The training of bridge, water and forest engineers is organized within the framework of the Institut des sciences et technologies de Paris (ParisTech) jointly by the Ecole nationale des ponts et chemins and by the Ecole nationale du ingénieurs rural, des eaux et des forêts de l'Institut des sciences et industries du vivre et de l'environnement (AgroParisTech).
The two schools define, within the framework of a cooperation agreement, the shared objectives and missions as well as the means shared to organize this training. This convention specifies the role, in particular regarding the administrative allocation and management of student engineers, that they wish to entrust to the Institut des sciences et technologies de Paris (ParisTech) for this cooperation in accordance with the provisions specific to the joint projects provided for in Article 3, 5° of the annex to the above-mentioned decree of 21 March 2007.
Training is provided for a maximum of two years of schooling. One of these years is the achievement of an engineering degree, or an equivalent degree, in at least one of the areas of statutory competence of the body of bridge, water and forest engineers. When the student engineer, during his appointment in this capacity, holds such a degree, he may be exempted from this training year.
The other year, through a graduate training, aims to prepare the student engineer for his first position as a bridge, water and forest engineer. Tuition can be adapted, especially to promote the preparation of a doctorate.
This school is based mainly on the training provided jointly or not by the Ecole nationale des ponts et chemins, the Institut des sciences et industries du vivre et de l'environnement (AgroParisTech) and its internal school.
Trainings authorized to receive student engineers must comply with the terms of reference annexed to this Order.
An individualized training course describing the courses to be followed and the diplomas to be acquired is developed for each student engineer. It takes into account its professional project and the profiles desired by employers departments. It indicates the length of schooling. He's revisable. This individualized training course as well as the individualized accompanying device defined in Article 6 are validated by the guidance and validation committee provided for in Article 5. When the tuition is adapted to prepare a doctorate, it indicates the conditions under which the courses provided for in section 2.
For the same promotion, all individualized training courses take into account the needs expressed by the ministries responsible for sustainable development and agriculture.
After graduating, schooling can be supplemented by continuing education in accordance with decree of 15 October 2007 referred to above. The training course indicates that if applicable.
Winners of the internal professional competition 3° of Article 5 of the decree of 10 September 2009 referred to above must successfully complete, prior to their titularization in the body, a training course. This course consists of a graduate training in preparation for the appointment of a bridge, water and forest engineer, in accordance with the terms of reference annexed to this Order, issued by the National School of Bridges and Roads or the Institute of Living and Environment Sciences and Industries (AgroParisTech) or its internal school. This training is for a maximum of one year, except where the development internship project, after validation by the guidance and validation committee, warrants an additional period.
The steering and validation committee for the training of bridge, water and forestry engineers is composed of the president of the Institute of Science and Technology of Paris (ParisTech) or his representative, the director of the National School of Bridges and Roads or his representative, the director general of the Institute of Science and Industries of Living and the Environment (AgroParisTech) or his representative in the school
The chair of the committee is appointed by a joint order of the Minister for Sustainable Development and the Minister for Agriculture.
The committee is valid:
1° Compliance with the specifications of the training courses proposed by the Ecole nationale des ponts et chemins and by the Institut des sciences et industries du vivre et de l'environnement (AgroParisTech) by awarding a label "training de les ingénieurs des ponts, des eaux et des forêts";
2° The individualized course of training of each student engineer and the project for each recipient of the internal professional examination;
3° The tuition, within the meaning of this decree, of the engineers-students, prior to their titularization in the body of the engineers of bridges, waters and forests, as well as the training course carried out by the laureates of the internal professional competition;
4° Admission to doctoral training, after advice from a commission whose mission and composition are determined by joint decision of the Minister for Sustainable Development and the Minister for Agriculture.
The Ecole nationale des ponts et chemins and the Institut des sciences et industries du vivre et de l'environnement (AgroParisTech) set up, in conjunction with the commission provided for in Article 5, an individualized support system for student engineers, bridge engineers, water and forests and recipients of the internal examination preparing a PhD.
This Order applies from the year 2010 to the student engineers recruited under section 5 (1°) of the above-mentioned Decree of 10 September 2009 and to the winners of the internal competitive examination.
As a transitional measure, the student engineers recruited by the competitions opened in 2008 and 2009 for access to the body of the rural engineering engineers, the water and the forests begin or continue their schooling in AgroParisTech-ENGREF in accordance with the modalities for the training of rural engineers, water and forests. Similarly, students recruited by the competitions opened in 2007, 2008 and 2009 for access to the body of bridge engineers and pavements start up or continue their schooling at the national school of bridges and pavements in accordance with the modalities for the training of bridge and pavement student engineers. For these students, joint training modules are implemented in the current training cycles at the initiative of the Chair of the Guidance and Validation Board.
The present order will be issued in the Official Journal of the French Republic.

CAHIER DES CHARGES RELATIF À LA FORMATION DES INGÉNIEURS-ÉLÈVES DES PONTS, DES EAUX ET DES FORÊTS ET AU STAGE DE PERFECTIONNEMENT ORGANIZÉ POUR LES LAURÉATS DU CONCOURS INTERNE à CARACTÈS PROFESSIONNEL EN VUE DE L'ACCÈS aux GRADE D'INGÉNIEUR DES PONTS
This Terms of Reference sets out the framework for the training received by the student engineers of bridges, waters and forests and that of the training course organized for the winners of the internal professional competition for access to the grade of engineer of bridges, waters and forests.
1. Context
Deck, water and forest engineers are called upon to participate in the design, development, implementation and evaluation of public policies in a variety of fields: climate, energy demand, landscaping and sustainable development, housing, city, transport, agricultural and forestry production and development, management and conservation of land and marine resources, food and agro-industry.
In these areas, they are designed to perform various functions of senior management and leadership, control and expertise, inspection and evaluation of public policies, teaching and research, including in international companies and organizations.
2. Strategic directions
The purpose of the training is to enable bridge, water and forest engineers to perform these functions in the best possible conditions. It must facilitate a diversified career development in particular in State administrations, in its public institutions, in the territorial authorities and in international intergovernmental organizations.
The level of responsibilities assigned to bridge, water and forest engineers, as well as the issues they face, lead to consideration of the progressive generalization of obtaining the doctor's title, in the sense of Decree No. 2002-481 of 8 April 2002 relating to university degrees and titles and national degrees.
The training aims to add to the skills acquired in engineering or equivalent scientific trainings, knowledge on public policies and action, in economics, in law, in sociology of organizations and in management. Depending on the individualized training course envisaged or the development internship project, this training may be extended or replaced by additional training through research to obtain the degree of doctor, particularly in the first occupied position.
3. Training objectives
Based on the trainings followed by the engineer-students prior to their appointment in this capacity and by the winners of the internal professional competition, the proposed training, including for those engaged in a doctoral training, must be complementary to the following:
― access to a common culture for all body engineers, in the diversity of training courses;
– preparing for the leadership and project leadership functions, focusing on the engineering of complex systems and living environments, the economy and public action in the areas of sustainable development; this preparation can be strengthened in continuous training;
– a European and international openness, both in terms of education and in recognition of diplomas;
– a knowledge of the company.
4. Training
4.1. Training leading to an engineering degree
in a field of specialization or deepening
These trainings, at the M2 level, must allow the student engineer to master the scientific and technical issues specific to one or more of the following major areas of action:
1° The climate;
2° Energy demand;
3° The development and sustainable development of the territories;
4° Housing and the city;
5° Transport;
6° Agricultural and forestry development;
7° Management and preservation of terrestrial and marine natural resources and spaces;
8° Food and agribusiness.
They include a completion project of a minimum of twelve weeks, which, if any, is placed as part of the courses provided for in the following paragraph, allowing student engineers to obtain an engineering degree from the National School of Bridges and Grounds or the Institute of Living and Environment Sciences and Industries (AgroParisTech), or an equivalent degree.
4.2. Trainings preparing for the first position of engineer
bridges, waters and forests
These courses are designed on a common basis for all student engineers and recipients of the internal professional competition. They adhere to the criteria for consistency related to the uniqueness of the body and the diversity of the professions:
- one or more open and professionalization courses carried out in a company, administration or research laboratory;
– a period of preparation for the first jobs including the acquisition of the knowledge necessary for the professional action of senior managers in charge of the development and implementation of public policies (right, management, finance...);
― an opening to the various specialties by interdisciplinary fieldwork gathering engineers-students around subjects from institutional orders;
– training and timing sequences shared with all student engineers and recipients of the internal professional competition to strengthen the common culture of the same promotion.5. Evaluation, revision
An internal evaluation of the trainings provided and their adequacy to the needs expressed by the departments is carried out each year, using, inter alia, existing academic evaluation mechanisms within the two schools. This evaluation is presented to the guidance and validation committee.
