The Prime Minister,
On the report of the Minister of Health and Solidarity,
Considering the Public Health Code, including articles L. 3110-7 to L. 3110-10;
In view of Decree No. 95-523 of 3 May 1995 on the designation and responsibilities of defence zone delegates and correspondents;
Having regard to Decree No. 2002-84 of 16 January 2002 on the powers of prefects;
In view of Decree No. 2004-374 of 29 April 2004 on the powers of prefects, the organization and action of State services in the regions and departments;
The State Council (Social Section) heard,

At the beginning of Title I of Book I of Part 3 of the Public Health Code (regulatory provisions), a preliminary chapter is inserted as follows:

« White Settlement Plan


"Art. R. 3110-4. - The white settlement plan referred to in Article L. 3110-7 includes:
« 1° The modalities of its initiation and lifting;
« 2° The modalities for the formation and operation of the crisis cell;
« 3° adapted and graduated modalities for the mobilization of the human and material resources of the institution;
« 4° The arrangements for the reception and guidance of victims;
« 5° Internal and external communication modalities;
« 6° A traffic and parking plan within the establishment;
« 7° A facility containment plan;
« 8° A facility evacuation plan;
« 9° Specific measures for nuclear, radiological, biological and chemical accidents;
« 10° Procedures for training and training in the implementation of the plan.
"Art. R. 3110-5. - The white settlement plan is evaluated and revised annually.

“Extended White Plan


"Art. R. 3110-6. - The expanded white plan referred to in Article L. 3110-8 identifies at the departmental level all persons, goods and services that may be mobilized for a serious health crisis, including health professionals, health institutions and medical-social institutions. Depending on the risks it identifies, it defines the modalities of their mobilization and coordination, in particular with the urgent medical aid service. It takes into account the regional health organisation scheme provided for in Article L. 6121-1 and the regional public health plan referred to in Article L. 1411-11.
"Art. R. 3110-7. - The expanded white plan is prepared by the departmental director of health and social affairs and in Guadeloupe, Guyana and Martinique, by the director of health and social development. He was arrested, after the advice of the Departmental Committee on Emergency Medical Assistance, the permanence of health care and transport, by the department's prefect and, in Paris, by the police prefect. It is transmitted to the health institutions of the department and to the departmental council of the order of doctors.

"Nuclear, radiological risks,
biological or chemical


"Art. R. 3110-8. - The defence zone prefect shall exercise the competence provided for in Article L. 3110-9 if the nature of the health crisis warrants it and in particular in the event of a nuclear, radiological, biological or chemical hazard or accident.
"Art. R. 3110-9. - An order of the Minister for Health designates one or more reference health facilities for each area of defence for exceptional health situations referred to in section L. 3110-9.
"These establishments have:
« 1° An emergency medical assistance service;
« 2° An emergency reception service;
« 3° An infectious disease service with negative pressure isolation chambers;
« 4° A resuscitation service with isolation rooms;
« 5° A paediatric service with negative pressure isolation rooms;
« 6° A nuclear medicine service;
« 7° A laboratory of a containment level L 3;
« 8° An area for a helicopter.
"Art. R. 3110-10. - At the defence zone level, reference health facilities are responsible for:
« 1° Provide technical assistance to area delegates responsible for health and social affairs;
« 2° To advise health institutions on nuclear, radiological, biological and chemical risks and to train their personnel in this area;
« 3° To carry a diagnosis and, if necessary, to provide therapeutic care in the event of a nuclear, radiological, biological or chemical accident. »

The Minister of State, Minister of Interior and Land Management, and the Minister of Health and Solidarity are responsible, each with respect to him, for the execution of this decree, which will be published in the Official Journal of the French Republic.
