The contest for the internal recruitment of veterinary public health inspectors referred to in Article 8, II, of the above-mentioned Decree of 22 February 2002 is organized in accordance with the terms and conditions defined by this Order.

The competition includes an eligibility phase and an admission phase.

The eligibility phase includes the following two written tests:
1. Drafting a brief on a subject related to veterinary public health (duration: four hours); coefficient 2);
2. Drafting a summary note based on documents relating to subjects of veterinary sciences or integrating veterinary knowledge (duration: three hours); coefficient 2).

The admission phase includes the following practical and oral tests:
A. - Practical evidence:
Test #1: response to a series of practical technical questions (multiple-choice questions - diagnoses - identification of entry grounds - tests) in the field of veterinary sciences (duration: one hour; coefficient 1);
Test 2: diagnosis and proposal for a conduct to be conducted from a concrete case study in the field of veterinary public health (test preparation time: 30 minutes; duration: fifteen minutes; coefficient 1);
B. Oral evidence:
1. A presentation on the candidate's previous activity, publications and works, followed by a discussion with the jury regarding his future duties (duration: 30 minutes); coefficient 1);
2. A conference, on a theme defined by the jury, lasting up to twenty minutes after three hours of preparation made with notes and documents (coefficient 3);
3. An optional foreign language test consisting of a commentary to text in this language on a subject relevant to the veterinary scientific field or the technical and economic field of animal or agri-food productions, followed by a conversation in that same language. The following languages may be presented: English, German, Spanish, Italian. Only the points obtained above the average (10 out of 20) at this test are taken into account for admission after written and oral examinations (duration: 30 minutes; coefficient 1).

Each test is rated from 0 to 20.
At the end of the written examinations of eligibility, the jury shall determine, in alphabetical order, the list of candidates admitted to the admission phase of this competition. Only candidates who have obtained an average of 10 for all two written eligibility tests can be listed on this list.
At the end of the admission examinations, the jury determines, in order of merit, the list of candidates admitted within the limits of the positions to be filled. To be admitted, any candidate must have obtained a rating equal to or greater than 10 out of 20 at the conference test and have obtained a general average of at least 12 out of 20 on all tests.

The programme of the examinations shall be annexed to this Order.

The closing dates of the registrations, the opening date of the examinations and the composition of the jury are fixed by order of the Minister for Agriculture.

The Director General of the Administration is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
