Notice of initiation of a professional examination for access to the primary level of administration of the Ministry of Economy, Industry and Employment and the Department of Budget, Public Accounts and the Public Service

A professional examination will be organized by the management of the staff and the adaptation of the professional environment for access to the rank of the main target of administration of the Ministry of Economy, Industry and Employment and the Department of Budget, Public Accounts and the Public Service.
1. Conditions of admission to compete:
May compete:
― the administrative officers of the Ministry of Economy, Industry and Employment and the Department of Budget, Public Accounts and Public Service who have completed, by December 31, 2009, at least three years of actual service in a civil body or employment framework of category A or the same level and with at least one year of seniority in the 5th step of the rank of attaché (Article 23 of Decree No. 2005-1215 of 26 September 2005 modified;
– the members of the bodies integrated into the body of administrative assistants belonging to the grade of beginning of their original body and having completed at least four years and six months of actual service in a civil body or a frame of employment of category A or the same level and having at least one year of seniority in the 4th step and not more than one year of seniority in the 9th step (Article 29 of Decree No. 2005-1215 of 26 September 2005 ― Transitional measure applicable to candidates meeting the conditions set out above by April 12, 2009).
Note. ― Services performed as a contractual agent are not recorded as actual services in the calculation of the service time required to be tested.
2. Number of posts to be filled:
The number of positions offered for this professional review will be subject to a subsequent order by the Minister of Economy, Industry and Employment and the Minister of Budget, Public Accounts and the Public Service.
3. Date and place of testing:
The interviews will take place in Paris from September 2009.
4. Organization of the competition, nature and programme of the tests:
An order dated 12 June 2007 sets out the rules for the organization and conduct of this professional examination.
5. Registration:
The date of the termination of pre-registration on the internet or the departmental intranet, of application (the cachet of the position in question) or of the withdrawal of registration records to the field of the examinations of the management of the staff and the adaptation of the professional environment is fixed on Thursday, July 2, 2009, up to 6 p.m. (metropole time), time of rigor.
The date of the end of the confirmation of the registration on the internet or the departmental intranet, of the sending (the stamp of the position being authentic), or of the filing of the registration records in the field of the examinations of the management of the staff and the adaptation of the professional environment is fixed on Thursday, July 9, 2009, up to 6 p.m. (metropole time), deadline of rigor.
Applicants may register:
Either by teleprocedure:
―on the internet by the department portal (www.minefe.gouv.fr or www.budget.gouv.fr or www.counts-publics.gouv.fr), entries "you are an individual", "competitions and trades", "insert yourself to a contest", "DPAEP, access to registration" ;
―on intranet: Alizé, "training/concours" menu, "competitions", "registrations", "DPAEP, access to registration".
The procedure takes place in two phases, a pre-registration phase that assigns a registration number and a confidential code communicated to the candidate by post and a confirmation phase of the pre-registration using this number.
Beyond the pre-registration deadline, applicants can access the teleprocedure to modify or consult the data from their file until the closing deadline. Any modification must be the subject of a new confirmation; the last demonstration of the candidate's will is considered only valid.
Confirmation of pre-registration to a contest is mandatory. In the absence of confirmation on time, pre-registration to the contest will be deemed null and, in fact, deleted from the selection.
Paper file:
Candidates retain the option of removing a registration file by mail from the staff management and adaptation of the professional environment (human resources sub-direction, office 1C, competitive area, building Atrium, room n° 2313), 5, place des Vins-de-France, 75573 Paris Cedex 12, (telephone: 01-53-44-28-00, from 9 a.m. to 6 p.m.).
Requests for registration must be made on forms issued to this effect by the staff management and the adaptation of the professional environment.
Any file posted or filed out of time may not be considered.
This provision also applies to records that fall into the competition sector in an envelope bearing a post cachet after Thursday, July 9, 2009 or after that date in an envelope that does not contain any postmarks.
No internal teledoc consignments will be accepted.
6. Function sheet:
It is transmitted to the candidate:
― in dematerialized version on his professional box as soon as he has made a pre-registration by teleprocedure;
- in attachment attached to the paper registration file. In this case, the candidate retains the option to request the delivery of the function card in a dematerialized version on his or her professional box.
The file is to be typed in a manner and then to be printed and directed by the supervisor. It is specified that this visa should not be accompanied by any comment or assessment on the candidate.
The deadline for sending (the stamp of the position in question) or the filing of the duties sheet referred to by the supervisor in the competitions of the staff management and the adaptation of the professional environment is Thursday, July 9, 2009, up to 6 p.m. (Metropole time), time limit.
Any worksheets posted or filed out of date may not be considered.
This provision also applies to job descriptions for the competition sector in an envelope bearing a post stamp after Thursday, July 9, 2009 or after that date in an envelope not containing any post stamps.
No internal teledoc consignments will be accepted.
