In view of the amended decision No. 2003-306 of 10 June 2003 supplementing the decision to extend No. 2001-578 of 20 November 2001 and authorizing the Métropole Télévision company to use a radio resource for the complete and simultaneous recovery in digital mode of the national television service broadcast by terrestrial radio station known as M6;
In light of amended decision No. 2003-308 of 10 June 2003 authorizing the NT1 company to use a radio resource for the operation of a national television service broadcast in a clear air by terrestrial microwave in a digital mode called NT1;
Having regard to Decision No. 2003-310 of 10 June 2003, as amended, authorizing the EDI TV company to use a radio resource for the operation of a national television service broadcast by terrestrial microwave in digital mode called W9;
Having regard to Decision No. 2003-317 of 10 June 2003, as amended, authorizing the company Paris Première to use a radio resource for the operation of a national television service broadcast under the condition of access by terrestrial microwave in digital mode called Paris Première;
Having regard to Decision No. 2003-547 of 21 October 2003, as amended, authorizing the Multix Corporation R 4 (MULTI 4) to use a radio resource for the multiplexing of the programs of terrestrial microwave television service publishers in digital mode of the R 4 network;
In view of Decision No. 2005-893 of 3 November 2005 authorizing the Hertzian Download Association to use a radio resource for the operation of an terrestrial microwave electronic communications service in digital mode;
Having regard to decision No. 2008-426 of 6 May 2008 attributing to Arte France a radio-electric resource for the broadcast by terrestrial air in digital mode and in high definition of the national television service called Arte HD;
In view of Decision No. 2008-1076 of 16 December 2008 amending and supplementing Decision No. 2004-250 of 8 June 2004 and fixing the schedule for the commissioning of frequencies assigned to national television services broadcast by terrestrial air in digital mode;
In view of Decision No. 2009-585 of 15 September 2009, setting the date for the Ile-de-France to stop the analog broadcast on 8 March 2011;
Considering that Article 99 of the Act of 30 September 1986 provides that the Conseil supérieur de l'audiovisuel may, as soon as the analog broadcast stops, immediately substitute for an area the frequencies made available by extinction to the frequencies previously used, in accordance with the guidelines of the national analog and switching to the digital, in order to allow the transfer of services already broadcast in terrestrial digital television of the frequencies assigned to the

Decides:
Annexes I and II to this decision supplement Annex I to the above-mentioned Decisions 2003-306, 2003-308, 2003-310, 2003-317 of 10 June 2003 and 2008-426 of 6 May 2008 as well as Annex I to decision No. 2003-547 of 21 October 2003 referred to above.
The broadcast of national television programming authorized by the above-mentioned decisions of 10 June 2003 and 21 October 2003 will begin by 20 October 2010 on the areas listed in annex I.
The broadcast of broadcasts of national television services authorized by the decisions of 10 June 2003, 21 October 2003 and 19 July 2005 will begin on 8 March 2011 on the areas listed in annex II.
Annexes III and IV to this decision amend Appendix I to above-mentioned Decisions 2003-306, 2003-308, 2003-310, 2003-317 of 10 June 2003 and 2008-426 of 6 May 2008 as well as Appendix I to Decision No. 2003-547 of 21 October 2003 referred to as 8 March 2011.
The authorized multiplex operator must submit to the approval of the Audiovisual High Council, by 29 January 2010, the emission sites using the frequencies assigned to it to cover the areas listed in Appendix III, as well as the technical characteristics relating to the altitude of the emission antennas and the apparent radiated power (ERP).
The authorized multiplex operator must submit to the approval of the Audiovisual High Council, by 21 April 2010, the emission sites using the frequencies that were assigned to it to cover the areas referred to in Appendices I, II and IV, as well as the technical characteristics regarding the altitude of the emission antennas and the apparent radiated power (ERP).
This decision will be notified to the R 4 network's program publishers as well as to the R 4 Multiplex Operating Corporation (MULTI 4) and published in the Official Journal of the French Republic.
