I. - The general direction of the care offer includes:
– a “strategy-resource” department;
― three sub-directions named respectively:
- the sub-direction of the regulation of the care supply;
― the sub-direction of the performance management of care providers;
- the sub-direction of the human resources of the health system.
II. ― The Director General of the Care Offer is assisted, in the performance of his duties, by a Chief of Service, Assistant to the Director General, who overrides him in the event of absence or incapacity and ensures the coordination of the activities of the Assistant Directors General.
Directly attached to the Director General are the head of the "strategic and resource" department, project manager, medical advisors and two general health care advisors.

I. - The "strategic and resource" department provides the secretariat of the strategic committee and proposes a programme of work. It is responsible for international cooperation activities.
It is animating the process of developing the objectives and performance contracts of the operators under general management and monitoring their implementation.
He is responsible for general management relations with users and their associations. It contributes to their information and to the transparency of the care offer. It ensures management's support for the design and evaluation of public health plans, in conjunction with the Health Branch.
It provides, in conjunction with the Human Resources Directorate and the Directorate of Financial, Legal and Services of the Ministry of Health, the administrative coordination of the general management and, principally, the management of human resources, budget, logistics, IT, documentation and mail.
It coordinates, in conjunction with the Department of Health's Financial, Legal and Services Directorate, the development, enforcement and monitoring of the Financial Act within the General Directorate.
He organizes relations with the Office of the Minister for Health and with the Secretary General of the Ministries responsible for Social Affairs and supports the Director General in particular in his relations with all the actors of the health system.
It designs and animates the internal and external communication of the general management.
II. ∙ The Resource Strategy Department includes:
– a mission responsible for the strategy, the eve, the foresight, international relations and the management of the operators;
– a mission responsible for the users of the care offer;
– a mission of the general administration;
– a mission for reserved affairs and communication.

I. - The Chief of Service, Assistant to the Director General, implements all the functions required to conduct and coordinate the activities of the sub-directions.
In particular, it carries out management control of the general management and follows operational relations with the operators. It is responsible for the decline of the strategic plan of the General Directorate in annual objectives and the monitoring of their achievement. It develops management in project mode and ensures the management of projects and plans of transverse actions. It organizes the management of information flows between the general management and its institutional interlocutors.
It coordinates the development of the texts, expertise and legal advice of the general management. It also follows the transposition of European directives and the treatment of community litigation, in conjunction with the Directorate of Financial, Legal and Services of the Ministry of Health.
It organizes relations with the Community technical bodies and the General Secretariat for European Affairs, in conjunction with the Delegation for European and International Affairs of the Ministry of Health.
It organizes the collection of information needs, defines the functional architecture of the decision-making information system and ensures access, dissemination and sharing of information. He coordinates requests for studies and investigations.
II. ― Are directly attached to the Chief of Service, Assistant to the Director General:
– a cell responsible for the management control and operational monitoring of relations with operators;
a unit responsible for the coordination of legal affairs and community law;
– a unit responsible for the decision-making information system of general management and statistics.

I. - The sub-direction of the regulation of the care offer proposes, in relation to the care needs to be met and in coherence with the medico-social offer, the objectives of the care policy. It ensures territorial coverage, permanence of care, adaptation and adequacy of care courses. It ensures equal access to care and reduces territorial inequalities. To this end, it designs the organizational, legal and financial instruments necessary for the evolution and regulation of the care supply. It follows their operational implementation by providing the necessary technical assistance and support to regional health agencies and other actors in the care system. She assesses the impact.
It designs the comprehensive and ongoing health care of patients. It promotes alternative care modes with full hospitalization. It defines access to first-aid care, hospital care and care pathways, including those of patients affected by chronic disease. It prepares the necessary regulatory measures.
It carries out the same tasks with respect to the regulation of emergency medical services, emergency and resuscitation mobile services, sanitary transport and hospitalization of detained or detained persons.
It defines methodologies for the development, monitoring and evaluation of regional care organization patterns.
It assesses the financial impact of care organisation measures.
It determines the funding system for public and private health institutions. It examines the necessary changes in the financial regulation model.
It designs and develops the rules for the establishment of pharmacy and medical biology laboratories and controls their application.
In conjunction with the Social Security Directorate, it participates in the design of the rules and procedures for the financial care of users of the State care system or health insurance and coordinates the participation of the general management in the development, monitoring and enforcement of the Social Security Financing Act and the determination and monitoring of the national objective of health insurance expenditures.
It participates in the design and evaluation of public health plans, in connection with the General Health Directorate.
It serves as the secretariat of the National Committee for Health and Social Organization.
It participates in the exercise of tutelage on the Technical Hospital Information Agency and the Biomedicine Agency, and in the areas that fall within the purview of the General Management, it ensures relations with these institutions.
II. ― The sub-direction of care supply regulation includes:
1° The "organizational and financial synthesis" office;
2° The "first remedy" office;
3° The office “technical trays and acute hospital management”;
4° The office "acute post-acute care, chronic disease and mental health";

I. ― The sub-direction of the performance management of care providers ensures the optimal use of the resources of all kinds available to care providers; It ensures the quality and safety of care and the conditions of their medico-economic efficiency. To this end, it proposes policies and ensures the coherence of the instruments and methods involved. It assesses the results of actions to increase the performance of all the care providers. In particular, it participates in the development of the National Agency's programme of work to support the performance of health and social institutions, which it provides for guardianship.
It defines methods for the development, monitoring and evaluation of multi-year contracts of objectives and means of care structures. It offers the support and monitoring devices for health facilities in difficulty.
It designs, monitors the implementation and assesses the regulations relating to the administrative and medical organization and financial and accounting management of public health institutions in order to modernize and facilitate the adaptation of their internal functioning.
It ensures the improvement of the efficiency of health facilities and, with the support of the National Agency for the Performance of Health and Medical Facilities, the optimization of management processes in the field of procurement, logistics, the organization of work, human resources, heritage and investment.
It promotes and assesses the quality and safety of care, regardless of the legal status or mode of practice of care providers; to this end, it develops regulations and ensures the implementation of the recommendations and the dissemination of the innovations involved. It contributes to the development of quality indicators and ensures their generalization and public diffusion.
In particular, it ensures the prevention of iatrogen risks and infections associated with hospital and city care and related technical risks.
It implements, organizes and evaluates access to health products and their proper use in health facilities.
It initiates and evaluates the process of recognition and labelling of care structures or lines and defines the technical operating conditions to ensure the quality and safety of care.
It coordinates regional networks for the quality and safety of care. It ensures the return of experience of care-related accidents in management health facilities.
It develops co-operations and mutualizations between care providers and develops legal and financial rules on health cooperation structures. It promotes health cooperation groups and local hospital communities. It ensures the development of telemedicine.
It defines, through hospital-university conventions, the conditions for the operation of care structures to guarantee and promote the exercise of university training and research missions in connection with the departments of higher education and research departments. It is competent, in the field of care supply, for the development of innovative technologies and techniques, the implementation of hospital clinical research programs. It assesses their medico-economic impact.
It contributes to the performance of health care providers in the field of information systems, with the support of the National Agency for Support of the Performance of Health and Medical Facilities and the Agency for Shared Health Information Systems. It promotes the efficient use of information systems by health professionals and institutions and defines the state's requirements in this regard. It develops, as appropriate, the rules relating to information systems of care providers.
It participates in the exercise of tutelage on the French health safety agency of health products, the National Institute of Health Watch and the French Blood Institution, the National Institute of Health and Medical Research and the Agency of Shared Health Information Systems and conducts in areas that fall within the purview of the general management the relations with these institutions. It ensures, in areas under the authority of the General Directorate, relations with the High Health Authority.
II. ― The sub-direction of the performance management of care providers includes:
1° The office “effectiveness of public and private health facilities”;
2° The "quality and safety of care" office;
3° The office "cooperations and contractualisations";

I. ― The sub-direction of the human resources of the health system is responsible for regulating the health professions in order to provide the health system to doctors, odontologists, pharmacists, midwives and paramedical professionals who respond, by their number and quality of their professional practices, to the current and future needs of the population.
It also manages hospital human resources, including the public hospital service, by ensuring that hospital functions are attritional and the balance of the distribution of health professionals between the provision of care for public and private health institutions, and the outpatient offer and the medical-social offer.
In connection with the various actors involved in this area, including representatives of the relevant health professions, based on an analysis of the current and future health needs of the population, scientific developments and changes in the competence of the health professions:
― it defines the objectives, modalities and tools for regulating input flows in the training and exercise of the various professions and specialties;
– it defines or participates in the definition of training needs and content of health training programs in connection with the department responsible for higher education; it organizes the initial training schemes and defines the national guidelines and corresponding arrangements for continuing professional development;
― it defines the rules for the exercise of health professions in line with changes in the offer of care;
– it develops the policy of developing the quality and efficiency of health professions; it expertise and proposes the validation of ethical rules applicable to health professions and ensures the proper functioning of ordinal bodies; it defines and ensures the application of the national and regional representation rules for health professionals.
It defines the national policy guidelines for hospital human resources and monitors its implementation in public and private health institutions. As such:
― it develops tools for knowledge and monitoring of changes in the distribution of health professionals between public and private hospital care, outpatient offer and medical-social offer. It develops measures to maintain the balance of their distribution and ensures the attractiveness of hospital functions;
― it contributes to the control of health expenses and develops tools for knowledge of personnel costs and overall control of the hospital payroll;
– it organizes and structure social policies, social relations and the observation of the social climate in the hospital sector;
- it develops the necessary reforms to modernize the hospital public service and the statutes of hospital medical personnel in connection with the department responsible for the public service;
- it participates in the conventional evolutions of private health institutions;
– it manages hospital-university personnel, with the department responsible for higher education;
―it is the reference of the National Management Centre and participates in its guardianship;
– she participates in the guardianship of the School of High Studies in Public Health.
In particular, it serves as the secretariat of the Higher Council of the Hospital Public Service, the Board of Appeal, the Ethics Commission, the High Council of Paramedical Professions, the National Observatory for the Employment and Trades of the Hospital Public Service, the National Commission for the Equivalence of Titles and Diplomas, the National Commission of the Liberal Activity, the Permanent Commission of Odonology, the Committee of the Medical Demography and the National Commission
It is in charge of the relations of the general management in particular with the national councils of the relevant professional orders, the professional and scientific bodies involved in the field of continuous professional development, the National Council of the Universities, the National Association for the Training of Hospital Personnel, the Committee for the Management of Social Works, the National Pension Fund of the Local Authorities, the institution of complementary retirement of non-public officials and public authorities, the establishment of the national pension
II. - The human resources sub-direction of the health system includes:
1° The office "demography and initial training";
2° The office “exercise, ethics, continuous professional development”;
3° The office “organization of social relations and social policies”;
