Order of December 28, 2009 setting out the terms and conditions for organizing the certificate of fitness examinations as Senior Education Advisor

The external competition, the internal competition and the third competitive examination for senior education advisors to obtain the certificate of fitness for the functions of principal education advisor, established by the decree of 12 August 1970 referred to aboveshall be organized in accordance with the provisions of this Decree.

The number of places offered to the external, internal and, where applicable, the third competition, and the closing date of the registration registers are fixed by order of the Minister responsible for education, after the Minister responsible for the public service, in accordance with the conditions established by the Minister responsible for educationarticle 2 of the decree of 19 October 2004 referred to above.
The opening date of the sessions, the terms and conditions of registration and the centres in which the tests are undergoing are fixed by order of the Minister responsible for education. Applicants are required to register under the conditions and time limits set by these Orders.

The external competition includes two eligibility tests and two admission tests. These tests are assigned to coefficient 3.

The internal competition includes an eligibility test and an admission test. These tests are assigned to coefficient 2.

The third competition includes an eligibility test and an admission test.
The eligibility test and the admission test are constituted respectively by the second eligibility test and the second external competition admission test. The coefficient assigned to each of the tests is that of the corresponding test of the external competition.

The description of each of the external and internal examinations and the third competition is set out in annexes I, II and III to this Order.

A jury is established for each external, internal and third competition. However, a jury may be common to the external competition and the third competition.

Each jury includes a chair and, as appropriate, one or more vice-presidents appointed by the Minister of Education, on the proposal of the Director of Teachers' Staff. They are selected from the members of the bodies of the general inspections under the Minister of Education, the regional academy inspectors and educational inspectors and the teachers-researchers.

The members of the jury, appointed by the Minister responsible for education, are selected, on the proposal of the president, from among the inspectors general of national education, the inspectors of academies- regional educational inspectors of the specialty "institutions and school life", the members of the teachers of higher education, the management of educational institutions or training under the Minister responsible for education, the certified teachers,
Juries may also include persons chosen according to their specific skills.

When the chair of the jury is unable to continue his or her mission, a vice-president or other member of the jury belonging to one of the categories of officers referred to in section 8 shall be appointed without delay by the Minister on the proposal of the director for teachers to replace him.

The chair, vice-chairs or members of the jury may not participate in more than four consecutive sessions. On an exceptional basis, their mandate may be extended for one session.

The subjects of the written examinations are chosen by the Minister for Education on the proposal of the President of the jury.

When the jury is in groups of examiners, each group includes at least two examiners, without being able to exceed three examiners on average for all groups of this jury. For the same test, each group consists of the same number of examiners throughout the session.

The tests are rated from 0 to 20. For all tests, the zero mark is eliminated. When a test has multiple parts, the zero rating obtained from either of the parties is eliminated.

The failure to participate in a trial or part of a trial, to present itself late after the opening of the envelopes containing the subjects, to render a blank copy, to omit to render the copy at the end of the trial, not to respect the choices made at the time of registration or not to hand over to the jury a record or report or any document to be provided by the candidate within the time and in the manner prescribed for elimination of the contest

Written examinations of candidates are made anonymous before being subjected to a double correction.
Following the completion of the proof of eligibility, the jury, after deliberation, sets out the list of candidates admitted to the examinations.
The anonymity of the trials is only lifted after the jury's deliberation. At the end of the admission examinations and after deliberation, the jury, depending on the total number of points that the candidates obtained at all the two rounds of tests and within the limits of the contested places, sets out in order of merit the list of candidates he proposes to the Minister responsible for education for admission to the contest.
The Minister for Education, in order of merit, determines the list of candidates declared admitted to the competition.

If several candidates have obtained the same number of points, they are departed as follows when the admission list is established:
1° For the external contest:
Priority is given to the one who obtained the highest rating at the first admission test; in the event of equality of points at the first admission test, the priority is given to the candidate who obtained the best score at the first written eligibility test; if equality remains, they are departed by the best score obtained in the second eligibility test.
2° For the internal competition and the third competition:
The priority is given to the one who obtained the highest rating in the admission test.

In the tests, candidates are prohibited:
1° Introduce any document, note or material not authorized by the jury of the contest;
2° To communicate with each other or receive information from the outside;
3° To leave the room without authorization from the responsible supervisor and without being accompanied by another supervisor;
4° To disrupt by their behaviour the proper conduct of the trials.
Applicants must lend themselves to the necessary monitoring and verification.

Any infringement of the regulations, fraud or attempted fraud that has been duly recognized results in the exclusion of the contest, without prejudice to the application, if any, of the criminal provisions provided for in the Act of 23 December 1901 punishing fraud in public examinations and examinations and the possible disciplinary penalty if the candidate is already in the service of an administration. The same measure may be taken against the accomplices of the main perpetrator of fraud or attempted fraud.
No immediate sanction is taken in the event of a flagrant offence. The responsible supervisor shall prepare a report that the academy rector shall transmit to the Minister for Education.
No decision can be made without the individual being summoned and put in a position to present his defence.
The exclusion of the contest is pronounced by the Minister responsible for education, on the proposal of the president of the jury
The reasoned decision is notified without delay to the person concerned by registered letter with acknowledgement of receipt.

Any suspicious copy appearing in the course of correction is reported by the corrector to the president of the jury. In the event of a recognized fraud, the author is excluded from the competition under the conditions set out in the last three paragraphs of Article 19.

The decision of 15 July 1993 setting out the modalities for organizing the external competition, the internal competition and the third recruitment examination in the body of the principal education advisors is repealed.

    A N N E X E I
    OVERVIEW OF THE EXTERNAL CONCOURT OF THE
    TO THE PRINCIPAL EDUCATION COUNCIL FUNCTIONS


    An indicative bibliography designed to deepen the topics covered by the contest is published in the National Education Bulletin and periodically updated.


    A. ― Written proof of eligibility


    1° Dissertation on one or more questions relating to youth education and training:
    The event draws on the knowledge gained in the human sciences, history and sociology of education, in the psychology of the child and the adolescent, in the philosophy of education and pedagogy. It also takes into account the knowledge that candidates have of the major issues of education and changes in the education system.
    Duration: five hours; coefficient 3.
    2° Composition :
    From a file composed of recent documents, various origins and statutes, including legal, administrative, educational or educational nature, the test allows to appreciate the knowledge of candidates:
    - on the educational system, its administrative and educational organization, its functioning and its evolution;
    – on the functioning of a second-degree school, as well as on the administrative and legal aspects of school life, the procedures and the issues of orientation, the teaching questions.
    It also aims to measure the relevance of the design of candidates for the function of primary education advisor, its educational responsibilities and its positioning in and out of the school, particularly in the field of school life management, the implementation of the school life project and the control of regulatory and mediation functions in the institution.
    Duration: five hours; coefficient 3.


    B. ― Oral Intake Tests


    1° Maintenance test with the jury:
    Preparation duration: two hours; duration of the test: forty minutes (exposed: fifteen minutes; interview with the jury: 25 minutes; coefficient 3.
    The trial is based on a document from one to three pages, proposed by the jury, from a source and of a variety of nature (studies, research, official texts, etc.) and on a major issue of general educational policy.
    She has a presentation followed by an interview with the jury.
    The candidate must demonstrate that he has reflected on the civic and social dimension of the teaching and professional activity professions he or she wishes to practise, that he or she measures the purposes and issues of education and the role of Senior Education Advisor in a local public educational institution.
    During the interview, the candidate will be able to report on his or her experience in the field of education in the school or in another context.
    2° Test on file:
    Test with two parts. 14 points are assigned to the first part and 6 points to the second. Preparation duration: three hours; total duration of the test: one hour; coefficient 3.
    Part 1: Support of a file, followed by an interview with the jury (presentation not exceeding twenty minutes; interview with the jury: 20 minutes.
    The first part of the trial is based on a file not exceeding eight pages, relating to a concrete professional situation that is a senior education advisor, followed by an interview with the jury.
    It is intended to assess the candidate's ability to analyze a situation involving, inter alia, the education of one or more students, a class, a level, etc., to identify a problem, formulate assumptions and propose relevant modalities of action.
    It allows to measure the candidate's ability to analyze and manage practical situations and to assess his or her sense of responsibility. It assesses its ability to advise the head of institution in the development of an educational policy or educational action.
    It also aims to appreciate, through its proposals for action, the good knowledge that the candidate has of the educational system, the institution and the missions of the actors of the school life.
    The jury will appreciate the candidate's ability to argue and support the proposals and initiatives he intends to promote.
    Part two: questioning on the jurisdiction "to act as a state official and ethically and responsibly" (presentation not exceeding ten minutes; interview with the jury: ten minutes.
    The candidate answers a question for ten minutes, from a document included in the file that was given to him at the beginning of the test, for which he prepared the response elements during the preparation time of the test. The issue and the document relate to the topics grouped around the knowledge, abilities and attitudes defined, for the above-mentioned jurisdiction, in item 3 "the professional skills of the masters" of the appendix to the Order of 19 December 2006.
    The presentation continues with an interview with the jury for ten minutes.

    OVERVIEW OF THE INTERNAL CONCOURT OF THE
    TO THE PRINCIPAL EDUCATION COUNCIL FUNCTIONS
    A. ― Written proof of eligibility


    At the choice of the jury, comment (from one or more texts) or essay. This event focuses on major educational and educational problems, the organization of the educational system and the issues and training of young people (duration: four hours); coefficient 2).


    B. ― Oral Intake Tests


    An analysis of a situation of education in a secondary school or professional documents. This trial includes a presentation followed by an interview with the jury. It supports the choice of candidate formulated during registration:
    either on a file developed by the candidate with four to six educational situations observed in college or high school. The jury chooses to question the candidate on one or more of these situations. The typing file shall not exceed thirty pages, including annexes. In addition, a dactylographed summary sheet of a maximum recto page, by observed situation. The file and the fact sheets do not give rise to notation, only the presentation and maintenance are noted;
    either on a file proposed by the jury, in relation to educational and educational problems in secondary schools.
    Preparation duration: two hours; duration of the test: one hour (exposed: twenty minutes maximum); maintenance: up to forty minutes; coefficient: 2.
    The written proof of eligibility and the oral admission test draw on knowledge that includes a bibliography published in the Official Bulletin of National Education and Renewable partially every year.
    Language proficiency, written or oral, is taken into account in the rating of each of the two contests.

    Second external competition admission test (coefficient 3).
    The admission test must also allow the candidate to demonstrate that he or she has reflected on the contribution that his or her professional experience constitutes for the exercise of his or her future profession and in his or her relations with the school institution, integrating and enhancing the achievements of his or her professional experience and knowledge in his answers to the questions of the jury.
