Vu la Act No. 78-17 of 6 January 1978 modified on computers, files and freedoms;
Vu le Decree No. 2005-850 of 27 July 2005 bearing delegation of signature of members of the Government;
Vu le Decree No. 2005-1309 of 20 October 2005, modified by Decree No. 2007-451 of 25 March 2007, taken for application Act No. 78-17 of 6 January 1978 related to computing, files and freedoms;
Having regard to the receipt of the National Commission on Informatics and Freedoms dated 15 November 2007 bearing number 1260768,

It is created in the Ministry of Defence, the General Delegation for Arming (direction of quality and progress), an automated processing of personal data called "controlled" implemented by the Electronic Weapons Centre, whose purpose is to ensure the payment of invoices, travel, relief and receipts.

The personal data categories recorded are those relating to:
― to the identity (of the creditor [supplier] [name, name, social reason, address, SIRET, SIREN], of the debtor [name, name, social reason, address]);
- to billing elements (number and order date, product name, nature of expenditure, invoice [number, date, amount, imputation account]);
- to financial regulations (date of receipt [invoice or settlement], payment [date and mode], cheque [number, date of issuance, name of the holder, payment agency and amount]);
– in the financial situation (postal or banking identity statement).
The recorded personal data relating to:
- the identity of the creditor and the debtor shall be retained for a maximum of five years beyond the receipt of a product or the payment of an expenditure;
― the billing, financial regulations and financial situation are retained until the person's relationship with the revenue authority or sub-regulation is broken and the person's advances are governed or sub-regulated.

The recipients of recorded personal data are, depending on their respective responsibilities and the need to know:
the director of each of the organizations implementing the treatment;
― the principal to which the revenue stream or sub-regulation is established, and the authority or sub-regulation of advances;
– the assignee accountant;
– the organizations of the public treasure;
- the authorized agents of the governing bodies or sub-regulations of revenues and of the governed or sub-regulated of advances;
– debtors and creditors.

The right of opposition provided forArticle 38 of the Act of 6 January 1978 referred to above cannot be invoked as part of this treatment.

The rights of access and rectification provided for in sections 39 et seq. of the Act of 6 January 1978 referred to above shall be exercised with the director of each of the bodies under the General Delegation for Arming implementing the treatment.
