Considering the advice of the Central Joint Technical Committee of the National Institute of Preventive Archaeological Research dated November 26, 2009,
Stop:
It is established with the president of the National Institute of Preventive Archaeological Research a central technical committee having competence to know, in accordance with the provisions of Title III of the Decree of 28 May 1982 on the technical committees of parity, of all matters relevant to all the central and decentralized services of the National Institute of Preventive Archaeological Research.
The composition of the Central Joint Technical Committee is determined as follows:
- the representatives of the administration: ten incumbent members and ten alternate members appointed in accordance with the provisions of Article 7 of the Decree of 28 May 1982 on the technical committees of parity;
staff representatives: ten incumbent members and ten alternate members appointed in accordance with the provisions of articles 8 and 11 of the Decree of 28 May 1982 on the Joint Technical Committees.
A special parity technical committee is established with each interregional director of the National Institute for Preventive Archaeological Research listed below and with the Director General for Headquarters Services. These committees are competent to deal with matters of concern exclusively to the management to which they are established, or central offices to the headquarters. Their composition is as follows:

A central hygiene and security committee is established to assist the central technical committee of the National Institute for Preventive Archaeological Research. This committee is competent for the examination of hygiene and safety issues relating to the officers performing their duties at the headquarters and in the deconcentrated services of the Institute.
This committee is composed as follows:
- the representatives of the administration: 5 incumbent members and 5 alternate members;
staff representatives: 7 incumbent members and 7 alternate members.
A special hygiene and security committee shall be established with each special parity technical committee referred to in Article 3, which shall be responsible for matters relating to hygiene and security exclusively to the officers performing their duties in the services concerned:
― parity technical committee of the headquarters of the National Institute of Preventive Archaeological Research;
• Joint technical committee of the Interregional Directorate Centre - Ile-de-France of the National Institute of Preventive Archaeological Research;
– Joint Technical Committee of the Grand Est-Nord Interregional Directorate of the National Institute of Preventive Archaeological Research;
– Joint technical committee of the Grand Est-Sud interregional management of the National Institute of Preventive Archaeological Research;
– Joint Technical Committee of the Grand West Interregional Directorate of the National Institute of Preventive Archaeological Research;
– Joint technical committee of the Grand Sud-Ouest Interregional Directorate of the National Institute of Preventive Archaeological Research;
– Joint technical committee of the Mediterranean interregional management of the National Institute of Preventive Archaeological Research;
– Joint Technical Committee of the North Picardy Interregional Directorate of the National Institute of Preventive Archaeological Research;
― technical committee of the Rhone-Alpes interregional management - Auvergne of the National Institute of Preventive Archaeological Research.
These committees are composed as follows:
- the representatives of the administration: 3 incumbent members and 3 alternate members;
staff representatives: 5 incumbent members and 5 alternate members.
The distribution of seats to the bodies created by sections 1 to 5, as well as the special absence authorizations and the discharging quotas of service activity pursuant to articles 14 and 16 of the decree of 28 May 1982 referred to above on the exercise of the right to organize in the public service are appreciated in the light of the results of the general consultation of the staff provided for in the above-mentioned Order of December 18, 2009, holding a general consultation at the Ministry of Culture and Communication.
This consultation is organized at the level of the Ministry of Culture and Communication and under the conditions set out in the above-mentioned Order.
By derogation from Article 3 of the above-mentioned Order of 18 December 2009 organizing a general consultation with the Ministry of Culture and Communication, are electors for the consultation organized at the National Institute of Preventive Archaeological Research the agents in one of the following situations at the closing date of the electoral lists:
- the incumbent and interns staff assigned to the institution, in an activity position, on parental leave or parental presence;
- the contractual agents of the establishment recruited for an indeterminate period of activity, on leave for personal research, parental leave or parental presence;
- officials in a detachment position at the institution or made available to the public institution;
- non-public and private law officers in office in the establishment on the date of the election, recruited on a temporary basis for a period equal to or greater than ten months after the closing date of the electoral lists. In addition, electors are non-registrants recruited for a specified period of ten months or more seniority at the closing date of the lists of electors, which may be obtained by cumulative periods over the eighteen months preceding the closing of the lists of electors;
– Officers recruited by an activity contract provided by the decree of 1 December 2009 referred to above, depending on the establishment on the date of the election, engaged for a period greater than or equal to ten months or that accumulate ten months of effective activity on the closing date of the lists of electors. This seniority can be obtained by cumulative periods under different contracts within INRAP over the eighteen months preceding the closing of the electoral lists.
Other organizational arrangements are those set out in the December 18, 2009 Order organizing the general consultation with the department.
The Order of 12 September 2000 on the Joint Technical Committees of the Ministry of Culture and the Order of 6 August 2002 establishing a Central Hygiene and Safety Committee at the National Institute of Preventive Archaeological Research are repealed.
The Director General of the National Institute for Preventive Archaeological Research is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
