The Prime Minister,
On the report of the Minister of Economy, Finance and Industry and the Minister of Health, Family and Persons with Disabilities,
In light of the amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with Act No. 86-33 of 9 January 1986 on statutory provisions relating to the public hospital service;
In view of Decree No. 90-437 of 28 May 1990, setting out the conditions and procedures for the payment of costs caused by the displacement of civilian personnel in the metropolitan territory of France when they are responsible for the budgets of the State, national administrative institutions and certain subsidized agencies;
In view of Decree No. 92-566 of 25 June 1992 setting out the conditions and procedures for the payment of expenses incurred by the travel of officials and officials of the public hospital service in the metropolitan territory of France;
Considering Decree No. 93-703 of 27 March 1993 on the National School of Public Health;
In view of Decree No. 2002-550 of 19 April 2002 on the special status of the body of the directors of hospital care,

The directors of the interns care of the institutions referred to in Article 2 (1°, 2° and 3°) of the above-mentioned Act of 9 January 1986, during the statutory training of twelve months referred to in Article 14 of the above-mentioned Decree of 19 April 2002, may benefit from the compensation scheme defined in the following articles.

During the nine-month training cycle, trainees can receive training allowance. The training allowance is allocated monthly, with the exception of the periods in which the directors of interns receive the internship allowances provided for in section 3 below.
The training allowance is exclusive of any other allowance, with the exception of those that have a reimbursement character and the monthly lump sum allowance provided for in section 4 below.

During periods of the training cycle that they are required to follow outside their administrative residence and family residence, the officers mentioned in section 1 above may receive internship allowances under the above-mentioned decree of 28 May 1990.
These allowances may be reduced under the terms and conditions set out in the order referred to in section 5 below.

In addition to the training allowance or internship allowance referred to in sections 2 and 3 above, a monthly lump-sum allowance may be payable to staff members from the internal competition and external competition agents, provided that they justify ten years of professional experience on the date of appointment as a trainee in the body of care directors.

A joint Order of Ministers for Health and Budget sets out the amount of compensation provided for in Articles 2 and 4 above. It determines the rate of probation allowance provided for in Article 3 above, by reference to the base rate established pursuant to the decree of 28 May 1990 referred to above.

The payment of the training allowance, internship allowance and monthly lump sum allowance is suspended when the Director of Internship Care is in an unjustified position of absence or fails to meet the requirement of attendance at the National School of Public Health.
In no case shall the number of monthly allowances and monthly lump-sum allowances or the payment of internship allowances exceed the normal duration of the statutory internship or the possible extension of the course.

The Minister of Economy, Finance and Industry, the Minister of Health, the Family and Persons with Disabilities and the Minister for Budget and Budget Reform are responsible, each with respect to it, for the execution of this Order, which takes effect on 1 September 2003 and will be published in the Official Journal of the French Republic.
