In light of amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with Act No. 84-16 of 11 January 1984, amending the statutory provisions relating to the public service of the State;
Having regard to amended Decree No. 48-1108 of 10 July 1948, establishing hierarchical classification of the ranks and jobs of civil and military personnel of the State under the general pension system;
In view of Decree No. 2003-598 of 1 July 2003, setting the conditions for appointment and advancement in the employment of Regional Director of Cultural Affairs,
Decrete:
Within the limits of the appropriations for this purpose, staff members appointed in a position of Regional Director of Cultural Affairs shall be provided with an allowance for functions under the conditions set out in the following articles.
The annual average amount of compensation provided for in Article 1 above shall be determined by joint decree of Ministers responsible for culture, budget and public service.
The amount of compensation awarded to each recipient is adjusted to reflect the quality of the services rendered and the importance of the duties performed in terms of responsibilities and hardship within the maximum annual amount equal to three times the average amount.
The average indemnity of duties awarded to regional directors of cultural affairs shall not exceed double the average amount.
Duty allowance is paid monthly.
The allowance of duties under section 1 above shall not be accumulated with the lump sum allowance for additional work or any other allowance or allowance.
Decree No. 79-218 of 7 March 1979 on the award of a position allowance to officials employed as Regional Director of Cultural Affairs is repealed.
The Minister of Economy, Finance and Industry, the Minister of Public Service, the Minister of Culture and Communications and the Minister Delegate for Budget and State Reform, the spokesperson for the Government, are responsible, each with respect to it, for the execution of this decree, which will be published in the Official Journal of the French Republic.
