Vu la Act No. 83-634 of 13 July 1983 amendments to the rights and obligations of civil servants, together with Act No. 84-16 of 11 January 1984 amended with statutory provisions relating to the public service of the State;
Vu le Decree No. 87-155 of 5 March 1987 modified on missions and the organization of academic works;
Considering the opinion of the Central Joint Technical Committee established with the Director of the National Centre for Academic and Academic Works of 15 September 2009;
The State Council (Section of Administration) heard,
Decrete:
This decree sets out the missions and conditions of appointment and advancement relating to the employment of regional centre director of academic and academic works.
The Director of the Regional Centre for Academic and Academic Works is responsible, within the framework of statutory missions and strategic directions entrusted to the network of academic works, to develop and implement:
1° The deliberations of the board of directors of the regional centre of academic and academic works;
2° The settlement project;
3° The measures intended for the social support of the student in his university course for everything that affects his living, working and mobility conditions;
4° Partnerships with academic actors and local communities.
The director of the regional centre of academic and academic works is ordering the institution.
It is responsible for the heritage management of the establishment. In this capacity, it can carry out the mastery of works in the event of renovation or construction of buildings and is responsible for the security of property and persons.
The directors of the regional centre of academic and academic works are obliged to reside instead of performing their duties.
The positions of regional centre director of academic and academic works are divided into two groups, including the overall budget of the institution and the number of students receiving financial assistance, by order of the minister responsible for higher education and the minister responsible for the budget.
The position of Regional Centre Director for Academic and Academic Works is eight steps in Group I and seven steps in Group II. The duration of the time spent in each step to reach the top level is one year at the first level, one year six months at the second and third levels, two years six months at the fourth and fifth grade, two years at the sixth grade, three years at the seventh grade.
Only staff appointed in a group I job can access the eighth grade.
I. ∙ may be appointed as Director of the Regional Centre for Academic and Academic Works under Group II:
1° Officials from bodies recruited through the National School of Administration;
2° Employees belonging to a class A, or the same level, body or employment framework, whose terminal gross index is at least equal to the gross index 966, having completed at least 10 years of actual service in a body, employment framework or a Category A or the same level and having reached at least the gross index 705.
In the event that they belong to a body whose terminal gross index is at least equal to the gross index 985, they must have reached at least the gross index 639.
II. ― may be appointed to a position as Regional Centre Director of Group I University and School Works:
1° Staff members from bodies recruited through the National School of Administration who have reached at least the gross index 701;
2° Employees belonging to a class A, or the same level of employment, whose terminal gross index is at least equal to the gross index 966, having completed at least 10 years of actual service in a body, employment framework or a Category A or similar employment. They must have occupied one or more jobs with a terminal gross index at least equal to the gross index 1015 for a minimum period of three years.
Officials appointed to a position as Regional Centre Director of academic and academic works are classified at the level of this job with an index immediately higher than the one they held in their original bodies, employment or employment.
However, when this classification is more favourable to them, officials who, in the twelve-month period prior to their appointment as Regional Centre Director for Academic and Academic Works, held for at least six months a job with a terminal index of at least equal to the gross index 1015, are classified at the level with an equal index or, if not, immediately higher than that held in that employment.
Within the limits of the seniority required by section 4 for promotion at the higher level, officials referred to in the first and second paragraphs of this section shall retain the seniority acquired in their previous grade or employment when the increase in treatment following their appointment is less than that which would result from an increment of level in their former position.
Employees appointed when they had reached the highest level of their original grade or employment retain their seniority under the same conditions and limitations when the increase in salary resulting from their appointment in employment is less than that provided by their progress in the phase.
Employees employed as Regional Centre Director of Academic and Academic Works receive the treatment of their original grade if they are or become superior to that of the occupied employment.
The directors of the regional centre of academic and academic works are appointed by order of the minister responsible for higher education among the candidates on a list of two names presented jointly by the rector of the academy and the director of the National Centre for Academic and Academic Works.
Appointments are made for a maximum period of five years renewable, without the total duration of occupation of the same employment may exceed ten years.
Officials appointed in a job as regional centre director of university and school works are placed in a position of detachment of their original bodies or employment framework.
They may be removed in the interest of the service. The withdrawal of employment is pronounced by the minister responsible for higher education on the proposal of the rector of the academy and the director of the National Centre for Academic and Academic Works.
Where an employee at the end of the detachment is in the situation of obtaining, within a period equal to or less than two years, the liquidation of his pension rights at the maximum rate defined in I of Article L. 13 of the Civil and Military Pension Code, he or she may be granted an exceptional extension of detachment in the same employment for a maximum period of two years. The same applies to those who are at two years or less of the age limit applicable to them.
Except in the case of renewal in employment pursuant to the second paragraph of Article 8, any appointment in a job as Regional Centre Director of Academic and School Works is preceded by the publication of a national vacancy announcement electronically on the website of the Ministry of Higher Education. This notice specifies the group to which the employment relates.
1° Officials, seconded to the employment of regional centre director of academic and academic works on the date of entry into force of this decree, are retained in their functions and remain in a position of detachment in the employment of regional centre director of academic and academic works governed by this decree, for the duration of their remaining detachment to run.
They are reclassified to this job, according to the group provided for in Article 4 of this decree in which this employment is registered, in accordance with the following correspondence table:

Public servants held in their office pursuant to Article 10 of this Decree may, at the end of their detachment, be renewed in the same job without the total duration of occupation of this job being extended for more than ten years.
At the end of this new period, those in the situation of obtaining, within a period equal to or less than two years, the liquidation of their pension rights at the maximum rate defined in I of Article L. 13 of the Civil and Military Pension Code may be granted an exceptional extension of detachment in the same employment for a maximum of two years. The same applies to those who are two years or less of the age limit applicable to them.
Amended Decree No. 92-668 of 13 July 1992 establishing statutory provisions for the employment of Regional Centre Director of Academic and Academic Works is repealed.
The Minister of Budget, Public Accounts, Public Service and State Reform and the Minister of Higher Education and Research are responsible, each with respect to him, for the execution of this decree, which will be published in the Official Journal of the French Republic.
