Decision of 10 December 2007 on delegation of signature (general direction of the sea and transport)

The Director General of the Sea and Transport,
Vu le Decree No. 2005-471 of 16 May 2005 establishing the organization of the central administration of the Ministry of Equipment, Transport, Land Management, Tourism and the Sea, including Article 9;
Vu le Decree No. 2005-850 of 27 July 2005 concerning delegations of signature of members of the Government, including its article 3;
Having regard to the decree of 16 April 2007 appointing the Director General of the Sea and Transport;
See?arrested on 23 May 2005 Amending the General Directorate of the Sea and Transport,
Decides:

Article 1


Delegation is given to:
Mr. Laurent Tapadinhas, chief engineer of bridges and pavements, secretary general;
Mr. Jean-François Janin, general engineer of bridges and pavements, responsible for the mission of intelligent transport;
Mr. Jacques Vernier, General Mining Engineer, Head of the Mission for the Transport of Dangerous Goods;
Mr. Michel Deschamps, general engineer of bridges and pavements, head of security mission,
to sign, on behalf of the Minister of Ecology, Development and Sustainable Development, all acts, decrees and decisions, other than decrees, within the limits of their powers.

Article 2


In the event of the absence or incapacity of Mr. Laurent Tapadinhas, Secretary General, delegation is given to:
Mr. Pascal Mignerey, chief engineer of bridges and pavements, responsible for the mission of sustainable development, strategy, research and general studies;
Claude Vannier, chief engineer of public works of the State, responsible for the codification mission,
to sign, on behalf of the Minister of Ecology, Development and Sustainable Development, all acts, decrees and decisions, other than decrees, within the limits of their powers.

Article 3


In the event of the absence or incapacitation of Mr Jean-Claude Paravy, Deputy Director of Management Control, Performance Management and Budget, delegation is given to:
Mr. Gilbert Hiegel, Senior Executive Officer, Chief, Management and Performance Control Office;
M. Jacques Dupendant, agent contractuel, chef du bureau du budget et de la comptabilité ;
Mr. Willy Grand, Central Administration Officer, Deputy Head of Budget and Accounts Office;
Ms. Arielle Jacques-Himmer, Senior Executive Officer, Head of the Coordination and Administrative Synthesis Office,
to sign, on behalf of the Minister of Ecology, Development and Sustainable Development, all acts, decrees and decisions, other than decrees, within the limits of their powers.

Article 4


In the event of the absence or incapacity of Mr. Laurent Tapadinhas, Secretary General, delegation is given to:
Ms. Arlette Barrault, senior executive officer, head of the Human Resources and General Resources Office, and Mr. Thierry Carriol, senior executive officer, directly under her authority;
Mr. Bertrand James, Chief Engineer of Public Works of the State, Head of the Computer Science Office and Land and Maritime Transport Information Systems;
Ms. Ellen Ouazan, Contract Officer, Chief, Communications and Documentation Policy Office,
to sign, on behalf of the Minister of Ecology, Development and Sustainable Development, all acts, decrees and decisions, other than decrees, within the limits of their powers.

Article 5


In the event of the absence or incapacity of Mr. Jacques Vernier, Head of the Transportation of Dangerous Goods Mission, delegation is given to:
Claude Pfauvadel, a divisional engineer of public works of the State, deputy head of the mission transporting dangerous substances, to the effect of signing all acts, decrees and decisions, excluding decrees, within the limits of the powers entrusted to him;
Ms. Olga Lefèvre-Pestel, an engineer in public works of the State, responsible for the transport of dangerous goods,
the effect of signing all acts and decisions, excluding decrees, within the limits of the powers entrusted to it.

This decision supersedes and supersedes the amended decision of 6 June 2007 on delegation of signature.

This decision will be published in the Official Journal of the French Republic.
