The internal competition on trials instituted at thearticle 4 of the decree of 1 August 1991 referred to above for the recruitment of technical advisors of social service consists of an interview with the jury to assess the personality, abilities of the candidate and his motivation and to recognize the achievements of his professional experience.
In order to conduct this interview, which has as its starting point a candidate's presentation on his professional experience, the jury has the candidate's file for recognition of the achievements of the professional experience.
The candidate shall prepare a record for recognition of the acquired experience of his or her professional experience with the entries listed in the appendix to this order that he or she shall give to the organizing service at a date fixed in the opening of the contest.
The candidate must describe two actions at most carried out as a member of the bodies of social service assistants of the state administrations or the employment framework of socio-educational territorial assistants or the body of socio-educational assistants of the public hospital service that he considers appropriate to bring to the attention of the jury (5 pages maximum type per action).
During this interview, the candidate may be questioned on questions relating to social policies, rules specific to the service, community or public institution in which he or she operates.
The jury appreciates the level and nature of the experience gained by the candidate during his career in the field of social inclusion and social engineering.
The jury assesses the candidate's professional and technical skills, as well as his or her ability to be in his or her own professional environment, particularly in the context of the Interdepartmental Register of Trades (IRME), entitled "Health and Social Inclusion Advisor".
The record of recognition of the acquired work experience attached as an annex as well as the filling guide are available on the website of the department or institution responsible for organizing the contest. The file is forwarded to the jury by the contest manager at least one month before the trial begins.
The duration of the test is forty minutes, of which not more than fifteen minutes for the candidate's presentation, and has a coefficient 2 when preceded by the eligibility test provided for in section 2 below.
At the choice of the competent authority to open the contest, an eligibility test may be organized.
This event consists in the drafting of a technical opinion with proposals from a documentary record on a social action policy (duration: 4 hours); coefficient 1).
For this trial, the documentary file cannot exceed thirty pages.
No one may be declared admitted if he obtains a grade less than 10 of 20. Only the presentation and interview with the jury give rise to notation, excluding the record of recognition of the achievements of the professional experience.
When the competitive examination has an eligibility test, candidates who have obtained a rating equal to or less than 5 out of 20 are eliminated.
An order of the interested minister(s) in the hypothesis of joint competitions sets out the composition of the jury as well as the procedure for opening the contest.
The opening date of the contest, the terms and the date of filing and closing of registration, the number of positions, the examination centre(s) shall be determined by order of the Minister or interested ministers.
The jury shall establish, in order of merit and within the limits of the places offered, the list of candidates admitted. It establishes in the same order a supplementary list.
When the competitive examination has an eligibility test, the jury lists the candidates authorized to take part in the oral admission test.
Under the same conditions, at the end of the oral admission test, the jury determines by order of merit the list of candidates definitively admitted as well as a supplementary list.
