applied and respected.
"This report is prepared in accordance with the terms of reference set by the Ministers for Health, Older Persons, Persons with Disabilities and Health Insurance.
"It is transmitted, with the recommendations it makes, to the Director General of the Regional Health Agency and to the National Health Conference referred to in Article L. 1411-3.
"This commission is composed of not more than twelve members of which six are from each of the colleges 1°, 3°, 4°, 5°, 6° and 7° mentioned in article D. 1432-28 and six are from the 2° to parity college between the members under the a, b and c of this college.
"Its members are elected by each of the above-mentioned colleges in accordance with the rules of procedure.
"Art.D. 1432-43. -The specialized commission responsible for preparing an opinion on the scheme under its jurisdiction may collect the comments of the other specialized commissions.
"When the consultation requires the intervention of two specialized commissions, the notice is rendered jointly. If at least three specialized commissions are concerned, the notice shall be rendered by the Standing Committee or, at the request of the Standing Committee, by the Plenary Assembly.
"The specialized commissions shall prepare an opinion on the program(s) referred to in the 3rd of Article L. 1434-2 and which shall enter the field of their respective competences.


“Paragraph 3



“Operation


"Art.D. 1432-44.-No one can be a member of the regional conference on health and autonomy if he is deprived of his civic rights.
"The term of office of the members of the regional conference on health and autonomy is four years, renewable once.
"Any member who loses the quality for which he was designated ceases to be part of the regional conference on health and autonomy.
"When a member ceases, for any reason, to be part of the regional conference on health and autonomy where he was sitting, a new member shall be designated, within two months, under the same conditions, for the remaining term of office.
"Any member of the Regional Conference on Health and Self-Government, whose unresolved absence, at least two successive sessions of any of the trainings to which he was summoned, will have been found to be resigned by the President of the Conference on the proposal of the Standing Committee.
"Art.D. 1432-45.- During its installation session, the Regional Conference on Health and Self-Government in the Plenary Assembly elects its President and constitutes the Standing Committee and the specialized commissions referred to in Article D. 1432-31.
"When it is renewed, the regional conference on health and autonomy is chaired by the dean of age.
"Each of these trainings elects a president and a vice president, with the exception of the permanent commission of which the president is that of the regional conference of health and autonomy.
"Art.D. 1432-46.-The Regional Conference on Health and Self-Government meets in plenary meeting on the convocation of its President at least once a year.
"Each training of the regional conference on health and autonomy meets at least once a year, at the invitation of its president or at the request of a third of its members.
"The President of the Regional Conference on Health and Self-Government decides on the distribution between the various courses of business that this decree does not reserve for specific training.
"Subject to the application of Article D. 1432-32, the proposals and opinions made by the Standing Committee and by the specialized commissions are issued on behalf of the regional conference on health and autonomy.
"Each of the commissions referred to in Article D. 1432-31 may, by a decision of its president, hear any outside person whose opinion is likely to inform its deliberations.
"Art.D. 1432-47.-In all cases, the proceedings are taken by a majority of the votes of the members present. In the event of a vote-sharing, the president's vote is preponderant.
"The quorum is reached when at least half of the members of the regional conference on health and autonomy or one of its courses are present.
"When this quorum is not reached, a second convocation is sent within eight days on the same agenda. The conference as well as each of its trainings, then validly, regardless of the number of members present.
"In the event of an extreme emergency duly motivated, consultation with members of the regional conference on health and autonomy within these trainings can take place by any appropriate means enabling their identification and effective participation in collegial deliberation.
"Art.D. 1432-48. -The meetings of the Standing Committee, the specialized commissions and those of the permanent working groups shall not be held in public unless the Chairperson decides otherwise, in accordance with the rules of procedure.
"Art.D. 1432-49.-Where its notice is required, consultation with the Regional Conference on Health and Self-Government shall be deemed to be conducted if no follow-up is given within two months of receipt of the request for advice, along with the necessary documents, provided by the Director General of the Regional Health Agency. This delay is reduced to fifteen days in the event of an emergency and to eight days in the event of an extreme emergency.
"Art.D. 1432-50.-The agenda of the meetings of each of the specialized commissions referred to in Article D. 1432-31 is fixed by its President. The President of the Regional Conference on Health and Self-Government provides information to each of the chairs of the other specialised committees of the agendas so set.
"The chair of one of these commissions cannot refuse to include the questions requested by at least half of its members or by the president of the regional conference on health and autonomy.
"The summons may be sent by any means, including by fax or e-mail. The same applies to documents or documents necessary for the preparation of the meeting or prepared at the end of the meeting.
"Urgently, the members of the various training courses receive at least ten days before the date of the meeting, a summons with the agenda and, where applicable, the documents necessary for the examination of the matters listed therein.
"Art.D. 1432-51.-The notices and reports, studies and works produced by any of the training courses of the Regional Conference on Health and Self-Government are addressed to the President of the Conference and to the Director General of the Regional Health Agency.
"The President may request a new deliberation.
"Art.D. 1432-52.-The members of the conference shall exercise their mandate free of charge. They may be reimbursed for transportation and living expenses that they are likely to engage in travel within the framework of their mission under the conditions prescribed by the regulations applicable to civil officials of the State.
"Art.D. 1432-53.-The regional health agency provides the secretariat of the regional conference on health and autonomy and contributes to the operation of the conference. The resources allocated, the amount of which is determined on the proposal of the conference, are included in the budget of the regional health agency. »

For the constitution of the first plenary meeting of the Regional Conference on Health and Self-Government, the natural or legal persons referred to in Article D. 1432-28 and D. 1432-29, to propose or designate incumbent and alternate representatives, shall communicate their names to the Director General of the Regional Health Agency within two months from the date of publication of this decree in the Official Journal of the French Republic.
The first meeting of the Plenary Assembly of the Regional Conference on Health and Self-Government is convened by the Director General of the Regional Health Agency. It is chaired by the dean of age who makes the election of the president. The provisional arrangements for the organization and operation of the conference are adopted at this meeting. They shall cease to be implemented on the date of the adoption of the rules of procedure of the conference and the establishment of the commissions referred to in Article D. 1432-31, which shall not exceed four months from that first meeting.
Within the same period, the conference may sit and deliberate validly in the absence of the representatives mentioned in the 3rd of Article D. 1432-28 and, until the establishment of the regional unions of health professionals, the representatives mentioned in the 7th are appointed by the Director General of the regional health agency on proposal, with regard to doctors, of the regional union of doctors exercising in a liberal capacity and, with regard to the representatives of other professional organizations

The provisions of this Decree shall enter into force from the publication of the decree establishing regional health agencies and no later than 1 July 2010.

The Minister of Labour, Solidarity and the Public Service, the Minister of Health and Sports, the Minister of Budget, Public Accounts and State Reform and the Minister of Rural Space and Land Management are responsible, each with respect to him, for the execution of this decree, which will be published in the Official Journal of the French Republic.
