Order of December 4, 2007 on the terms and conditions of organization, the program and the nature of the examinations for the recruitment of technicians of the prison administration

External and internal competitionsarticle 24 of the decree of 2 August 1999 referred to above for the recruitment of technicians of the penitentiary administration shall be opened by order of the seal guard, Minister of Justice, in accordance with the provisions of the decree of 19 October 2004 referred to above.

The number of positions to be filled by competition and, where appropriate, by technical specialty, the deadlines for withdrawal and nomination of candidates, the list of candidates authorized to compete in these contests, and the composition of the jury shall be determined by order of the seal guard, Minister of Justice.

Both competitions are held simultaneously. They include a written eligibility test and an oral admission test. Applicants to the external competition with a minimum professional experience of three years can opt, at the time of their registration to the competitions, for an oral admission test consisting of the presentation of their professional experience in the specialty in which they compete.
This same test of recognition of the achievements of the professional experience is the oral examination of admission of the internal competition.
The tests are rated from 0 to 20. Any rating less than 6 out of 20 to the written eligibility test before applying the coefficients is eliminated.

The written test of common eligibility for both competitions consists of a case study or a technical record to assess the qualities of reflection and the meaning of the candidate's organization (duration: three hours; coefficient 4).
This test includes an analysis of a situation requiring a treatment or technical operation, as well as the drafting of a report or intervention report presenting the solutions adapted to the submitted case (such as forecast management of work, organization of a production or construction site).
This test may involve basic notions of the public procurement code, rules on the control of public works, and provisions on hygiene and occupational safety.
The problems may be presented in the form of multiple-choice questionnaires, technical sheets, tables, grids, diagrams, plans, diagrams or sketches to be analyzed, completed, completed or any other method of interrogation of the same type.

The jury determines for each speciality, in alphabetical order, the list of candidates authorized to present themselves to the admission test.

The admission test is preceded by a presentation made to the declared eligible candidates of the missions of the prison administration and the conditions for the exercise of the profession of technician of the prison administration.

The oral admission test consists of a conversation with the jury to assess the personality and abilities of the candidate to perform the duties of technician of the prison administration and to run as follows (duration: 30 minutes maximum, coefficient 3):
1. For candidates for the internal competition and for those of the external contest having chosen the recognition option of the acquired professional experience, the interview will focus exclusively on the file submitted at the time of registration;
This professional record reveals the professional curriculum, the personal and professional motivations of the candidate for the performance of the duties of technical assistant of the prison administration.
2. For those of the external contestants who have not chosen the option of recognition of the achievements of the professional experience, the test begins with a maximum ten-minute presentation allowing to appreciate the theoretical knowledge, personal path and motivation of the candidate. This is followed by a situational situation to assess the candidate's ability to solve a technical problem.

At the end of the admission test, the jury meets to deliberate and establish, after equalization, the list of candidates admitted to the competition, in order of merit and by speciality.
Only candidates who have obtained a number of points fixed by the jury for all the examinations of eligibility and admission may be listed on this list, and do not include any elective notes.
The jury shall prepare a supplementary list, by speciality, of candidates that it considers fit to be admitted to the contest.
When several candidates gather the same number of points at the end of the tests, the priority is given to that of them who obtained the best note at the oral admission test.

The jury is appointed by the Seal Guard, Minister of Justice. It includes:
– the director of the prison administration, or his representative, president;
- three officials of the Department of Justice in category A, two of whom belong to the technical sector and are engaged in the deconcentrated services of the prison administration;
- an official of the Department of Justice in the category B of the technical sector and in the decentralized services of the penitentiary administration and with a seniority of at least three years in the body;
The jury may, where appropriate, appeal to qualified examiners.

The Order of September 13, 2000 setting out the terms and conditions of organisation, the program and the nature of the examinations for the recruitment of technicians of the prison administration is repealed.

The director of the prison administration is responsible for the execution of this order, which will be published in the Official Journal of the French Republic.
