In application of thearticle 29 of the decree of 20 November 2006 referred to aboveprofessional examinations reserved for non-members of the departmental community of Mayotte are open for access to the bodies of customs and indirect duties controllers and customs observation officers.
The professional examination of access to the body of customs and indirect duties controllers includes two admission tests: a written test and an oral test.
The first admission test consists of a written test intended, from a text submitted or dictated to candidates, to verify the orthographic knowledge, to judge the understanding of the text on the basis of questions and, in particular, the explanation of one or more expressions in the text (duration: 2 hours; coefficient 5).
The second admission test consists, for all candidates, in an oral test, which is based on a record describing the professional activities carried out during the public service years performed by the agent (coefficient 6). This test includes:
– a maximum of ten minutes of exposure to the candidate's professional activity during the public service years opening the officer's right to the examination;
– an interview with the jury for a maximum of twenty minutes. This interview focuses on the professional activity described by the candidate in his presentation, his professional knowledge, including in terms of ethics, and his or her ability to fit into his or her professional environment.
The trial programme is annexed to this Order.
The professional examination of access to the body of Customs observation officers includes a single admission test.
The admission test consists, for all candidates, in an oral test, which is based on a file describing the professional activities carried out during the public service years performed by the agent. It includes:
– a maximum of ten minutes of exposure to the candidate's professional activity during the public service years opening the officer's right to the examination;
– an interview with the jury for a maximum of twenty minutes. This interview focuses on the professional activity described by the candidate in his presentation, his professional knowledge, including in terms of ethics, his or her ability to fit into his or her professional environment.
The trial programme is annexed to this Order.
Each professional examination under heading I and II of this Order shall be opened by notice inserted in the Official Customs Bulletin at least one month before the date of the tests.
This notice includes the date of the examinations and the deadline for applications.
Applicants must, prior to the application deadline, apply for participation in the examination concerned to the Regional Customs Director of Mayotte.
In application of thearticle 8 of the decree of 20 November 2006 referred to above, candidates who wish to benefit from the recognition of their professional experience in equivalence of the titles or diplomas required to present themselves to the professional examination of access to the bodies of categories B and C referred to in Article 1 of this Order must apply at the time of their registration.
The Regional Customs Director of Mayotte forwards applications for participation in the examination to the Director General of Customs and Indirect Rights who determines the list of candidates admitted to the examination.
Candidates admitted to the examination are summoned individually to a single centre based on Mayotte territory by the Director General of Customs and Indirect Rights.
However, the failure to receive the summons could not entail the responsibility of the administration.
The compositions are written on sheets provided by the administration.
A report on the conduct of the trials is prepared, where appropriate, describing the incidents that could have occurred.
Any communication between candidates or with the outside is formally prohibited during the tests.
Candidates are prohibited from using books or documents of any kind, except those that could be explicitly authorized by the jury for a specific subject.
Any candidate who is guilty of fraud or attempted fraud shall be excluded from the examination, without prejudice to the application of the penalties provided for in existing legislation and disciplinary sanctions that may be imposed on him.
No immediate sanction is taken in the event of a finding of flagrante delicto. The responsible supervisor prepares a report that is forwarded to the jury.
For all examinations conducted pursuant to this Order, each candidate shall prepare his or her professional file from a type document provided with the registration file.
For each professional examination, professional files are transmitted by the office responsible for organizing this examination to the president of the jury.
The trials for each examination are subject to the assessment of a jury appointed by the Minister responsible for the budget. It is composed of at least three members. Its composition takes into account the diversity of skills required to carry out mission assignments and the diversity of situations in which candidates perform these missions.
The tests are corrected under cover of anonymity.
A rating of 0 to 20 is assigned to each of the tests. Each note is multiplied by the corresponding coefficient. The sum of the outputs thus obtained forms the total of the candidate's points.
If several candidates have the same number of points, the priority is given to the one of them who obtained the best note to the oral test.
At the end of the trials, the jury shall determine in alphabetical order the list of candidates having obtained a rating greater than or equal to 10 and declared admitted.
The list of definitively admitted candidates is stopped by the Director General of Customs and Indirect Rights.
The Director General of Customs and Indirect Rights is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

Written proof (duration: 2 hours); coefficient 5):
