The nature and program of competitive examinations for the recruitment of Customs controllers and indirect duties provided for inarticle 8 of the decree of 10 April 1995 referred to above shall be determined in accordance with the following provisions.
External Competition
The external competition for the recruitment of Customs and Indirect Duties Controllers of the Trade and General Administration Control Branch under section 8 (I, 1°) of the decree of 10 April 1995 referred to above includes the following written pre-eligibility and eligibility tests and oral admission tests:
1. Pre-eligibility test
Response to multiple-choice questionnaires to verify the knowledge of candidates in the following areas: general knowledge, French, mathematics and logical reasoning (duration: 1:30; coefficient 2).
Only candidates who have obtained a total of points fixed by the jury may be admitted to the written examinations of eligibility, which may not be less than 5 out of 20.
The points obtained in this test will be taken into account for eligibility and admission.
2. Eligibility tests
Test number 1 (duration: 3 hours); coefficient 4):
Summary of a text on the economic and social issues of the contemporary world, and response to questions related to the text.
Test 2 (duration: 3 hours for options a, b, c, d and e and 5 hours for option f; coefficient 4):
Testing the candidate's choice, this choice being specified when filing the application to compete:
(a) Resolution of one or more mathematical problems;
(b) Resolution of one or more private accounting exercises;
(c) Composition on one or more topics and/or practical case of economy;
(d) Composition on one or more topics and/or practical cases of law;
(e) Composition on one or more subjects given and/or study of a documentary set of economic geography;
(f) Information technology:
1. For candidates wishing to obtain the programmer qualification: establishment of the algorithm (in the form of a flowchart) corresponding to the solution of a simple problem and writing of the corresponding requested program sequences. The programming must be carried out in an advanced language chosen by the candidate on a list set by order of the minister responsible for the budget. The test covers the program annexed to the above-mentioned 10 June 1982 decision (programmer functions);
2. For candidates who wish to obtain a degree qualification: questions to assess the candidate's computer knowledge, particularly in terms of operating methodology. The test relates to the program annexed to the above-mentioned June 10, 1982 judgment (staff function).
Test number 3 optional (duration: 1 h 30); coefficient 1): at the choice of the candidate, this choice being specified at the time of filing of the application to compete. Translation without a dictionary, except for Arabic and Chinese, of a document written in one of the following languages: German, English, Arabic, Chinese, Spanish, Italian or Russian.

The candidate establishes a record of recognition of the experience he or she gives to the organizing service on the date set out in the opening of the contest.
The record of recognition of the achievements of the professional experience as well as the help guide for filling are available on the website of the General Directorate of Customs and Indirect Rights. The file is transmitted to the jury by the competition manager after the establishment of the eligibility list (duration: 25 minutes); coefficient 8).
B. ― Candidates who have chosen the computer option to the written eligibility test #2:

Test 2 (duration: 15 minutes); coefficient 2)
Foreign language interrogation consisting in the oral translation into French of a text written in the chosen foreign language, followed by a conversation in the same language. The choice of language is specified when the application for admission is filed.
The candidates have the choice between the following languages: German, English, Arabic, Chinese, Spanish, Italian or Russian. However, this language must be different from the language that the candidate may have chosen for the optional written test No. 3 of eligibility;
Test number 3 (coefficient 1):
Test of physical exercises on speed race, background race and high jump.
The scales of this test are annexed to this Order. This test is mandatory. Any candidate who is unable to undergo either the whole or one or more of the disciplines of this test shall receive the rating of 0/20 to the disciplines or disciplines concerned.
By derogation from the above, and on the production of a medical evidence, pregnant women are given a mark equal to the national average obtained by the candidates in the competition.
The internal competition for the recruitment of Customs controllers and indirect duties of the surveillance branch provided for in section 8 (I), 2°) of the decree of 10 April 1995 referred to above includes the following written examinations of eligibility and oral examinations:
1. Eligibility tests
Test number 1 (duration: 3 hours); coefficient 5):
Analysis of an administrative file, and answering questions from this file.
Test 2 (duration: 3 hours); coefficient 5):
Testing the candidate's choice, this choice being specified when filing the application to compete:

The choice of the option to the written proof of eligibility No. 2 of the external and internal competitions and, if applicable, of the programming language for the computer test and the choice of the foreign language tests of the eligibility and admission tests (complete of the language mention) are expressed by the applicant at the time of filing his application for participation.
These choices can no longer be changed after the registration closing date.
Each of the tests is rated from 0 to 20. This note is multiplied by the corresponding coefficient provided for in previous articles. The sum of the outputs thus obtained forms the total of the candidate's points.
With regard to the optional tests, only the points obtained above 10 of 20.
Candidates with a score of less than 5 out of 20 are eliminated from one of the mandatory written and oral tests before applying the coefficients.
No one can receive the qualification of a programmer or desk if he does not get a minimum of 10 out of 20 in the written and oral proof of computer science.

The rating scales for the physical exercise test, mandatory for the external and internal competitions of the monitoring branch, are also included in the annex.
The provisions of the amended Order of January 19, 1996 setting out the nature and program of the examinations for the recruitment of customs and indirect fees are repealed from the competitions organized for the year 2010.
The provisions of this Order shall take effect for the competitions held beginning in 2010.
The Director General of Customs and Indirect Rights is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
