Order of 22 December 2008 amending the Order of 28 March 1967 concerning conditions of application to officials of the Ministry of Foreign Affairs in service in diplomatic missions and consular posts of Decree No. 67-290 of 28 March 1967 setting out the modalities for calculating emoluments of State personnel and public institutions of the State in service abroad

The Minister of Foreign and European Affairs, the Minister of Budget, Public Accounts and the Public Service and the Secretary of State for the Public Service,
Vu le Decree No. 67-290 of 28 March 1967 Amending the procedure for calculating the emoluments of State officials and public institutions of the State with an administrative character in service abroad;
Vu le Decree No. 2006-1760 of 23 December 2006 amended with respect to the common statutory provisions applicable to the administrative units of the State administrations;
Vu le Decree No. 2006-1761 of 23 December 2006 amended on the common statutory provisions applicable to the bodies of technical assistants of the state administrations;
Having regard to the amended Decree of 28 March 1967 on conditions of application to officials of the Ministry of Foreign Affairs in service in diplomatic missions and consular posts of amended Decree No. 67-290 of 28 March 1967,

Section 11 of the above-mentioned Order dated 28 March 1967 is amended as follows:
1° The fifth preambular paragraph is replaced by the following:
" ― employment involving the management of consular services, a chancery or an administrative and financial service, referred to below as the General Administrative Coordinator, where the interim is entrusted to a lesser employment officer than the incumbent of the job; » ;
2° The sixth preambular paragraph shall be replaced by the following:
" — diplomatic, consular or information systems specialist when they belong to a position other than the position to which the interim is assigned. »

Section 14 of the same order is replaced by the following provisions:
“Art. 14. - The maximum rates of the settlement allowance are determined annually by reference to the monthly residential allowance scale applicable to January 1 under the following conditions:
Group I: Holder of a position as Consul General, Deputy Consul General, Embassy Advisor, Diplomatic Chancellery Secretary General, Senior General Administrative Coordinator, 1st Class Embassy Secretary, 1st Class Consul: 80% of Group 13's residential allowance;
Group II: holder of a position as secretary of 2nd class embassy, deputy consul, chief of second-class chancery, consul of 2nd class, coordinator of general administration of 1st, 2nd and 3rd class, secretary of the press, manager of a regional center of assistance of information and communication systems, curator of heritage, engineer of public works of the state: 70% of the amount of residence
Group III: Holder of a 3rd class embassy secretary, embassy striker, vice-consul, consulate striker, 4th class general administration coordinator, press officer, assistant to the head of a regional information and communication support centre, information systems specialist, personal equipment assistant(s) »

Section 16 of the same order is replaced by the following provisions:
“Art. 16. - The incumbents referred to in this Order shall be distributed and shall follow among the various groups listed in the Order in Councilarticle 5 of the decree of 28 March 1967 referred to above setting by country and group the rates of residence allowance:
Group 1. – Head of diplomatic mission;
Group 3. – Consul General of the first class;
Group 4. – Consul General of the second class, 1st class ambassador;
Group 5. – Consul of first class;
Group 6. – 2nd Class Consul, Deputy Consul General;
Group 7. ― 2nd-class embassy adviser, Secretary General of Diplomatic Chancellery, Senior General Coordinator, Deputy Head of Chancellery, Regional Support Centre for Out-of-Class Information and Communications Systems;
Group 8. ― 1st Class Embassies Secretary, 1st Class Assistant Consul, 1st Class General Administrative Coordinator, 1st Class Press Secretary, Head of 1st Class Regional Information and Communications Systems Support Centre;
Group 9. – Deputy 2nd Class Consul, 2nd Class General Administrative Coordinator, 2nd Class Press Secretary;
Group 11. – Secretary of the 2nd Class Embassy, Deputy Consul of the 3rd Class, Coordinator of the General Administration of the 3rd Class, Senior Press Officer, Head of a Service Centre for Information and Communication Systems at the 2nd Class, Deputy Head of a Regional Centre for Assistance of Information and Communication Systems, Heritage Curator, Public Works Engineer of the State;
Group 13. – Secretary of the 3rd class embassy, Vice-consul, Senior Equipment Technician, General Administrative Coordinator, 2nd Class Press Officer, Information Systems Specialist, Social Assistant;
Group 15. – Embassy attack;
Group 18. – Consulate attack;
Group 24. ― Principal Chancellery Administrative Assistant, 1st and 2nd grade, Principal Chancellery Technical Assistant, 1st and 2nd grade, 1st Class Chancellery Administrative Assistant, 1st Class Chancellery Technical Assistant;
Group 26. ― 2nd Class Administrative Chancellery Assistant, 2nd Class Technical Chancellery Assistant. »

Article 4


The provisions of this Order come into force on 1 January 2009.

Article 5


The Director General of Administration at the Ministry of Foreign and European Affairs and the Director of Budget at the Ministry of Budget, Public Accounts and Public Service are responsible, each with respect to it, for the execution of this Order, which will be published in the Official Journal of the French Republic.
