Decision of 12 January 2009 on the organization of the South Civil Aviation Safety Directorate

Vu le Decree No. 2008-1299 of 11 December 2008 creating the Civil Aviation Security Directorate;
See?19 December 2008 organizing the Civil Aviation Safety Directorate, including its title IV;
In view of the opinion of the Technical Joint Committee placed with the Director of Civil Aviation South of 18 December 2008,
Decides:

    The South Civil Aviation Security Directorate (DSAC-S), headquartered in Blagnac, whose territorial jurisdiction is set out in Article 4 of the above-mentioned Order of 19 December 2008, includes the seat, two delegations and a local branch.
    The Limousin delegation is competent in the territorial jurisdiction of the Limousin region.
    The delegation of Hautes-Pyrénées and Gers is competent in the territorial jurisdiction of the departments of Hautes-Pyrénées and Gers.
    The local Aveyron antenna is attached to the "monitoring and regulation" department.

  • TITRE II : ORGANISATION DU SIEGE DE LA DSAC SUD ET DES DEPARTEMENTS Article 2


    The headquarters of the South Civil Aviation Safety Directorate consists of:
    – the "resource management" department (DSAC-S/GR);
    – the monitoring and regulation department (DSAC-S/SR).
    The Director shall:
    the firm (DSAC-S/CAB)
    – the manager of the quality of objective performance management (DSAC/S/QPS);
    ― the correspondent "State Security Program";
    ―the delegate to the Midi-Pyrénées aerodromes (DSAC-S/DAA).

    Article 3


    The "resource management" department of the South DSAC (DSAC-S/GR) consists of:
    The Human Resources Division (HR/HR) is responsible for:
    - the individual and collective administrative management of personnel;
    - the implementation of regional organizations for dialogue and social dialogue;
    - training management (development and implementation of the training plan);
    – management of litigation files;
    – management of social action benefits;
    - the organization of aeronautical examinations;
    - the organization of administrative competitions;
    – the administrative management of the real estate park.
    It includes the "training" subdivision.
    The Financial Subdivision (GR/FIN) which is responsible for:
    - the preparation and execution of budgets in expenses and revenues;
    - budgetary, analytical and heritage accounting and capital management;
    - the procurement and management of public procurement;
    ― the management of advances and recipes;
    - the management of travel and mission orders;
    the implementation of management control;
    - the heritage management of buildings and functional housing;
    – the third-party benefit to the Bataillet family home.
    The Logistics Subdivision (GR/LOG) is responsible for:
    - maintenance of buildings;
    - maintenance and management of the fleet;
    – store and supply management;
    - reprography;
    – archives management.
    The "computer" Subdivision (GR/INF) which is responsible for the definition and implementation of the procurement, installation and maintenance policy of office automation equipment and associated software applications;
    The "medico-social" service that is responsible for the organization of prevention medicine and standard medicine and the implementation of the individual and collective social action of staff.
    It also includes:
    the regional social correspondent (GR/CSR);
    – the manager Cirrus;
    – the social service assistant (GR/ASS).
    The hygiene and safety unit which is responsible for the implementation of the safety and working conditions policy within the service and the secretariat of the local hygiene and safety committee.
    It also includes:
    – the safety advisor and working conditions (GR/SCT).

    Article 4


    The DSAC-S (DSAC-S/SR) monitoring and regulation department includes:
    The "airports and air navigation" (SR/ANA) division itself composed of:
    ― the "airports" subdivision (ANA/AER) which is responsible:
    - ensuring or participating in the certification of aerodrome operators and the monitoring of aerodrome operators;
    - to ensure or participate in the registration of the runways;
    - to follow up on these certificates and approvals;
    - to monitor the application of the regulations in the airport area (animal, rescue and firefighting missions, inspection of manoeuvring areas);
    - to contribute to the return of experience in the field of airfield operators and stopover assistants;
    ― Participate in updating specialized airfield emergency plans;
    – the Air Navigation Subdivision (ANA/NA) that is responsible for:
    ensuring or participating in the monitoring and certification of air navigation service providers;
    - to ensure the instruction and monitoring of administrative authorizations;
    - to organize and monitor the consultation with users on the use of air spaces;
    - approve air traffic procedures;
    – to contribute to the return of experience in the field of air navigation.
    The Air Operations Division (SR/OPA), itself composed of:
    ― the Technical Control Subdivision (OPA/CT) which is responsible:
    - to ensure or participate in the instruction of records and the issuance of air carrier certificates and associated authorizations and the monitoring of the activity of air carriers;
    - to issue and monitor the operating licences of the airlines;
    - to implement the technical control of aircraft operations;
    - to contribute to the return of experience in the field of air transport;
    - to conduct operational studies;
    - to ensure the instruction and issuance of specific authorizations;
    ― to conduct audits, assistance and advisory services to service companies in port of call.
    ― the General Aviation Subdivision (OPA/AG) which is responsible for:
    - to issue accreditation and monitor approved maintenance organizations;
    – to conduct operational studies, to instruct records for the creation of helicopter sites, private aerodromes and ULM platforms;
    - to ensure the instruction of the various authorizations and/or derogations relating to air work and to ensure oversight;
    - to ensure the identification and airworthiness records of certain aircraft;
    - to ensure the instruction of the records of air events;
    - to ensure the investigation of records of offences, incidents and accidents;
    - to ensure the operation of the discipline committee of non-professional aircrew personnel;
    ― the "Aircraft Personnel" Subdivision (OPA/PN) which is responsible for:
    ensuring the oversight of training organizations for aviation personnel;
    - to standardize and supervise instructors and examiners;
    - to conduct flight examination requests for airborne personnel and the designation of examiners;
    - to carry out operations on aeronautical titles, qualifications and associated authorizations of aircrew personnel; the organization and management of the theoretical examinations of non-professional airing personnel.
    The Security Division (SR/SUR) is responsible for:
    ― to lead dialogue between the various security actors, to disseminate international and national regulations and to prepare texts on local safety regulations;
    - to ensure the instruction and monitoring of administrative authorizations (including airport traffic titles, approvals, security program approvals);
    - to organize and participate in the monitoring of the implementation of security measures by the various actors and to coordinate the administrative sanctions mechanism;
    - to participate in and follow up on national and international audits and inspections.
    The "regulation and sustainable development" (SR/RDD) division itself composed of:
    ― the "airport regulation" subdivision (RDD/RA) which is charged:
    - to coordinate studies related to airport planning and the creation of aerodromes, excluding helicopter sites, private aerodromes and ULM platform;
    - to ensure the instruction of the records relating to the processing of obstacles;
    - to ensure airport engineering and approval of summary preliminary projects (SAPs);
    ensuring the land management of state heritage;
    ― the Sustainable Development Subdivision (RDD/DD) which is responsible for:
    - to ensure the instruction of environmental records;
    - to ensure the education of the environmental impact studies of air traffic procedures;
    ― ensuring the instruction of files submitted to the NPNC;
    – to monitor compliance with environmental rules by all actors;
    – the economic mission (RDD/ME) which is responsible:
    ― ensuring the exercise of economic regulation activities (teachers' score, connections with public service obligations, airport taxes);
    - to ensure the general monitoring of the activities and the evolution of air transportation and the accreditation of the assistance companies in port of call;
    ― the aveyronnaise antenna (SR/RDZ) is responsible for the department of Aveyron for the exercise of the missions entrusted to it by the head of the department "monitoring and regulation".

    Article 5


    Under the authority of the Director:
    ― the firm is responsible for assisting the Director in the organization and coordination of the activities of management bodies and services. It ensures the treatment of reserved questions and chancery. He is responsible for the management of the communication actions of the management permanence network. He's the defense correspondent.
    It is made up of a Chief of Staff and a Communications Officer:
    ― the manager of the quality of objective performance management is responsible for the quality approach, for the coordination of objective performance management;
    ― the correspondent "State Security Programme" in charge of the coordination of actions relating to the State Security Programme (insured function in shared with that of communication officer);
    ―the delegate to the aerodromes Midi-Pyrénées (DSAC/S/DAA) is responsible for representing the director on the aerodromes, with no DSAC-S entity located in the departments of Tarn-et-Garonne, Tarn, Lot, Ariège and Haute-Garonne (excluding Blagnac).

  • PART III: ORGANIZATION OF DELEGATIONS Article 6


    The delegations of Limousin, Hautes-Pyrénées and Gers are responsible by the headquarters of the South Civil Aviation Security Directorate for matters of general administration for the management of resources and technical affairs for the monitoring and regulation missions entrusted to them.
    These delegations act according to the methods and procedures defined by the DSAC-S headquarters.
    Delegates represent the Director of DSAC-S in their territorial jurisdiction. They may also represent the Director for the performance of missions within the competence of the SAC-S headquarters.
    Delegations are assigned their respective missions by decision of the South Civil Aviation Safety Director.
    They are organized by a decision of the same authority.
    The delegation animates, conducts and coordinates the policy implemented by the DSAC-S related to "airport and air transport" activities for the entire geographical area. It provides assistance, advice and expertise in the aeronautical field to prefects as part of the state's action at the local level as well as regional and local partners established in its territorial jurisdiction. It also implements general aviation policy.

    This decision will be published in the Official Journal of the French Republic.
