Decision of 12 January 2009 organizing the South-East Civil Aviation Safety Directorate

Director of Civil Aviation Security,
Vu le Decree No. 2008-1299 of 11 December 2008 creating the Civil Aviation Security Directorate;
See?19 December 2008 organizing the Civil Aviation Safety Directorate, including its title IV;
In view of the opinion of the Technical Joint Committee placed with the South-East Civil Aviation Director of 7 November 2008, decides:

    The South-East Civil Aviation Security Directorate (DSAC-SE), headquartered in Aix-en-Provence, whose territorial jurisdiction is set out in Article 4 of the Order of 19 December 2008, includes the headquarters, three delegations and a Provence Coordination Unit.
    The French delegation is competent in the Var and the Alpes-Maritimes departments.
    The Corsica delegation is competent in the territory of Corsica.
    The delegation of Languedoc-Roussillon is competent in the region of Languedoc-Roussillon.
    The coordination unit Provence is competent for the departments of Bouches-du-Rhône, Vaucluse, Alpes-de-Haute-Provence and Hautes-Alpes.

  • TITRE II : ORGANISATION DU SIEGE DE LA DSAC SE ET DES DEPARTEMENTS Article 2


    The headquarters of the South-East Civil Aviation Safety Directorate consists of:
    – the "resource management" department (DSAC-SE/GR);
    – the monitoring and regulation department (DSAC-SE/SR).
    The Director shall:
    (DSAC-SE/DA);
    the firm (DSAC-SE/CAB)
    – responsible for quality, objective performance management and the state security program (DSAC-SE/QPS);
    – the Provence coordinator (in double administrative residence Aix-en-Provence and Marignane).

    Article 3


    The "resource management" department of DSAC-SE (DSAC-SE/GR) consists of:
    The Human Resources Subdivision (HR/RH) is responsible for:
    - the individual and collective administrative management of personnel;
    - the implementation of regional organizations for dialogue and social dialogue;
    – implementation and monitoring of archiving policy;
    - the instruction of commissioning and sworn requests;
    - the follow-up of preventive medicine and standard medicine;
    - the treatment of pensions, rents, work accidents and service accidents and medical fees.
    The Financial Subdivision (GR/FIN) which is responsible for:
    - the preparation and execution of budgets in expenses and revenues;
    - the development of the necessary elements for the exercise of management control;
    - budgetary, analytical and heritage accounting;
    managing capital assets;
    - to participate in the billing of certification and monitoring fees;
    - air training;
    – to ensure the operation of the office advances and revenues.
    The Logistics Subdivision (GR/LOG) is responsible for:
    - the management of the fleet;
    - the completion of the maintenance work for the premises of the DSAC-SE headquarters;
    – the management of the operating capacity of the DSAC-SE headquarters.
    The IT division (GR/INF) is responsible for:
    - the development of the DSAC-SE's computer and office plan and, as such, the secretariat of the computer and office committee (CIB);
    - the regional administration of national networks and the applications of DGAC;
    - the installation and maintenance of the technical means necessary for the operation of the office automation and the management of the headquarters of the DSAC-SE;
    – monitoring the permanent adequacy of means to the needs of services.
    The "resource management" department includes, in addition to the training officer, the contract and public procurement officer, the legal expert and the mission manager, the following mutualized services: the medical service, the social service assistants (GR/ASS), the regional social correspondent (GR/CSR), the security and working conditions advisor (GR/SCT) and the real estate business mission.

    The DSAC-SE (DSAC-SE/SR) monitoring and regulation department includes four divisions that provide mutual expertise:
    The Airports and Air Navigation Division (SR/ANA) includes:
    ― the Certification and Approval Subdivision (ANA/CH) which is responsible:
    - to ensure or participate in the certification of aerodrome operators and the monitoring of aerodromes and aeronautical facilities and to monitor them;
    - to ensure or participate in the registration of airfield tracks and to monitor them;
    - the maintenance and operation of the ECCAIRS database in the field of aerodrome operators and stopover assistants;
    ― the Air Navigation Monitoring Subdivision (ANA/NA) that is responsible for:
    ensuring or participating in the certification and monitoring of air navigation service providers;
    – the issuance of qualifications from AFIS agents and the monitoring of airfield flight information services (AFIS).
    In its field, the division is responsible for the organization and monitoring of actions related to the State security programme.
    It is also responsible for the monitoring of the application of safety regulations relating to the prevention of wildlife hazard and the rescue and control of aircraft fire.
    The Air Operations Division (SR/OPA), itself composed of:
    - the Air Transport Subdivision (OPA/TA) which is responsible:
    - to ensure or participate in the instruction of records and the issuance and maintenance of air carrier certificates and associated authorizations, the monitoring and monitoring of the activity of air carriers;
    ― the monitoring and technical control of companies;
    ― the "Technical Operational Control and Operational Studies" Subdivision (OPA/CT) which is responsible for:
    - technical control of aircraft operation;
    - special authorizations and performance studies related to the operation of aircraft and the use of aerodromes;
    - certifications of helicopter operators according to the rules of the "OPS 3R" document;
    - the maintenance and operation of the ECCAIRS database in the field of aircraft operators;
    - the instruction of records of violation of aircraft operating rules;
    ― the General Aviation and Air Work Subdivision (OPA/AGTA) which is responsible for:
    - the issuance of approvals and the follow-up of flight training schools;
    - the designation and follow-up of reviewers;
    - the issuance of approvals from maintenance organizations;
    the organization and management of the aeronautical theoretical and practical examinations;
    - technical supervision of general aviation and air work;
    - the issuance of ULM identification cards;
    - the investigation of the offence records of aircrew personnel and the operation of the discipline board of non-professional aircrew personnel.
    The Division also monitors the missions entrusted by the texts to the pilot inspectors. In its field, it organizes and follows actions related to the State security programme.
    The Security Division (SR/SUR) is responsible for:
    ―to administer and implement the safety control policy;
    the organization of control of the enforcement of safety measures regulations;
    - organization or participation in national and international security audits and inspections;
    - to participate or ensure the instruction, monitoring and issuance of security clearances;
    - the monitoring of the airport tax system;
    - to monitor corrective actions resulting from audits or inspections;
    - the handling of defence and civil security cases.
    The "regulation and sustainable development" (SR/RDD) division itself composed of:
    ― the "Air Transport Regulation and Studies" (RDD/RET) subdivision which is responsible for:
    - participation in general economic studies, general monitoring of the activity and evolution of air transport;
    - issues of transportation, intermodality and land use infrastructure;
    - questions relating to State aids;
    - the issuance and maintenance of prefectoral air carrier licences;
    - the preparation, monitoring and operation of air links with public service obligations;
    - issues of coordination and regulation of airport traffic;
    - questions relating to passenger rights;
    ― the "airport economic regulation" subdivision (RDD/RA) which is responsible:
    issues relating to the status and management of aerodromes, the legal control of airport operators;
    - economic advisory commissions and issues related to airport fees;
    land issues related to aerodromes and aeronautical facilities;
    - the monitoring and follow-up of the decentralization and transfer of Corsican aerodromes;
    - the development and follow-up of conventions under Article L.221 of the Civil Aviation Code;
    - the economic and financial monitoring of State airports, in support of the air transport management;
    – coordination of specialized airbase teams with airfield operators;
    ― the Air Navigation Control Subdivision (RDD/RNA) which is responsible for:
    - the instruction and issuance of exemptions to the overflight rules;
    ― the instruction of obstruction records;
    - the instruction of records of violation of air traffic rules;
    – the organization and monitoring of the consultation on the use of air space;
    ― the Planning and Sustainable Development Subdivision (RDD/DD) that is responsible for:
    - the development and monitoring of aerodrome planning and development records, including those related to environmental protection;
    - the monitoring and monitoring of the records of aeronautical and radioelectric servitudes;
    - the tracking of aerodrome creation records and other locations used by aircraft;
    - monitoring the administrative situation of aerodromes;
    - the development and monitoring of aerodrome restrictions records and the investigation of the relevant offence files;
    – the coordination of environmental records for the CSD-SE as a whole.
    The Division also provides, on behalf of the "air operations" division (SR/OPA) and the "financial" subdivision (GR/FIN), the mission for the collection, validation and monitoring of agency royalty data, as well as the role of interlocutor of the organizations responsible.
    The "monitoring and regulation" department provides its expertise as necessary to delegations and entities under the authority of the Provence coordinator.
    The "monitoring and regulation" department also has a mission manager and mission integration mission light aviation.

    Article 5


    Under the authority of the Director:
    ― the firm is responsible for assisting the Director in the organization and coordination of the activities of management bodies and services. It ensures the treatment of reserved questions and chancery. He is responsible for the management of communication actions and the animation of the network of management permanence. It is also responsible for implementing the security policy of information systems and monitoring the allocation of service housing;
    – the person responsible for the quality, the management of the performance by objectives and the state security programme is responsible for the quality approach, the coordination of the management by objectives and the coordination of the actions related to the state security programme.

  • PART III: ORGANIZATION OF DELEGATIONS Article 6


    Delegates Cote d'Azur, Corsica and Languedoc-Roussillon, as well as the coordinator Provence, are responsible by the headquarters of the South-East Civil Aviation Safety Directorate for the management of resources and technical affairs for the monitoring and regulation missions entrusted to them.
    Delegations, as well as entities under the authority of the Provence coordinator, act according to the methods and procedures defined by the DSAC-SE headquarters.
    Delegates and the coordinator Provence represent the director of the DSAC-SE in their territorial jurisdiction. They may also represent the Director for the performance of missions within the competence of the SAC-SE headquarters.
    Delegates and the Provence Coordinator are assigned their respective missions by decision of the South-East Civil Aviation Safety Director. Delegations and entities under the authority of the Provence coordinator are organized by a decision of the same authority.

    This decision will be published in the Official Journal of the French Republic.
