Decrete:
Resolution MSC.142 (77) (annex 2) on the adoption of amendments to the 1974 International Convention for the Protection of Human Life at Sea, as amended (as a whole an annex), adopted in London on 5 June 2003, will be published in the Official Journal of the French Republic.
The Prime Minister and the Minister for Foreign and European Affairs are responsible for the execution of this decree, which will be published in the Official Journal of the French Republic.

(ANNEXE 2) RELATING TO THE ADOPTION OF AMENDMENTS TO THE 1974 INTERNATIONAL CONVENTION ON THE SAUVEGARD OF THE VIE HUMAINE IN MER, TALK OF MODIFIED (ENSEMBLE ANNEX)
THE COMMITTEE ON MARITIME SECURITY,
RECALLING Article 28 (b) of the Convention establishing the International Maritime Organization, which deals with the functions of the Committee,
REPLYING Article VIII (b) of the 1974 International Convention for the Protection of Human Life at Sea (SOLAS Convention), below referred to as the "Convention", relating to the amending procedures applicable to the Annex to the Convention, excluding Chapter I,
EXAMINated YANT, at its seventy-seventh session, the amendments to the Convention that had been proposed and circulated in accordance with Article VIII (b) (i) of that Convention,
1. ADOPTE, in accordance with Article VIII (b) (iv) of the Convention, the amendments to the Convention annexed to the present resolution;
2. DECIDE, in accordance with Article VIII (b) (vi) (2) (b) of the Convention, that these amendments shall be deemed to have been accepted on 1 January 2006 unless, before that date, more than one third of the Contracting Governments to the Convention, or of the Contracting Governments whose merchant fleets total 50 per cent or more of the gross tonnage of the world fleet of trade ships, have not notified that they raise such amendments;
3. INVITES the Contracting Governments to the SOLAS Convention to note that, in accordance with Article VIII (b) (vii)(2) of the Convention, the amendments shall enter into force on 1 January 2006 when they have been accepted under the conditions specified in paragraph 2 above;
4. Requests the Secretary-General, in accordance with Article VIII (b) (v) of the Convention, to transmit certified copies of this resolution and the text of the amendments annexed to it to all Contracting Governments to the Convention;
5. REQUESTS the Secretary-General to provide copies of this resolution and its annex to the Members of the Organization who are not Contracting Governments to the Convention.

Rule 2
Definitions
1. Insert, after current paragraph 3, the following new paragraph 4:
“4. The length of a vessel is the length of a vessel. »

2. Replace the current text of the introduction in paragraph 1 with the following text:
“1. Ships with a length, as defined in Rule 2.4, of not less than 55 metres, built on or after July 1, 1998 shall meet the following requirements: »
Rule 28
Register of navigational activities
3. Amend the title of this rule to read as follows:
"Registration of navigation activities and daily records".
4. Number the current paragraph, which becomes paragraph 1.
5. The following new paragraph 2 is added following paragraph 1:
“2. Each vessel of a gross tonnage equal to or greater than 500, which conducts international travel of more than 48 hours, shall submit a daily report to its company, as defined in Chapter IX, Rule 1, which shall keep it for the duration of the voyage, as well as all subsequent daily records. Daily records may be transmitted by any means, provided that they are transmitted to the company as soon as possible in practice after the position indicated in the record has been determined. Automated reporting systems may be used, provided that they have a recording function of their transmission and that these functions and interfaces with the position determination equipment are subject to regular verification by the vessel master. The record must contain the following:
1. Position of the vessel;
2. Cap and speed of the vessel; and
3. Details of any external or internal conditions that have an impact on the vessel's journey or normal operation under security conditions. »
