In light of amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with amended Act No. 84-16 of 11 January 1984 on statutory provisions relating to the public service of the State;
Having regard to Decree No. 95-199 of 23 February 1995 concerning the special status of the body of civil aviation officers, as amended by Decree No. 97-460 of 2 May 1997 and Decree No. 2000-949 of 22 September 2000, in particular its Article 7;
In view of Decree No. 98-850 of 16 September 1998 on the missions and recruitment of the civil aviation administrative assistants;
Considering the advice of the Joint Technical Committee of the Ministry of Equipment, Transport and Housing dated 25 June 2001;
The State Council (Finance Section) heard,
Decrete:
Without prejudice to the recruitments conducted pursuant to the above-mentioned Decree of 23 February 1995, an exceptional recruitment of Civil Aviation Administration Officers is organized for the year 2002, up to a contingent set by joint order of the Minister for Civil Aviation, the Minister for Public Service and the Minister responsible for Budget, within the limits of budget jobs opened to the budget annexed to civil aviation by the Financial Law.
The recruitment referred to in Article 1 of this Order is carried out through an open competition for Civil Aviation Administrative Assistants who justify six years of actual service in this body as of December 31, 2002.
The rules of general organisation, the programme and the nature of the competition tests provided for in Article 2 of this decree are set by joint decree of the ministers responsible for civil aviation and public service. The Minister for Civil Aviation sets out the modalities for organizing the competition and the composition of the jury.
Candidates admitted to the contest provided for in this Order are appointed Civil Aviation Officers Trainees, and complete a one-year internship under the conditions provided for in Article 7 of the aforementioned Decree of 23 February 1995.
Upon completion of the internship, trainees whose services have been satisfied are registered and classified under the conditions set out in this section.
The Minister of Economy, Finance and Industry, the Minister of Equipment, Transport and Housing, the Minister of Public Service and State Reform and the Secretary of State for Budget are responsible, each with respect to him, for the execution of this decree, which will be published in the Official Journal of the French Republic.
