Considering Commission Regulation (EC) No. 2096/2005 of 20 December 2005 establishing common requirements for the provision of air navigation services;
Considering the Civil Aviation Code;
Vu le Decree No. 93-861 of 18 June 1993 amended to establish the meteo-France public establishment;
Vu le Decree No. 2007-244 of 23 February 2007 relating to aerodromes belonging to the State and approving the standard specifications applicable to the concession of such aerodromes;
Having regard to the amended dated 28 August 2003 concerning the conditions of registration and procedures for the operation of aerodromes;
Having regard to the decision of 3 March 2005 on the organization of the direction of air navigation services;
Having regard to the 10 July 2006 decision on the type plan of aerodrome manual referred to in Article R. 211-10 of the Civil Aviation Code;
In view of the agreement of the air space policy of 7 April 2008,

The purpose of the aeronautical information services is to collect and disseminate information to ensure the safety, regularity and effectiveness of air navigation.
Except for the specific defence requirements defined by an instruction by the Director of Military Air Traffic, the Air Navigation Services Directorate (NADS) shall render the aeronautical information services and shall specify the arrangements for such services.
The characteristics of these services as well as the manner in which air navigation service providers and aeronautical data providers contribute to them are annexed to this Order.
This order repeals and replaces the order 28 November 1994 aeronautical information service andinstruction of 2 December 1994 aeronautical information service. Without prejudice to the contrary, they shall remain in force on the territories not covered by this Order.
The provisions of this Order are not applicable to the departmental community of Mayotte and to the territorial community of Saint-Pierre-et-Miquelon.
The provisions set out in sections 3.1 and 3.2 of the schedule to this Order, between the aeronautical data providers and the aeronautical information service provider, will come into force no later than eighteen months after the date of publication of the Order.
The Director of Air Navigation Services, the Director of Economic, Social and Cultural Affairs of the Overseas and the Director of Military Air Traffic are responsible, each with respect to him, for the execution of this Order and its annex, to be published in the Official Journal of the French Republic.
A N N E X E
Preamble
In this Order, the term "Annex 15" refers to the twelfth edition (July 2004) of Schedule 15 to the International Civil Aviation Convention (ICAO).
In this annex, as from paragraph 4, the numbering is identical to that of Annex 15 and only the differences with the numbering are shown.
1. Definitions
The definitions and restrictions on the use of certain terms set out in Chapter 2 of Schedule 15 of ICAO apply in this Order as well as the following terms:
Aeronautical Information Services Provider: an organization responsible for providing aeronautical information services.
Aeronautical Data Provider: an organization that collects, verifies, validates and transmits to the aeronautical information service provider, according to a protocol signed with it, aeronautical data and information.
2. General provisions
The aeronautical information and data broadcast must be sufficient, of the quality required and communicated in time.
Aeronautical information services are provided 24 hours a day.
Aeronautical information services are provided within the geographical boundaries of the French territory as well as in the portions of the airspace above the high seas in which France provides air traffic services.
Aeronautical information is published as an integrated aeronautical information system including:
- aeronautical information publications (AIP) and amendments (see paragraph 4) that are published and made available according to the rules of the AIRAC regularized system (see paragraph 6);
– NOTAM and AIP supplements (see paragraph 5);
aeronautical information circulars (see paragraph 7).
The aeronautical information service provider ensures that aeronautical information is available in an adequate form:
- for flight personnel, including crews, as well as for flight preparation, flight management systems and flight simulators;
- for air traffic service providers responsible for providing flight information services, airfield flight information (AFIS) and the provision of information necessary for the preparation of flights.
A quality system is in place to provide users with the necessary assurance that the aired information and data meet the quality specifications (including the accuracy, resolution, integrity and traceability) of the published data and to ensure their applicability during the reporting period, as well as the respect for the agreed broadcast dates.
For the collection of data and information to be published, the aeronautical information service provider relies on a network of aeronautical data providers whose obligations, as set out in protocols, are recalled in paragraph 3.
In addition, the aeronautical information service provider obtains the information it needs to provide pre-flight information service and to meet the flight information requirements by using the aeronautical information services of other States and information that may be provided by the crew during and after the flight.
The aeronautical information service provider must ensure the quality and integrity of the data and confirm the level of accuracy of the information aired for operational purposes, including the source of the information, before disseminating it. Subsections 3.2.8 to 3.2.11 of Schedule 15 do not apply.
The aeronautical information service provider shall promptly make available to the aeronautical information service providers of the other States all the information necessary to the safety, regularity and effectiveness of the air navigation required by these providers to observe the provisions of paragraph 5.
Aeronautical information is broadcast mainly according to the rules of the AIRAC regularized system and made available before the flight according to the principles set out in paragraph 6.
3. Organization of development
of Aeronautical Information
The development of aeronautical information is based on:
a network of aeronautical data providers;
the aeronautical information service provider.
3.1. Aeronautical data providers
As part of their duties, aeronautical data providers comply with the terms and conditions of application defined by DSNA, in the appropriate documents, with respect to the collection and transmission of data and information to be published, including those relating to quality requirements.
The nature of the information to be transmitted and the means of transmission and verification or validation are specified by a memorandum of understanding between the aeronautical data providers and the aeronautical information service provider.
Aeronautical data providers include aerodrome operators collecting and validating aerodrome data and, where appropriate, forwarding them to the aerodrome information service provider according to the protocol established with it.
3.2. The Aeronautical Information Service Provider
The aeronautical information service provider is responsible for the organization of the collection, development, storage and publication of the reference French aeronautical information.
It is responsible for centralizing, validating and compiling aeronautical data and information provided by aeronautical data providers, editing and disseminating aeronautical information regarding the geographic areas in which air traffic services are provided by the French administration.
It establishes protocols with aeronautical data providers when they do not fall under the NSSD. It provides or ensures the training of data providers.
The aeronautical information service provider shall disseminate information transmitted by the GAF after the agreement of the air space policy.
The aeronautical information service provider is also responsible for:
- to exchange aviation information with foreign aeronautical information service providers;
―to feed the European aeronautical database for the data of its area of responsibility and to ensure their quality.
4. Aviation Information Publications (AIP)
and ATIP supplements
The provisions set out in paragraph 4 of Schedule 15 to the ICAO, including the recommendations, are all applicable.
5. NOTAM (Notice to Air Browsers)
The provisions set out in paragraph 5 of Schedule 15 to the ICAO, including the recommendations, are all applicable.
6. AIRAC system
The provisions set out in paragraph 6 of Schedule 15 to the ICAO, including the recommendations, are all applicable.
7. Aeronautical Information Circulars (AIC)
The provisions set out in paragraph 7 of Schedule 15 to the ICAO, including the recommendations, are all applicable.
8. Information/data before flight and after flight
The provisions set out in paragraph 8 of Schedule 15 to the ICAO, including the recommendations, are all applicable subject to the following amendment:
"8.1.2.1 (a) construction or maintenance work on or near the movement area; "
9. Telecommunications necessary
The provisions set out in paragraph 9 of Schedule 15 to the ICAO, including the recommendations, are all applicable.
