Public quality is the ability of a society to respond to a fair cost to the general interest needs of citizens. This approach is now one of the strategic issues of public action.
For France Public quality, the quality or progress function covers all the actors that contribute to the functioning and improvement of public action. This function of improvement focuses the study. The collective here presents the analysis of various quality improvement approaches, resulting from a survey of some 230 quality officials, at the state level, local authorities and public bodies. The key role of twenty-one actors is particularly described and analyzed: users, user association, elected officials, directorates, officers, staff representative bodies, reviewers, auditors, management controllers, quality, sustainable development. At the end of the work, nine practical sheets present "keys-in-hand" the different stages of a well-conducted quality approach.
The context, the approach, the authors: this document is the result of a wide consultation with France Qualité Publique and also the result of the partnership formed by the association France Qualité Publique with UNAF, ADELS, the ministries of Budget, Ecology, associations of elected officials, public bodies, local authorities and trade union confederations. He was preceded by François Fondard, President of the National Union of Family Associations (UNAF) and presented by Bernard Averous, expert in progress.
