External and internal competitionsarticle 6 of the decree of 21 September 1993 referred to above for the recruitment of advisors for the insertion and probation of the penitentiary administration shall be opened by order of the seal guard, Minister of Justice, in accordance with the provisions of the decree of 19 October 2004 referred to above.

The number of positions offered to candidates and, where appropriate, the distribution of positions between the two sexes, the deadlines for withdrawal and nomination of candidates, the list of candidates authorized to attend the competition, and the composition of the jury shall be determined by order of the seal guard, Minister of Justice.

Both competitions are held simultaneously. They include written proof of eligibility and oral admission tests.

The external competition includes:
I. ― Two written eligibility tests that consist of:
1. A composition on a general subject relating to the political, economic and social evolution of contemporary France (duration: four hours; coefficient 3);
2. A summary note test from a file on public freedoms or issues related to justice (duration: three hours; coefficient 2).
II. ― An oral examination of admission that consists of an interview with the jury to assess the personality, abilities and motivations of the candidate to perform the functions of an advisor for insertion and probation in the penal setting.
This interview is the starting point for a presentation by the candidate from a topic drawn by lot, on the general knowledge program set out in Appendix I to this Order (preparing time: fifteen minutes; duration of maintenance: 30 minutes maximum, of which fifteen minutes at most of the briefing; coefficient 2).

The internal competition includes:
I. ― A written proof of eligibility consists of a writing, from a file, of an administrative note to verify the candidate's writing, analysis and synthesis qualities and his ability to identify appropriate solutions (duration: three hours; coefficient 2).
II. ― An oral admission test consisting of, at the time of registration of the candidate determined, the following:
― an interview with the members of the jury having as their starting point a candidate's presentation on his career path and allowing him to appreciate his skills and abilities to practise the employment of a Prison Service Training and Probation Advisor (duration: 30 minutes maximum, of which ten minutes at most);
― or in recognition of the achievements of his professional experience as long as he has a minimum professional experience of three years (duration: 30 minutes maximum); coefficient 2).
The jobs in the security sector or in the socio-educational sector of the interdepartmental repertoire of the State (RIME) or in relation to the professions of security or the socio-educational sector or those of the prison administration are taken into account in the professional experience.
For the maintenance test based on the recognition of the achievements of the professional experience, the candidate produces, at the time of registration, a professional record that reveals, among other things, his/her professional curriculum, his/her personal and professional motivations for the exercise of the functions of an advisor to insert and probation the prison administration. The interview must then focus exclusively on the applicant's file.
For the constitution of the applicant's file, which will be submitted upon registration, the applicant must complete the attached form in Appendix II to this Order (1).

It is assigned to each eligibility and admission test a rating from 0 to 20. This rating is multiplied by the coefficient corresponding to each test. The sum of the points thus obtained forms the total points of the tests.
Any rating less than 5 out of 20 to the eligibility tests is eliminated. Applicants must present themselves to all the tests.
Candidates who have obtained the eligibility examinations can only undergo the admission tests after applying the coefficients:
for the external contest: a total number of points at least equal to 50;
for the internal competition: a number of points at least equal to 20.
This total number of points is determined by the jury, which lists eligible candidates after equalization, if applicable, and in alphabetical order.

Candidates who are declared eligible to perform a two-day training in prison before admission.

At the end of the admission examinations, the jury meets to deliberate and fix, after equalization, if necessary, and in order of merit, the list of candidates admitted to the contests.
Only can be included on this list, if they have not obtained any terminating notes, the candidates who have obtained a number of points fixed by the jury for all the eligibility and admission examinations that cannot be less than:
70 points for the external competition;
40 points for the internal competition.
The jury may draw up a supplementary list of candidates that it considers fit to be admitted to the competition.

The jury is appointed by order of the Seal Guard, Minister of Justice. It includes:
– the director of the prison administration, or his representative, president;
- two officials of the central administration;
a judge of courts and tribunals;
- three officials of the decunct department of the prison administration, including a director of insertion and probation, and a head of the prison and probation services.
Qualified examiners can be deputy to the jury.

The decision of November 18, 1994 on the terms and conditions of organization, the program and the nature of the examinations for the recruitment of insertion and probation advisors is repealed.

The director of the prison administration is responsible for the execution of this order, which will be published in the Official Journal of the French Republic.
