The duration of the initial training of senior technicians in civil aviation studies and operations (TSEEAC) is two years. This multi-disciplinary training includes a period of schooling provided by the National Civil Aviation School (ENAC) and a period of training conducted in the Civil Aviation Branch (DGAC).

The arrangements for the organization of the initial training of TSEEAC are set out in the annex to this Order. They are detailed in a circular from the Air Navigation Services Directorate (NADS) and detailed in the ENAC Teaching Plan.

During the second year of training, the NSSD presents a list of positions to ENAC for the pre-assignment of trainees to all services of the CARs. Only trainees who meet the requirements for the issuance of the intern air traffic controller licence, the two aerodrome control qualifications and language references can choose an aerodrome controller position.

The control of the knowledge acquired during this initial training is organized in accordance with the provisions contained in the ENAC school regulations.
The results obtained condition the securitization of trainees in the body of the TSEEAC, provided that they meet the conditions defined by the decree of 27 March 1993 referred to above.
In the event of insufficient results, the ENAC school jury sets the conditions for the continuation of the school. The extension of the training time resulting from additional education cannot exceed one year.

The Director of the National Civil Aviation School and the Director of Air Navigation Services are responsible, each with respect to him, for the execution of this Order, which will be published in the Official Journal of the French Republic.

    A N N E X E

    RELATING TO HUMANITARIAN MODALITIES
    OF THE SUPER TECHNICIANS OF THE STUDIES AND EXPLOITATION OF CIVILE AVIATION (TSEEAC)


    1. Initial training content:
    This training includes general teachings in mathematics and computer science, as well as teachings in professional fields: air navigation, air traffic control, airports, aerotechnic, avionics, safety, meteorology, telecommunications, radionavigation, aviation information, air transportation, air operations and sustainable development. It also includes training in English that allows the student to consider reaching the level of English B2 "university" of the Common European Framework of Reference for Languages (CECR).
    First year of training:
    The student TSEEAC benefits:
    - general education including courses, lectures and practical work on general and technical knowledge materials;
    - training in air, theoretical and practical simulator control, and a theoretical and practical awareness of road control, whose content is defined in conjunction with the direction of air navigation services, in accordance with community requirements;
    - an English language training, which meets the requirement to obtain the required language reference for the community air traffic controller licence.
    Second year of training:
    In the first part of the training, the TSEEAC intern benefits:
    - general education including courses, lectures and practical work on general and technical knowledge materials;
    - a training in air, theoretical and practical simulator control, including a theoretical and practical non-skilling training in approach control, whose content is defined in conjunction with the direction of air navigation services, in accordance with community requirements;
    – an English language training that meets the requirement to obtain the required language reference for the community air traffic controller licence.
    It carries out a technical project from general lessons and professional fields.
    At the end of this first part of training, the TSEEAC trainee passes a mandatory test to demonstrate a minimum level 4 required for the delivery of the English language statement in accordance with the provisions of the above-mentioned October 22, 2007.
    The DGAC service in which the trainee is pre-assigned offers ENAC a subject of memory and appoints a master of memory. The intern TSEEAC is aware of its subject matter of memory.
    The TSEEAC trainee pre-assigned to an aerodrome controller position has an individual training plan in English (PIFA).
    In the second part of the training, the TSEEAC trainee conducts his completion course in his pre-assignment service. He assures the support of his memory.
    In addition, in the course of initial training, visits to services of the DGAC are organized.

    2. Training roll.
    At the end of the first year, the student of TSEEAC who met the conditions mentioned in the tuition regulations continued to attend school in the second year.
    In the second year:
    Upon completion of the first part of the training, the TSEEAC trainee who has met the conditions mentioned in the tuition regulations continues to attend school.
    It is then pre-assigned into one of the services of DGAC in accordance with the provisions of Article 3 of this Order. The TSEEAC trainee retained on an aerodrome controller position shall, upon arrival, benefit from an individual English-language training plan (PIFA) developed by its pre-assignment service under the conditions referred to in section 3 of Circular DSNA/D No. 080547 of 17 April 2008 relating to the English-language proficiency assessment procedure of holders of an air traffic controller licence.
    In the second part of the training, the TSEEAC trainee conducts his graduate course in the DGAC service where he is pre-assigned.
    ENAC uses the services of DGAC for visits to their facilities. In coordination with the sub-direction of human resources in the direction of the air navigation services, ENAC relies on air navigation services for summative assessments at the end of each degree of practical training in control: these services are then involved, as assessors, of TSEEAC controllers with an appropriate unit reference to the assessment and a valid instructor reference.
    At the end of its initial training, the intern TSEEAC that has met all tests and evaluations can be titularized in the body of TSEEAC.
