In light of amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with amended Act No. 84-16 of 11 January 1984 on statutory provisions relating to the public service of the State;
Considering Act No. 2001-2 of 3 January 2001 on the resorption of precarious employment and the modernization of recruitment in the public service as well as the working time in the local public service, in particular its article 1st;
In view of Decree No. 2001-834 of 12 September 2001 on the recognition of the professional experience in equivalence of the conditions of titles or diplomas required to present themselves to the competitions and professional examinations organized under Article 1 of Law No. 2001-2 of 3 January 2001 on the resorption of precarious employment and the modernization of recruitment in the public service as well as the working time in the local public service;

In view of the decree of September 16, 2003, setting out the rules of operation and constitution of the commissions established by Decree No. 2001-834 of September 12, 2001 on the recognition of the professional experience in equivalence of the conditions of title or diplomas required to present themselves to the competitions and professional examinations organized under Article 1 of Law No. 2001-2 of January 3, 2001;

Article 1


The contests reserved for access to the body of the prefecture officers mentioned in the appendix to the above-mentioned decree of October 24, 2002 include a written proof of eligibility and an oral examination of admission.

Article 2


The opening of the contest may provide that candidates must provide, for the oral examination, a curriculum vitae of up to two pages. The deadline for sending the curriculum vitae to the organizing service of the contest is set by the opening order. It is addressed by the organizing service of the contest to the president of the jury as soon as possible after the deliberation of the written proof of eligibility.

Article 3


The written proof of eligibility consists of a writing, from an administrative record, of a note to verify the candidate's analytical and synthesis qualities and his ability to identify appropriate solutions (duration: four hours); coefficient 2).

Article 4


The oral test begins with a presentation by the candidate on his professional experience and the functions he has performed; This presentation is followed by an interview with the jury whose objective is to appreciate the personality, abilities, abilities to mentor a team, the professional motivations of the candidate, the ability to fit into a professional environment and to adapt to the functions that can be entrusted to the body officials. During this interview, the questions asked by the jury relate to the candidate's general administrative knowledge and professional experience (the duration of the test: 30 minutes, the duration of the presentation: 10 minutes maximum; maintenance time: 20 minutes minimum; coefficient 4).

Article 5


At the end of the written proof of eligibility, the jury lists the candidates authorized to take part in the oral test.

Article 6


No person may be declared eligible or admitted if he or she has not participated in all the tests or if he or she has obtained a rating of less than 5 out of 20 before applying the coefficient.

Article 7


At the end of the oral test, the jury established, in order of merit, the list of definitively admitted candidates and a supplementary list. If several candidates obtained the same number of points, the priority is given to the one who obtained the best note to the oral test.

Article 8


The Director General of Administration at the Ministry of Interior, Internal Security and Local Freedoms is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
