Decree of 10 November 2004 amending the amended decision of 4 August 1999 on the regulation of liquefied petroleum gas installations of motor vehicles

Considering the road code;
Considering the amended decision of 15 January 1985 on the equipment of motor vehicles using liquefied petroleum gas as an energy source;
Considering the amended decision of 4 August 1999 on the regulation of liquefied petroleum gas installations of motor vehicles;
On the proposal of the Director of Road Safety and Traffic,
Stop it!

Article 1


Section 1 of the above-mentioned Order dated 4 August 1999 is amended to read:
"For the purposes of this Order, the following means:
"Vehicle: any motor vehicle, complete or incomplete, intended to drive on the road, equipped with at least four wheels, having a maximum speed per construction greater than 25 kilometres per hour, with the exception of vehicles moving on rails, agricultural and forestry tractors, quadricycles and any mobile machine.
"LPG installer: professional, natural or legal person regularly registered in accordance with the rules of trade or craftsmanship, which can justify an assurance that it is liable for the risks inherent in the LPG transformation, and taking under its responsibility all technical and administrative operations related to the transformation of a LPG vehicle specified in this order. »

Article 2


Section 7 of the above-mentioned article of 4 August 1999 is amended to read:
"If the transformation of a vehicle so that it can operate with liquefied petroleum gases does not conform to a received type, the processed vehicle must undergo an insulated reception. In this case, the LPG installer that has completed the transformation must ensure that the installation conforms to the technical requirements of this Order.
For this purpose, it shall provide the owner of the transformed vehicle with a mounting certificate in accordance with the model set out in Annex I to this Order, which shall be subsequently retained by the regional management of the industry, research and the environment in the in-house in-vehicle incoming documentation. »

Article 3


Section 8 of the above-mentioned Order dated 4 August 1999 is amended to read:
"The LPG installer must, before entering into, where appropriate, the contract, inform the owner of the requirement to have the vehicle received by the regional management of the industry, research and environment when the transformation is made. At the end of the transformation, the LPG installer must provide the owner, in addition to the mounting certificate referred to in the previous article, with all the documents required for the creation of the insulated receipt application file (the documents actually issued must be indicated in the mounting certificate). »

Article 4


Section 10 of the above-mentioned Order dated 4 August 1999 is amended to read:
"The order of January 15, 1985 referred to above is repealed. »

Article 5


Appendix I to the above-mentioned Order dated 4 August 1999 is replaced by Appendix I to this Order.

Article 6


The Director of Road Traffic Safety is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

Axle-by-axle weighing bulletin of the vehicle transformed into a power order (for vehicles other than passenger cars or vans);
Calculation of load distribution, axle by axle, of the transformed vehicle (for vehicles other than passenger cars or vans);
Calculation of compliance with the total weight allowed in charge of the processed vehicle (for passenger cars);
Copy of the strength rating of the gas tank anchorages, validated by a recognized body, or copy of the dynamic test report;
Copy of the fire test report of the tank equipped with its accessories (paragraph 3.1 above);
