Considering Act No. 52-893 of 25 July 1952 on the right to asylum, as amended by Act No. 2003-1176 of 10 December 2003;
In view of Decree No. 2004-814 of 14 August 2004 on the French Agency for the Protection of Refugees and Stateless Persons and the Refugee Appeals Commission, Decree:
An annual lump-sum allowance is provided to the President of the Refugee Appeals Board.
This allowance is paid to him in respect of all the tasks related to his or her function, whether it is the management tasks of the commission, the presidency of the judgment files or the exercise of the powers entrusted to him by the decree of August 14, 2004 referred to above.
It is allocated to section chairs and section deputy chairs of the said commission a lump sum allowance by actual record. In addition, they may be awarded a lump-sum allowance by file effectively judged by the so-called "consolidated sections" training provided for in article 13 of the above-mentioned decree of 14 August 2004.
The chairs of the section designated as Vice-Presidents shall, in addition to the lump-sum allowances per actual sitting and the lump-sum allowances by file effectively judged by the so-called "combined sections" training, receive an annual lump-sum allowance for the assistance they provide to the President in the exercise of the general powers he holds from the decree of August 14, 2004 referred to above.
The allowances granted under the preceding paragraphs shall not exceed the limits determined by the order provided for in Article 4 of this Order.
It is allocated to the rapporteurs of the above-mentioned appeals board of appeals whose number is fixed by the chair of the appeals board according to the importance of the reports submitted. The number of vacations allocated by file and the annual remuneration of the same rapporteur may not exceed the limits determined by the order set out in Article 4 below.
An annual lump-sum allowance shall be paid to the Secretary-General of the Appeals Board and his deputy.
It is allocated to assessors of the board of appeals representatives of the administration a lump sum allowance per session actually held.
The annual remuneration of the same assessor shall not exceed a ceiling determined by the order set out in section 4 below.
The amount of compensation set out in sections 1st, 2 and 3 above and the ceilings set out in sections 1st, 2 and 3 shall be determined by joint order of the Minister of Economy, Finance and Industry, the Minister for Foreign Affairs, the Minister of Public Service and State Reform and the Minister for Budget and Budget Reform, spokesman of the Government.
Decree No. 87-921 of 17 November 1987 on the compensation of persons who cooperate in the appeals committee established with the French Refugee and Stateless Protection Agency is repealed.
The Minister for Foreign Affairs, the Minister of Economy, Finance and Industry, the Minister of Public Service and State Reform and the Minister for Budget and Budget Reform, the spokesperson for the Government, are responsible, each with respect to it, for the execution of this decree, which will be published in the Official Journal of the French Republic.
