Notice of external and internal competition on titles for access to the body of social service assistants

Two external and internal title competitions will be held in November 2008 by the management of staff and the adaptation of the professional environment for access to the body of social service assistants to the Ministry of Economy, Industry and Employment and the Ministry of Budget, Public Accounts and the Public Service.


1. Conditions of admission to compete


A. ∙ The external competition is open to candidates who meet the following conditions:
(a) Degree:
Hold the State degree of social service assistant, in accordance with the provisions of Title 6, Chapter 1, Family Code and Social Assistance;
(b) Other conditions:
- possessing French nationality or being a national of one of the Member States of the European Union or one of the States parties to the agreement on the European Economic Area;
- the enjoyment of its civic rights (referred to in Bulletin No. 2 of the criminal record must also be compatible with the exercise of functions);
― to be in a regular position with regard to National Service Code ;
― meet the physical fitness requirements required for the exercise of the function.
B. ∙ The internal competition is open to candidates who meet the following conditions:
(a) Degree:
Hold the State degree of social service assistant, in accordance with the provisions of Title 6, Chapter 1, Family Code and Social Assistance;
(b) Other conditions:
- be a civil servant and agent of the State, territorial authorities and public institutions that depend on it;
– justifying four years of public service as of January 1, 2008.


2. Number and distribution of positions


The number of positions offered is set at 5, as follows:
external competition: 3 positions;
Internal competition: 2 positions.
The posts are located in the departments as follows:
Allier (03): administrative residence in Yzeure;
― Dordogne (24) : administrative residence in Périgueux ;
Gard (30): administrative residence in Saint-Privat-des-Vieux;
North (59): administrative residence in Lille;
Val-d'Oise (95): administrative residence in Cergy-Pontoise.


3. Test date


The interviews will take place in Paris during November 2008.


4. Nominations


The date of the termination of pre-registration on the internet or the departmental intranet, of application (the cachet of the position in question) or of the withdrawal of registration records to the competitive sector of the Ministry of Economy, Industry and Employment and the Ministry of Budget, Public Accounts and Public Service is fixed on Tuesday, September 30, 2008, up to 6 p.m. (Metropole time), time limit of rigour.
The date of the end of the confirmation of registration on the internet or the departmental intranet, the deadline for sending (the stamp of the advertised post) or the filing of registration records for the sector contests of the Ministry of Economy, Industry and Employment and the Ministry of Budget, Public Accounts and Public Service is fixed on Tuesday, October 14, 2008, up to 6 p.m. (metropole time), time limit of rigour.
Requests for registration must be based on forms issued to this effect by the Ministry of Economy, Industry and Employment and the Department of Budget, Public Accounts and the Public Service. Any file filed or posted out of time will not be considered. Internal teledoc sending in particular cannot be accepted.
In addition, candidates must provide, together with the application for registration, a file that must be:
a copy of the titles and diplomas acquired;
– a curriculum vitae absolutely limited to a page;
– a score of three pages most describing the jobs they were able to occupy, the internships they performed and the nature of the activities and work they carried out or to which they took part.


5. Nature of the event and organizational modalities


An order of 11 October 2002 (OJ of 16 October 2002) sets out the nature of the competition test.
The oral maintenance test, for a maximum period of thirty minutes, is based on the elements of the file submitted by the candidate during his registration and includes a presentation of the candidate for a duration of approximately 10 minutes on his training and, where applicable, his or her professional experience. During this presentation, the candidate may also develop, if he wishes, a professional project.
This presentation is followed by a discussion with the jury for a period of twenty minutes that will allow to appreciate the candidate's general knowledge of social policies, his qualities of reflection and his ability to be in a professional environment.
In addition, questions such as the candidate's professional knowledge and the rules applicable to the public service of the State and the general organization of the central and decentralized services of the Ministry of Economy, Industry and Employment and the Ministry of Budget, Public Accounts and Public Service may be asked by the jury.
No one may be declared admitted if he or she obtains a note fixed by the jury that cannot be less than 10 of 20. Only the presentation and the interview with the jury shall give rise to a notation, excluding the professional activity file filed by the candidate during the registration.


6. Service to which candidates may apply

The procedure takes place in two phases, a pre-registration phase that assigns a registration number communicated to the candidate by post and a confirmation phase of the pre-registration using this number.
Beyond the pre-registration deadline, applicants can access the application to modify or consult the registration data until the closing deadline. Any change must be further confirmed, the last demonstration of the candidate's will is considered to be valid only.
Any pre-registration must be confirmed before the closing date of confirmations. After this period, it will be automatically deleted.
