In addition to the General Council of the Environment and Sustainable Development, which may serve as an environmental authority, and the general inspection of ocean affairs, the central administration of the Ministry of Ecology, Energy, Sustainable Development and Land Management includes:
the General Secretariat;
- the Office of the Commissioner for Sustainable Development;
– the general direction of energy and climate;
the general direction of infrastructure, transport and the sea;
– the general direction of civil aviation;
– the general direction of development, housing and nature;
- the general direction of risk prevention;
- delegation to road safety and traffic.

The Secretary General assists the Minister for the administration of the department. To this end, it coordinates the action of all services and participates in their evaluation. He gives them the means of their activity. It organizes budget preparation and ensures its execution. He proposes to the Minister the arbitrations relating to the department's appropriations. He is the department's chief creditor. It conducts strategic reflections on the organization and administration of the ministry, proposes its evolutions and implements the modernization policy. It organizes the exercise of guardianship of national public institutions and coordinates the ministry's relationship with its deconcentrated services. It develops general human resources management principles, ensures their implementation and ensures dialogue with staff and their representatives. It develops the Department's internal and external information and communication strategy, implements and evaluates its effectiveness. It defines the treatment of legal issues and ensures their implementation. He proposes to the Minister the appointment of senior executives and experts. It prepares the appointments of departmental representatives in the various organizations where it is represented. He assists the minister in developing the ministry's position in European and international choices. He is responsible for the ministry's defence, security and economic intelligence missions. He's assisted by an assistant director.
The land and real estate delegate and the executive officer delegate are attached to him.
The Secretary-General directs the activities of the following branches and services comprising the General Secretariat:
– the direction of European and international affairs;
- the direction of legal affairs;
- the direction of communication;
- Human resources management;
– the service of pilotage and evolution of services;
– the service of support policies and information systems;
- the financial affairs department;
– the defence, security and economic intelligence service.
I. ― The Directorate of European and International Affairs ensures the overall coordination of European and international affairs of the Ministry and public institutions under the supervision of the Ministry.
It prepares and pilots the ministry's European and international policy.
It coordinates the positions of the ministry in the bodies responsible for developing France's position on European and international issues and organizes the representation of the ministry to international organizations and European institutions.
It is associated with the monitoring of the Ministry ' s implementation of the commitments undertaken by the Government within the framework of European and international institutions and the implementation of European legislation.
II. ― The Directorate of Legal Affairs has a function of animation, advice, expertise and legal assistance from the departments and services of central administration, decentralized services and public institutions under the supervision of the department.
It is consulted on draft legislation or regulations prepared by branches and other branches or services and monitors the procedures for the adoption of these texts. It coordinates the codification of legislation and regulations. It is responsible for the quality of regulations. It promotes the quality, legal security and regularity of public order.
It is associated with the preparation and development of community and international texts, coordinates and monitors the implementation of the guidelines.

III. – Communications management develops, coordinates and implements the department's information and communication policy.

It coordinates the community management entities in the branches.
V. ― The Department of Management and Change of Services develops the strategy for the modernization, evolution and organization of all departments of the department, and coordinates its implementation.
He pilots the implementation of the state reform for the ministry, and as such he represents it in the interdepartmental bodies of state reform.
It conducts reflections on the professions and missions of the ministry and its public institutions and coordinates the development of proposals for their evolution.

It establishes and proposes the department's real estate, land and heritage policy and coordinates its implementation.
VI. ― The support and information systems policy department develops the policy of operating means, ensures its implementation and manages the budgetary means of the department's "support" functions. It implements the department's real estate policy. It manages and coordinates the department's general procurement policy in an environmentally responsible manner. It develops documentary and archiving policy in services.
As part of the guidance set by the department for the management and evolution of services, it develops the departmental information systems framework, including geographic information systems, and conducts its implementation. It ensures the quality and consistency of information systems. It directs and coordinates the activities of the Department's scientific and technical network computer services.
It develops and implements the information system security policy. It conducts project information systems for the modernization and management of support activities.
It provides the shared services, for the benefit of the central administrative departments and departmental offices in the areas of operations, management of the work, office automation and logistics framework.
VII. – Financial Affairs is responsible for the preparation and execution of the department's budget.
It maintains the accountancy of the manager and in this capacity animates the accounting function, oversees the organization of accounting services, their animation and the information systems of the domain. It ensures compliance with the budgetary and accounting regulations and the contract code, participates in the audit work of the State and public institutions of the department's jurisdiction, in connection with the budgetary and accounting controller, and oversees the internal accounting control. He is the departmental correspondent of the Court of Auditors.
It is responsible for the procurement of the general secretariat and the mutualized markets on behalf of the central administrative branches.
VIII. ∙ The defence, security and economic intelligence service assists the Secretary-General in carrying out his defence, security and economic intelligence missions.
It prepares defence and security policy in all areas within the department's jurisdiction, organizes and controls its implementation.
It organizes the inventory of the means of the mobile ministry in crisis or defence situations and their conditions of mobilization. It ensures the organisational conditions of defence transport.
It is responsible for the application of the provisions on defence security, the protection of secrecy and the protection of scientific and technical heritage, as well as the provisions on the security of information systems.
It implements the departmental operational and alert monitoring system and ensures its articulation with the existing interdepartmental device. It implements the measures and the watch for economic intelligence. It participates in the continuity of government communications.
In addition, it ensures the development and application of appropriate inspection and control procedures in its allocation areas.

The Office of the Commissioner-General for Sustainable Development is responsible for the development, animation and monitoring of the national sustainable development strategy, which must be implemented through all public policies and through the actions of all socio-economic actors.
The Office of the Commissioner-General for Sustainable Development provides the secretariat of the National Council for Sustainable Development and the inter-ministerial committee for sustainable development referred to in theArticle D. 134-8 of the Environmental Code.
It ensures that the environment is integrated into plans, programs and projects and, as such, supports the General Council of the Environment and Sustainable Development in its functions as an environmental authority.
It prepares strategic choices for the Department's public policies on sustainable development. To do so, he leads and coordinates the economic reflection of the ministry.
It assesses the consequences of all departmental public policies in terms of sustainable development and in particular their impact on the environment.
The Office of the Commissioner for Sustainable Development includes:
– the direction of research and innovation;
― the service of observation and statistics;
- the service of the economy, the evaluation and integration of sustainable development;
- delegation to sustainable development.
The Commissioner-General for Sustainable Development is assisted by a Deputy Director.
I. ― The research and innovation management, in conjunction with the departments responsible for research and business, contributes to the development of the national policy on environmental, development, transport and energy research and innovation. It defines and directs the department's research programs. It ensures that they are implemented, evaluated, valued and disseminated. She's in charge of the scientific watch. It has the responsibility to disseminate technological innovation in the department's sectors.
It mobilizes scientific knowledge for the integration of environmental protection in the development of public policies, from a sustainable development perspective.
Together with the Secretary-General, she defines the direction of the Department's network of scientific and technical organizations and ensures their implementation and the dissemination of research and technical innovation products.
The Minister responsible for transport shall be responsible for:
- the National Geographic Institute;
- Weather France;
- the central lab of bridges and pavements;
– the National Institute for Research on Transport and Safety.
II. ― The observation and statistics department is responsible for the mobilization of data and the control of the associated information systems to develop and animate the department's overall strategy. It organizes the system of socio-economic and statistical observation in the field of environment and sustainable development, in conjunction with interested national, European and international institutions. It collects, develops and disseminates statistical information on the areas of competence of the department, and those of the Housing Department. It defines sustainable development indicators for public policies and develops those of the department.
III. ― The service of the economy, the evaluation and integration of sustainable development pilots the analyses and studies, particularly of an economic nature, in the areas of competence of the department.
It develops, expertise and disseminates tools, methods and instruments of intervention to facilitate the integration of the environment and sustainable development approaches by socio-economic actors in public and private policies, in all sectors of the economy. It assesses the environmental effects of the implementation of public and private decisions and conducts the socio-economic evaluation of environmental regulatory instruments.
It ensures that sustainable development is reflected in the department's tax policy.
IV. ― The delegation for sustainable development prepares departmental strategic choices for sustainable development.
To this end:
― it identifies the themes on which strategic thinking needs to be conducted and ensures that strategic directions are taken into account in departmental policies;
―it animates and coordinates the forward-looking work on sustainable development;
―it proposes the actions and directions of the ministry on sustainable development issues;
―it coordinates the department's participation and represents it in the bodies related to these issues, particularly in the interdepartmental framework.

The overall Directorate of Energy and Climate has the task of developing and implementing the policy on energy, energy raw materials and the fight against global warming and air pollution.
It implements measures to control and distribute energy products and raw materials. It ensures the proper execution of public service missions in the field of energy.
It coordinates, in consultation with associations, economic and social partners, and with the support of all concerned ministries, the preparation and implementation of the French climate change prevention and adaptation programme.
The general direction of energy and climate includes:
– the direction of energy;
– the service of climate and energy efficiency.
I. ― The Energy Directorate develops and implements the policy to ensure the security of France's energy supply and energy raw materials. It ensures the proper functioning of the final energy markets, in economically competitive and environmentally friendly conditions and climate change issues. In all these areas, it ensures the development of low carbon dioxide emitting technologies.
It develops policy and implements Government decisions on the renewable energy sector.
It develops and implements the policy on:
- the research and exploitation of hydrocarbons;
- underground storage of hydrocarbons and the development of carbon dioxide capture and storage technologies;
- technical specifications for petroleum products and alternative fuels, including biofuels;
- technical aspects and safety of oil production, transport and storage facilities, subject to the responsibilities of the Directorate General for Risk Prevention.
Subject to the competence of the Minister of Defence, she has authority over the national service of interallied pipelines.
It develops policy and implements the Government ' s decisions on the civilian nuclear sector, subject to the powers of the nuclear safety and radiation protection authorities.
She participates:
- control of exports of sensitive materials and nuclear equipment;
- coordinating work on the preparation of waste transport from the reprocessing of foreign irradiated fuels;
― the development of regulations relating to, inter alia, nuclear liability and non-proliferation;
- the control of long-term nuclear loads.
It develops and implements the policy on electricity, transportation and distribution of fuel gases, as well as the distribution of petroleum products and solid fuels.
It ensures the proper functioning of public service missions for electricity and gas.
It develops the regulation and conducts the technical control of the State applicable to electrical works and to the distribution of gas and petroleum products, subject to the responsibilities of the General Directorate of Risk Prevention and the Nuclear Safety Authority.
It designs and implements, subject to the responsibilities of the General Directorate for Risk Prevention, the post-mine policy and the economic conversion of the mining basins, and coordinates actions related to the status of the minor and to the social security of mining. It is competent to deal with the statutory and social problems of electrical and gas companies.
It exercises guardianship on behalf of the Minister for Energy:
- the French Petroleum Institute;
– Office of the Atomic Energy Commissioner;
- the National Agency for the Management of Radioactive Wastes;
- the National Agency for the Guarantee of the Rights of Minors;
the National Autonomous Fund for the Social Security of Mines.
II. ― Climate and Energy Efficiency Branch develops and implements the policy on climate change and air pollution.
Under this policy, he realizes:
- the study of the mechanisms and consequences of the greenhouse effect;
- assessment of greenhouse gas emissions;
- the technical and economic study of preventive measures;
– monitoring the implementation of the decisions taken by the Government.
It develops and implements the technical regulations on vehicles, including in relation to the fight against the greenhouse effect, and in the areas of road safety, in collaboration with the delegation on road safety and traffic.
It proposes, for all uses of energy, measures promoting demand control, and the rational use of energy.
It proposes measures to reduce air pollution, in conjunction with the General Directorate of Risk Prevention for Environmental Protection Facilities.
It contributes to the development of technologies, sectors and products within the framework of the energy demand control and orientation policy.
On behalf of the Minister for Energy, the Environment and Energy Control Agency, he is responsible.

The General Directorate of Infrastructure, Transport and the Sea is developing and implementing the guidelines of the multimodal policy of land and sea transport, in accordance with the principles of sustainable development.
It defines travel policy directions. She assists the Minister in his relations with the territorial authorities and the public institutions organizing or transport providers, as well as in his relations with the transport companies or infrastructure managers.
It defines, in association with these communities, technical standards and rules adapted to the specificity of each infrastructure network.
It exercises, on behalf of the Minister responsible for transport, the guardianship of the Agence de financement des infrastructures de transport de France.
The General Directorate of Infrastructure, Transport and the Sea includes:
- the direction of transport infrastructure;
- the direction of transport services;
the management of ocean affairs;
the general secretariat to the Channel Tunnel.
I. ― The transport infrastructure management plans, with a view to limiting the nuisance and economy of space, major projects for the development of road, rail and inland navigation infrastructures, as well as major projects of the inland and marine ports and national airport platforms. It develops a national transport infrastructure scheme that also includes airports.
It defines the funding modalities for infrastructure projects.
It ensures the coherence of the road network as a whole. Subject to the provisions governing international works, it develops and implements the policy of development, modernization, maintenance and sustainability of the national road and highway network. It implements the national infrastructure security policy on the national road and highway network and provides technical expertise to the delegation to road safety and traffic. It develops the national traffic and information management policy of users, and implements it on the national road network in conjunction with all other network managers. It contributes to statistical knowledge of traffic.
It develops highway concession contracts and ensures compliance.
It directs and controls the modernization of railway networks and inland navigation, deals with issues of interest to the infrastructures of the internal and marine ports under the State.
It participates in the fight against noises related to infrastructure.
It is animating the public engineering activities carried out on its own behalf that are entrusted to the services in its areas of competence.
It shall, on behalf of the Minister for Transport, exercise the guardianship:
– of Réseau ferré de France;
– of France's waterways;
the National Motorway Fund;
- of Motorways of France.
II. ― The direction of transport services develops and implements the guidelines of the policy of maritime, road, river, rail and collective passenger transport as well as the policy of travel and multimodal transport of passengers and goods.
It develops the guidelines of port policy.
It defines and directs the policy on labour regulation, working conditions, vocational training, employment and social protection in land transport.
It develops and implements the security and safety policy of land transport and ports as well as the safety policy of maritime transport.
It shall exercise the powers of the Minister in the regulation and economic regulation of land and sea transport. It develops the regulation of land and maritime transport, rail and collective transport infrastructure, inland navigation and marine and inland ports.
It is responsible for the regulation and economic regulation of railway and inland navigation infrastructure, marine and inland ports and the transportation of goods and persons.
It develops and implements, in conjunction with the Public Railway Safety Institution, the legislative and regulatory frameworks related, respectively, to the safety and security of railway infrastructure and services, mechanical lifts and guided transport, and, in accordance with the competences of the Public Railway Safety Institution, ensure their compliance.
It shall, on behalf of the Minister for Transport and Maritime Ports, exercise guardianship:
- the French National Railway Corporation;
– the Autonomous Régie des transports parisiens;
– the autonomous ports of Bordeaux, Dunkerque, Le Havre, La Rochelle, Marseille, Nantes - Saint-Nazaire, Paris, Rouen, Strasbourg and Guadeloupe;
― the National Chamber of Craftsmen;
- Public Railway Safety Establishment.
It ensures the implementation of the information systems required for port and river activities, including in terms of security and control.
It ensures, in its areas of competence, the relations of the State with the territorial authorities, their public service delegates and the public institutions attached to them.
III. - The Maritime Affairs Branch develops and implements the Marine Safety Policy, including the Prevention of Ship Pollution, and the Safety of Ships. As such, it is responsible for the search and rescue at sea, the monitoring of navigation and maritime signs.
In these areas, it develops and implements regulations and ensures compliance.
It defines the directions of maritime training and teaching and leads the policy of the employment of seafarers. It defines the policy on labour regulation, working conditions and the social protection of sailors. It exercises the Minister's powers with respect to the marine insurance plan, with the exception of family allowances.
It participates in the development and implementation of the action of the State at sea in conjunction with the General Secretariat of the Sea and other relevant ministerial departments in the areas of the protection and sustainable development of the marine environment, the fisheries police, the navigation police and other special polices.
It promotes the development of the national flag, supervises activities related to the ownership and operation of ships, provides support to the fleet of trade and services and conducts statistical monitoring of the fleet registered in the various French registers.
It promotes the policy of pleasure and nautical activities, develops and implements regulations relating to pleasure craft, boaters and nautical activities and ensures its respect.
It manages the work of national and international computer projects of a maritime nature.
It shall, on behalf of the Minister for the Sea, exercise guardianship:
- the National Establishment of Marine Invalids;
- national schools of the merchant marine;
- professional marine high schools.

The General Directorate of Civil Aviation develops and implements guidance on civil aviation in accordance with the principles of sustainable development. As such, it is responsible for air transportation, infrastructure and economic regulation, air navigation and security. She has an expert role in research and civil aviation industry.
It includes:
- the direction of air transportation;
― the "General Secretariat" service.
Directly attached to the Director General of Civil Aviation as nationally competent services:
- the direction of the air navigation services;
– the Civil Aviation Safety Directorate.
I. ― The Air Transport Directorate prepares the State's strategic directions for civil aviation and contributes to the development of the aeronautical sector's sustainable development policy. Under the airport policy, it assists the general management of infrastructure, transport and the sea on the national transport infrastructure scheme and the development of intermodal policy. It contributes to the development and implementation of the environmental and pollution policy of airports and aircraft, including noise and gaseous emissions, and prepares the relevant legislation and regulations that it controls compliance by civil aviation actors.
It participates in the work of the European Union and international organizations, including the International Civil Aviation Organization, the European Civil Aviation Conference, and Eurocontrol.
It develops regulations on air traffic, air navigation and air space. She co-chairs the air space policy in relation to the national defence authorities. It coordinates relations with air space users. It participates in the regulation of national air navigation services and controls performance. It participates in the representation of France in international bodies responsible for the regulation of air navigation services.
It develops and animates the policy on the safety of passenger and cargo air transportation, defines the general conditions of its assessment and control of its application, prepares legislation and regulations in these areas.
It prepares and implements the air carrier policy and regulations. It defines and implements the public service airline policy.
In conjunction with the other departments concerned, it develops the regulations applicable to the creation, management and closure of aerodromes and conducts the State's policy on airport matters. It defines the principles of economic regulation of aerodromes.
It promotes and develops the rights and obligations of air transport actors and passengers. It participates in the development and implementation of regulations and policies relating to the improvement of services rendered to users and to the liability and insurance regimes of air carriers and airfield operators.
It is responsible for all issues related to labour law and social protection of air transportation workers and companies involved in airports. As such, it participates in the development of labour regulations and monitors their implementation. It ensures relations with social partners and chairs the joint national commissions of the professional branches of the sector. It shall, on behalf of the Minister for Civil Aviation, exercise the guardianship of the pension fund of the professional airworthiness personnel. It promotes and coordinates professional training in the sector.
It also ensures, for France, the guardianship of the international public institution "Basel-Mulhouse Airport".
II. ― The General Secretariat of the General Directorate of Civil Aviation is responsible for the implementation of the policy on the organization of services, human resources management, budget preparation, legal expertise and management and management information system.
In terms of financial policy, as part of the direction set by the secretary general of the ministry, it contributes to the preparation of the budget of the general civil aviation management and in particular ensures the budgetary and financial execution of the budget appropriations annexed to "air control and operations". It manages revenue and borrowing, and maintains the accounting of the annexed budget coordinator "air control and operation".
With respect to taxation, it defines the terms and conditions for the management and control of taxes managed by the General Civil Aviation Directorate and ensures their implementation.

Subject to the skills exercised by the secretary general of the department, he manages individual personnel, participates in the recruitment and training policy of staff of the general civil aviation management and its implementation. He is responsible for the payroll operations of all the staff involved, defines and pilots the actions to be taken in the field of prevention, hygiene and occupational safety medicine, defines and implements the social action policy for staff.
He exercises the guardianship of the National Civil Aviation School and is also responsible for the pilot training carried out by the General Directorate of Civil Aviation.
He is responsible for the implementation of airport engineering.
With regard to legal expertise, subject to the responsibilities of the secretary general of the department, he deals with the litigation of civil aviation personnel, provides the role of legal advice for the branches and services of the general civil aviation management, including international and community regulations.
In the area of management and piloting information systems, as part of the guidance set by the ministry's secretary general, he manages the work of national management applications.

The general management of planning, housing and nature develops, animates and assesses the policies of urban planning, construction, housing, landscapes, biodiversity, water and non-energy mineral substances. It ensures the conditions for their implementation in the land and marine territory.
It serves as the secretariat of the plan for urban planning, construction and architecture; in this context it provides the secretariat of the research and experimentation programme in the field of the building.
The Executive Directorate includes:
– the direction of habitat, urban planning and landscapes;
– the direction of water and biodiversity.
I. ― Habitat, urban planning and landscape management develops and implements the policy of spatial development and development, including urban areas. It is responsible for urban and habitat policies and defines the corresponding technical, legal, economic and financial instruments.
It develops and implements the policy on the protection and management of sites and landscapes.
It develops the rules on land occupancy. It participates in the development of the legislation of expropriation, as well as in tax and financial legislation in urban planning, and follows its application.
It defines and coordinates state interventions in urban development and land policy operations, particularly in the context of national interest operations. As such, it ensures the guardianship or co-tutel of public institutions and bodies under the urban planning code.
It contributes to the development and implementation of the city's policy in the areas of urban development and habitat. It deals with issues related to display, advertising, signage and pre-inquired under the environmental code.
It prepares policies related to financing, public aid systems, the right to housing, housing taxation and contributes to their implementation.
It develops regulations for social housing manufacturers and organizes their control.
It defines the technical policy of construction. It prepares and implements the state's economic, industrial and social policy in the building and construction engineering sector.
In relation to the directorates concerned, she is responsible for animating the forward-looking and comprehensive planning of space development at different geographic scales.
It contributes to public safety policy in development projects and the realization of collective equipment and construction programs.
It provides, on behalf of the Minister responsible for urban planning, the following public institutions:
― public development institutions and public land establishments mentioned in articles L. 321-1 et seq. of the urban planning code ;
– the land and technical agency of the Paris region;
– the National Public Institution for the Development and Restructuring of Commercial and Craft Spaces.
It shall, on behalf of the Minister responsible for housing, exercise the guardianship of the following public institutions:
- the National Agency for Employers' Participation in the Construction Effort;
the Social Rental Housing Guarantee Fund;
- National Habitat Agency.
It shall, on behalf of the Minister for Construction, exercise the supervision of the scientific and technical centre of the building.
II. • Water and biodiversity management develops, animates and assesses related policies:
- to the knowledge, protection, police and management of terrestrial and marine nature and biodiversity, the hunting and wildlife management police and the control of the use and trade of wild animal and plant species;
- to the knowledge, protection, police, management of continental, coastal and marine aquatic environments and freshwater fishing, the balanced management of surface and groundwater, estuaries and coastal waters, and the protection of marine waters against pollution, including accidental pollution, and the remediation of water;
- in the research and operation of non-energy mineral substances.
It contributes, in its areas of competence, to the application of legislation relating to the protection of the coast and the mountain. It coordinates the policy on the development of the marine public domain. It contributes to the definition and implementation of the coastal development, protection and development policy as well as to recreational and nautical activities.
It develops the various technical policies that contribute to water policy and related regulations. It coordinates the work of departments in the field of water, and the secretariat of the inter-ministerial water mission and the National Water Committee.
It serves as the secretariat of the National Council for the Protection of Nature, the National Committee for the French Coral Reef Initiative and the Polar Environment Committee.
It addresses issues related to regional natural parks, natural reserves, national botanical conservatories and marine natural parks.
It develops and implements the policy to ensure the safety of non-energy minerals in economically competitive and environmentally friendly conditions.
As such, it proposes and implements measures to ensure in the best possible conditions the supply of France to non-energy mineral substances and products derived from the first processing of these substances, with the exception of steel products.
It proposes all measures that contribute to the sustainable development in France and abroad of the mining and mining industry, to the first processing industries of non-energy mineral substances, with the exception of steelwork, and to the manufacturing industries of construction materials derived from natural mineral substances. It develops technical specifications for non-energy mineral substances.
It shall, on behalf of the Minister for the Environment, exercise the guardianship of the following public institutions:
– Marine Protected Areas Agency;
national parks;

The General Directorate of Risk Prevention is responsible for the development and implementation of the policy on:
- to the knowledge, assessment, prevention and reduction of chemical, biological and radioactive pollution, and various environmental nuisances, including noise;
- to the knowledge, assessment and prevention of risks associated with human activity and natural hazards, flood prevention and flood forecasting;
- the conditions for assessing ecological quality of soils and atmosphere;
- the prevention of the production of waste, its development and its treatment.
It carries out interdepartmental coordination of key risk prevention, noise control and waste management policies.
It participates in the development and implementation of policies related to the risk assessment of genetically modified organisms and the prevention of these risks in their obtaining and use.
When it exercises its nuclear safety and radiation protection skills, it is placed under the joint authority of Ministers responsible for the environment, industry and health.
The Director General of Risk Prevention is a major risk delegate. Administrations and, under their cover, the relevant public institutions provide assistance and all information necessary to their mission.
The General Directorate of Risk Prevention includes:
- service of technological risks;
- the service of the prevention of nuisance and environmental quality;
– the service of natural and hydraulic risks.
I. - Technology risk service develops, coordinates and ensures the implementation of policies related to:
- to facilities classified for the protection of the environment, if applicable in conjunction with the general direction of energy and climate for certain facilities within the scope of its competence;
- the security problems associated with the former presence of mines, the safety of mines and quarries, explosives, underground storage, pressurized equipment, equipment usable in explosive atmospheres, the transport, distribution and use of gas, the transport of hydrocarbons or chemicals by pipelines;
- the safety of the transport and handling of dangerous substances;
- prevention and management of polluted sites and soils;
― the prevention of nuisance and technological risks, especially in planning and urban planning;
- to the State's nuclear safety and radiation protection missions, subject to the competence of the Nuclear Safety Authority and to the exclusion of nuclear facilities and activities relevant to the defence and protection of workers against ionizing radiation.
It conducts inspection of classified facilities.
On behalf of the Minister responsible for the environment, the Minister shall exercise guardianship:
- the National Institute of Industrial Environment and Risk;
the Institute of Radiation Protection and Nuclear Safety;
- Geological and Mining Research Office.
II. ― The Environment Quality and Nuisance Prevention Branch develops, in conjunction with other interested departments, the policy on genetically modified organisms, chemicals and diffuse pollution, waste and noise. It prepares the Department's contribution to health policy, as it is related to the environment.
It provides, on behalf of the Minister responsible for the environment, the guardianship of the French Agency for Environmental and Labour Health Security.
III. ― Natural and Hydraulic Risk Service develops, coordinates and ensures the implementation of related policies:
- the safety of the conceded hydroelectric dams and hydraulic works (digues, dams...);
- the prevention of natural hazards, particularly in planning and urban planning, and in a coordinated approach to water policies with respect to flood prevention, in connection with the general management of development, housing and nature;
– to the organization, in conjunction with other relevant departments and the department's defence, security and economic intelligence service, the prediction of natural risks and the dissemination of this knowledge in the form of information transmission devices.

The delegation to road safety and traffic develops and implements road safety policy; It provides assistance to interdepartmental action in this area.
It defines and implements, in conjunction with the Ministry's Secretary General, the road safety information, communication and animation policy and promotes, at the national and local levels, the corresponding interdepartmental actions.
It pilots and coordinates all legislative and regulatory work on the road code.
It contributes to the definition of automated control and sanctioning of road traffic offences and coordinates interdepartmental action in this area.
It designs and implements automated control and processing systems for traffic offences.
It develops the road infrastructure safety policy for all networks and ensures its implementation. To this end, it has the technical expertise of the General Directorate of Infrastructure, Transport and the Sea.
It develops regulations on road equipment, road signs and traffic.
It contributes, at the national level, to the collection and dissemination of road information.
In conjunction with the Secretary-General of the Ministry, it develops, within the framework of community and international institutions, technical vehicle safety regulations. It implements it, in conjunction with the general direction of energy and climate, through the periodic receptions, approvals and technical inspections of vehicles.
It develops the road education policy and, as such, defines the rules and conditions for the organization of the driver's licence examinations and the provisions for the teaching of road traffic and road safety. It defines and incorporates in this teaching the rules of conduct to contribute to the fight against the greenhouse effect.
It is based on the National Interministerial Road Safety Observatory, for the collection and dissemination of information necessary for the preparation, implementation and evaluation of road safety policy.
It conducts, in particular with the National Interdepartmental Observatory for Road Safety, Experience and General or Sectoral Studies in the areas of road safety and traffic. It provides technological, national and international monitoring in the areas of the intelligent road and vehicle.

I. ― Are repealed:
Decree No. 2005-471 of 16 May 2005 establishing the organization of the central administration of the Ministry of Equipment, Transport, Land Management, Tourism and the Sea, with the exception of its Articles 4 and 12, and subject to the provisions of VI to this Article;
Decree No. 2000-426 of 19 May 2000 organizing the central administration of the ministry responsible for the environment;
Decree No. 92-528 of 16 June 1992 establishing the interdepartmental mission of the greenhouse effect;
― the 4 of Article 1, articles 11, 12 and 13 of Decree No. 93-1272 of 1 December 1993 the organization of the central administration of the Ministry of Industry, Posts and Telecommunications and Foreign Trade;
(b) of Article 1 of Decree No. 93-1272 of 1 December 1993 on the organization of the central administration of the Ministry of Industry, Posts and Telecommunications and Foreign Trade;

IV. ― In the first paragraph of Article D. 229-3 of the Environmental Code, the words: The President of the interdepartmental Greenhouse Mission" are replaced by the words: The Director General of Energy and Climate".
V. ― At first paragraph of Article 2 bis of Decree No. 75-360 of 15 May 1975 on the interdepartmental road safety committee, the words: interdepartmental road safety delegate" are replaced by the words: road safety and traffic delegate".
VI. ― provisions of Article 10 of Decree No. 2005-471 of 16 May 2005 remain applicable as they relate to the functions of the security control management until the date of publication of the text creating the national security control service" mentioned in Article 6 of this decree, which will be responsible for the development and implementation of the civil aviation safety policy.
